OF THE TOWN OF MAMARONECK, HELD ON NOVEMBER
13th, 1963, IN THE COUNCIL ROOM OF THE WEAVER
STREET FIREHOUSE, WEAVER STREET, TOWN OF MA-
MARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p. m.
ROLL CALL

Absent: Councilman Cook
Also Present: Mr. Gronberg - Town Clerk
Mr. Delius - Town Attorney
Mrs. Brewer - Secretary

Mr. Kellogg - Town Engineer
Mr. Altieri - Town Accountant
PUBLIC HEARING —Spartan Associates, Inc.
The Clerk presented the affidavit of publication of the no-
tice of hearing for the record, together with a letter ad-
dressed to the Board by Mr. S. N. Petchers under date of
November 12, 1963, requesting postponement of the hear-
ing until the following meeting, which was herewith ordered
filed for the record.
In accordance with this request, on motion by Council-
man Kane, seconded by Councilwoman Helwig, it was
unanimously
RESOLVED, that the hearing on the application
of Spartan Associates, Inc. , for appeal from
the decision of the Building Inspector refusing
a permit for a free-standing business sign on
premises situated at 36 Boston Post Road,
(Block 411, Parcel 196), is hereby postponed
until December 4, 1963, the next regular meet-
ing of this Board.
OLD BUSINESS
There was no old business to come before the meeting.

NEW BUSINESS
1. Request for Appropriation - Historian
(Completion of 300th Anniversary Book, etc. )
In accordance with the request of the Town Historian,
on motion by Councilwoman Helwig, seconded by Coun-
cilman Brush, it was unanimously
RESOLVED, that pursuant to request of the Town
Historian, this Board hereby authorizes an ap-
propriation from General Town Contingency in the
1963 budget of an amount not to exceed the sum of
$50. 00, to cover remaining incidental costs for
completion of the 300th Anniversary "Book of
Remembrance", etc. in connection with the 300th
Anniversary of the Founding of the Town of Ma-
maroneck observances.
COMMUNICATIONS
There were no communications to come before the
meeting.
REPORTS
The Town Clerk --
The Clerk presented the following reports, which were
ordered received and filed:
Town Clerk's Report for the month of October, 1963.
Report of the Building Inspector for the month of Oc-
tober, 1963.
Report of the Westchester Shore Humane Society, Inc.
for the month of October, 1963.
The Supervisor --
1. Letter from Larchmont League of Women Voters
(1963 "Go-See" Student Tours)
The Supervisor presented for the Board's information, a
letter addressed to him by Mrs. Jerome Kaufman, Presi-
dent of the League of Women Voters of Larchmont under
date of November 9, 1963, requesting the Town to again
conduct the "Go-See" trips for 7th grade students, which
was ordered received and filed.
The Supervisor stated that the trips would be con-
ducted again as in previous years -- that Mrs. Helwig
would do the briefing at the Junior High School on Monday,
December 2nd -- and that all other arrangements were
being completed with the League Chairman, Mrs. Helitzer.

Councilwoman Helwig --
1. National Audubon Society Study
for Development of Cross County Lands
Councilwoman Helwig presented a copy of the invitation
sent to all interested persons and organizations in the
Town by the Chairman of the Cross County Lands Study
Committee to an open public meeting to be conducted by
the Director and Associate Director of the Nature Cen-
ters Division of the National Audubon Society on Wednesday
evening, November 20th, at the Weaver Street Firehouse
in connection with the study and plan for future use and de-
velopment of the Cross County Lands presently being pre-
pared by the National Audubon Society, which was here-
with ordered received and filed for the record.
Councilman Kane --
Councilman Kane stated that he had no report at this time.
Councilman Brush --
Councilman Brush stated that he had no report other than
that pertaining to the Fire Department.
Councilman Cook -- (Absent)
1. Apportionments
In the absence of Councilman Cook, Councilman Kane
presented for him petitions submitted by the Assessor
for correction of the assessment roll so as to permit
the apportionment of taxes, and on his motion, seconded
by Councilman Brush, the following resolution was unan-
imously adopted:
WHEREAS, the Assessor has presented the follow-
ing petitions for the correction of the assessment
roll for certain years pursuant to the provisions of
Section 557, Article 16 of the Westchester County
Administrative Code, known as the Westchester
County Tax Law; and
WHEREAS, after due consideration, this Board
finds it desirable to grant said petitions for the
correction of said assessment roll;
NOW, THEREFORE, BE IT
RESOLVED, that the assessment roll of 1963, taxes
of 1964, which shows property now appearing on the
roll as follows:

The Town Attorney --
The Attorney stated that he had no report at this time.
PRESENTATION OF PRELIMINARY BUDGET
The Supervisor presented the preliminary budget for 1964
which had been prepared by the Board from the departmental
requisitions, reviewing those items pertaining to the Town
Attorney, Comptroller and Highway in some detail, and call-
ing to attention the proposed 3% salary increase and addi-
tional personnel in the Fire, Park and Police Departments.

He then inquired whether anyone present wished to be
heard on any item in the proposed budget, whereupon, after
hearing the Receiver of Taxes and part-time Comptroller,
Leo N. Orsino, on a salary question and since no one else
wished to be heard, on motion by Councilman Brush, sec-
', onded by Councilwoman Helwig, it was unanimously
-- RESOLVED, that this Town Board does hereby pre-
pare and approve as the preliminary budget of this
Town for the fiscal year beginning on the 1st day of
January, 1964, the itemized statement of estimated
revenues and expenditures hereto attached and made
a part of this resolution; and be it further
RESOLVED, that such preliminary budget shall be
filed in the Office of the Town Clerk, where it
shall be available for inspection by any interested
person at all reasonable hours; and be it further
RESOLVED, that this Board shall meet at 8:15
p. m. on the 4th day of December, 1963, for the
purpose of holding a public hearing upon such pre-
liminary budget; and be it further
RESOLVED, that the Town Clerk give notice of
such public hearing in the manner provided in Sec-
tion 113 of the Town Law, and that such notice be
published and posted in substantially the following
form:
Public Notice
Notice is hereby given that the preliminary bud-
', get of the Town of Mamaroneck, New York, con-
sisting of the estimated revenues and expenditures
for the year 1964, has been completed and filed in
the Office of the Town Clerk of said Town, where
the same may be examined by any person interested
therein, and that a public hearing thereon will be
held by and before the Town Board of said Town on
Wednesday, December 4th, 1963, at 8:15 p. m. in
the Council Room of the Weaver Street Firehouse,
Weaver Street, Town of Mamaroneck, New York,
at which time and place all those who appear and
are interested will be given an opportunity to be
heard with respect to said preliminary budget or any
part or item thereof.
Please take further notice that the proposed sal-
aries of the members of the Town Board are as
follows: Supervisor - $7500. , Town Councilmen (4)
- $2400. each; that the proposed salary of the Town
Clerk is $8985. ; that the proposed salary of the
Town Superintendent of Highways is $8750. ; that the
--- proposed salary of the Town Attorney is $7500. ;
that the proposed salary of the Town Engineer is
$9735; and that the preliminary budget is as follows:

FURTHER RESOLVED, that such notice shall be pub-
lished twice in the following newspaper having general
circulation within the Town: The Mamaroneck Daily
Times, the first publication to be on or before the
25th day of November, 1963, and the second publica-
tion on any day subsequent thereto and before the day
of such hearing.
ADJOURNMENT
There being no further business to come before the meeting,
on motion duly made and seconded, it was declared adjourned
at 9:10 P. m. , to reconvene on December 4th, 1963.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was con-
vened immediately upon the adjournment of the Town Board
meeting.

There were no reports to be presented at this
time.

There were no communications to be presented at
this time.
4. Other Business
1, Larchmont Gables Fire
- Chief Librandi reported on the Larchmont Gables
fire, stating that the building was being watched
carefully for violations and that the agents, Posner
and Posner in Mount Vernon, had been contacted.
5. Adjournment
There being no further business to come before the
meeting, on motion duly made and seconded, it was de-
clared adjourned at 9:15 p. m. , to reconvene on De-
cember 4, 1963.
