MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON APRIL 18, 2018, BEGINNING AT 5:00PM IN
CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE
TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK

CALL TO ORDER - WORK SESSION
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the Work Session was
unanimously opened at 5:00PM.
Update - Spain Agency - Town’s Liability Insurance
Additionally present: Brian Miles and Susan O’Rourke from the Spain Agency
Mr. Myles began with a brief history of NYMIR, a member owned company, that the Town joined in 2014.
The Sprain Agency is the broker for the Town’s Commercial Insurance Policy which is insured through
NYMIR. Town Board reviewed the current Commercial Insurance Policy, asked and received questions of
Mr. Miles. The Town Board asked Mr. Miles to add a quote for a cyber liability policy. The Town Board
asked for clarification of the term non-resident.
Discussion - Town Comprehensive Plan RFQ
Mr. Altieri stated, that because there are as many questions as there are answers, with respect to the
development of a comprehensive plan, he is suggesting the Town put out a request for qualifications (RFQ)
versus a request for a proposal (RFP). This will provide the Town Board an opportunity for a dialogue with
potential companies about what they think are important features for a comprehensive plan. Additionally,
an RFQ will be less restrictive than an RFP. Altieri further suggested that the original RFP be reworked into
an RFQ. Mr. Altieri will distribute the document to potential companies and begin arranging for interviews.
Councilwoman Katz asked the Town Board whether they wished to address the site plan and FAR separate
from the CP, and the Board responded, yes. Mr. Maker noted that the Board may want to revisit the FAR
analysis chart he prepared some time ago. Councilwoman Elkind Eney noted that Lisa Hochman, the Town’s
Land Use Attorney, noted recently that there is a software that will do a FAR overlay for analysis.
Discussion - Electric Vehicle Charging Locations
The Town Board reviewed a memo from supervisor Seligson, dated April 13, providing background
information regarding the electric vehicle (EV) charging station grant application. Supervisor Seligson asked
the Board to discuss and determine the following: level of charge, availability and accessibility of electricity,
construction needs, desired rate of turnover, charging the user for electricity and signage. The Town Board
discussed site options. The Board received correspondence from Mitch Green, Chair of the Town’s
Sustainability Collaborative, stating the Collaborative’s support for the grant application. The Board
discussed the supplemental parking area at the Hommocks Ice Rink as the most desirable location, cost

permitting. Specific costs analysis will need to be done on the following locations listed in preference order:
Hommocks Ice Rink, Commuter Lot 1, Town Center Lot, Baldwin Avenue and Madison Avenue. Supervisor
Seligson will review these sites with Ron Kamen, Sustainable Westchester’s Clean Transportation Program
Director, for site details and cost estimates.
Discussion - Traffic Committee Recommendations
Councilwoman Katz discussed the recent Traffic Committee meeting where residents spoke of needing
better signage, more laws and enforcement in and around Murray Avenue School. Additionally, residents
were asking for a traffic signal at Weaver Street and Murray Avenue. From a memo prepared by Connie
Green O’Donnell, the Traffic Committee is recommending that the Town Board discuss: 1. restricted
parking on Garit Lane 2. establishing a task force to study Murray Avenue traffic issues 3. a full time Police
presence in the vicinity of Murray Avenue. The Town Board discussed whether the Traffic Committee is the
correct forum for addressing the area around Murray Avenue School. Connie Green O’Donnell stated that
she has spoken with Kevin Roseman at the County of Westchester. Mr. Roseman is the ‘traffic person’ at
the County and he is willing to do an on-site assessment of the area. Additionally, the County can provide
an outreach program. This program would go into the schools and discuss issues of traffic and safety with
the concept that these impressions will be brought home. The Board discussed a pedestrian crossing at
Maple Hill Drive and Murray Avenue, and one on Weaver Street at the entrances to the Leather Stocking
Trail. The need for consistency flashing speed signals was also addressed.
Update - Con Edison’s Meeting in Response to March Storms
Supervisor Seligson updated the Town Board on the recent meeting she attended, along with other County
mayors and supervisors at the Con Edison headquarters in Rye. Con Edison Westchester President, Tim
Cowley, and other top staff, discussed the process and problems Con Edison encountered during the March
storms and the solutions they are proposing.
Supervisor Seligson gave details to the Town Board of what was presented. Con Edison’s is proposing to
install home smart meters so Con Edison will know if your power is out. This would replace residents’
having to call in their outage to Con Edison. Councilwoman Elkind Eney noted the Village of Larchmont will
be a participant on the newly established committee being established by Con Edison. It was noted that
there are upcoming public hearings being held by the Public Service Commission throughout the County
and residents can go the Town’s website to find dates and locations. Supervisor Seligson will add this
information to her Supervisor’ Report this evening.

Supervisor Seligson stated that she has been contacted by Amy Gross regarding June 1 as Gun Violence
Day. In support of this, June 1, citizens will wear orange to recognize and support gun violence awareness.
Supervisor Seligson will speak with Ms. Gross and ask her to attend a future Town Board meeting to
address the Board.
Councilwoman Elkind Eney gave an update on the recent Recreation Commission meeting, specifically
noting the recent discussions the Commission is having regarding the early morning swim program. It was
noted that additional conversations should take place with Jill Fisher, Superintendent of Recreation, so the
Commission is aware of all the facts concerning the arrangements between the Town and the School
District with respect to the pool.
Update - Sewer System Evaluation Study (SSES) - Project Implementation
The Town Board reviewed a memo from GHD, the Consortium’s consultant for the SSES project. The memo
is in response, on behalf of the Consortium, to a letter, dated February 8, 2018, that the Consortium
received from the NYS Department of Environmental Conservation. The response includes a detailed
project schedule developed for each Consortium municipality. The Town Board reviewed the specific
project schedules for the Town of Mamaroneck, the Village of Larchmont and the City of New Rochelle.

CALL TO ORDER - REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:00 PM, she then pointed out the location of the exits.
Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this
evening, adding this is an open meeting that all residents are welcome to attend.
SUPERVISOR’S SUMMARY REPORT
The Town is continuing to address the aftermath of the March nor’easter storms and you have an
opportunity to voice your concerns and experience too. The Public Service Commission (PSC) is
sponsoring a series of public statement hearings regarding the March 2018 winter storms and
power outages. The hearings are open to the members of the public who wish to participate and
comment. The public comments will be considered by the PSC in deciding this matter. The hearings

in our area are on Monday April 23 at 2:00 pm at Larchmont Village Center in the back of the

Larchmont Library pm., and Tuesday April 24 at 6:00 pm at the Westchester County Center in
White Plains. Please go to the Town website at www.townofmamaroneckny.org for a full listing of
all the dates, times and locations of the hearings.
Along with other County mayors and supervisors, I attended a Con Ed meeting at Con Ed
headquarters in Rye, to hear from Con Ed Westchester president, Tim Cowley, and other top staff,
about the process and problems Con Ed encountered during the storms and the solutions they are
proposing. Many officials expressed a lot of frustration at Con Ed’s performance. It was interesting
to learn that 145,000 people lost power and Westchester County was hit the hardest of any area.
Con Ed believes that 30% to 40% more power outages were prevented from their storm hardening
efforts prior to the storms. In many cases Con Ed could not repair the infrastructure, but had to
rebuild it. In addressing the terrible communications from Con Ed during the event, they admitted
that they had a computer software error that resulted in terrible information and communication.
The only way Con Ed knows if your power is out is if someone reports it. They are now installing
smart meters that will identify power outages electronically. They talked about more intense tree
trimming and no go zones. When asked about burying wires, they reported that it costs $8 million a
mile to bury wires and it would cost $27 billion to underground all of the electric infrastructure in
Westchester County.
I had the pleasure of attending the State of the County Address by County Executive George
Latimer this week. George gave a good speech that recognized the financial challenges of the
County as well as the many attributes and activities. I also attended the tax bill signing by Governor
Cuomo yesterday in Elmsford. As has been reported, the Governor signed a bill yesterday that
would allow the state and municipalities to restructure tax payments as charitable gifts or payroll
deductions in order to circumvent the federal tax law limiting those deductions. Although the
operational logistics of how to accomplish this are not yet clear, the Town will explore and work to
protect our residents as best we can. We expect to receive guidance from the State by the end of
the month.

Greenburg Town Supervisor Paul Feiner has invited anyone interested to attend the April 25
Greenburg Town Board meeting at which they will focus on coyotes. Many residents have notified
the Town about coyote sightings. The Town is working with Village of Larchmont to hold a special
meeting in our community regarding coyotes as well. Please go to the Town’s Facebook page of
you would like more information about the Greenburg meeting.

The Friends of the Larchmont Library held the 6 Annual Community Spelling Bee this past Sunday,
at which I again had the pleasure of judging with Mayor Lorraine Walsh and County Executive
George Latimer. The Honey Buns team won and it was an exciting and difficult Bee.
There was a TVS (Town, Village ,School) meeting last week where the chief elected officials of the
three municipalities, superintendents of the two school districts, municipal managers and school
board presidents convene to discuss community issues. This is an important effort to foster
communication and cooperation.
This Sunday is Earth Day and we have two great events in the Town to celebrate. We have the
Annual Bunny Hop run and race starting at 8:30 for kids and 9:00 am for adults at Memorial Park.
At 10:00 am we have the annual spring cleanup of Hommocks Conservation Area. Come join us and
feel good about celebrating Earth Day.

Finally, please remember to vote next Tuesday April 24 in the special election for State Senate.

PRESENTATION – Mamaroneck School Superintendent Dr. Robert Shaps
Proposed School Budget 2018/2019
Dr. Shaps distributed a two-page overview of the School Budget, and then addressed the audience.
Dr. Shaps spoke specifically about the needs of the District and specifics of how this budget addresses those
needs. Residents were reminded that the Budget vote will take place on Tuesday, May 15.
The Town Board thanked Dr. Shaps for sharing the Budget overview with the Town.

WHEREAS, Friday, April 27, 2018 is recognized by the Town of
Mamaroneck as Arbor Day, a special day set aside for the
celebration and planting of trees; and

WHEREAS, 2018 marks the 26 year the Town of Mamaroneck has been recognized as a
“Tree City U.S.A.”, one of only 45 communities in New York State to have
attained the 25 year distinction named by the National Arbor Day Foundation.
The Town of Mamaroneck has taken its tree-care responsibilities seriously with
an effective community forestry program; and
WHEREAS, Trees make a world of difference in our communities with their beauty and
value they lend to homes, neighborhoods, parks and business areas. At the
same time, trees conserve energy, help clean the air, protect rivers and
streams, and provide a home for wildlife in towns and cities.
NOW, THEREFORE, BE IT RESOLVED that I, Nancy Seligson, Town Supervisor, and members of
the Town Council of the Town of Mamaroneck urge all citizens to further the establishment of

trees in our community and I hereby proclaim that the Town of Mamaroneck has – for the 26
year – been recognized as a “Tree City USA.”

The Traffic Committee is requesting that the Town Board set a public hearing for the consideration of a
local law that would prohibit overnight parking on Garit Lane.
On motion of Abby Katz, seconded by Councilwoman Fiddelman, it was
RESOLVED, that the Mamaroneck Town Board does hereby set the date for a Public
Hearing on the “Elimination of Overnight Parking on Garit Lane” Law, for May 2, 2018,
at 8:00PM at the Town Center, 740 West Boston Post Road, and
BE IT FURTHER,
RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said
hearing in a newspaper appointed as an official newspaper, and that said Notice, be
posted.
