OF THE TOWN OF MAMARONECK, HELD MARCH 3d, 1965,
IN THE COUNCIL ROOM OF THE WEAVER STREET FIRE-
HOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
In the absence of the Supervisor, Deputy Supervisor Kane
called the meeting to order at 8:15 p. m.
The Deputy Supervisor explained that the Supervisor's
absence was due to his being in Albany today on County leg-
islative matters.

WELCOME TO BOY SCOUTS
At this time, Deputy Supervisor extended a cordial welcome
to a group of Larchmont Boy Scouts from Troop 6 and their
Leader, Craig Morris, on behalf of the Board.
APPROVAL OF MINUTES
On motion duly made and seconded, the minutes of the reg-
ular meeting of February 3, 1965 were approved as submitted.
OLD BUSINESS
There was no old business to come before the meeting.
NEW BUSINESS
1. Authorization to Collect 1965 State,
County and Town Taxes
At the Tax Receiver's request for authorization to col-
' lect the 1965 State, County and Town taxes and publish
and post the necessary notice therefor, on motion by

Councilman Quadrine, seconded by Councilman Brush,
it was unanimously
RESOLVED, that this Board hereby authorizes the
Receiver of Taxes of the Town of Mamaroneck to
collect the 1965 State, County, Town and District
taxes and water rents which become a lien on Jan-
uary 1st, 1965;
and be it further
RESOLVED, that in accordance with the provisions
of Section 550 of the Westchester County Adminis-
trative Code, "The Daily Times", the official news-
paper published in the Village and Town of Mamar-
oneck, be and it hereby is designated as the news-
', paper in which the Receiver of Taxes and Assess-
ments shall publish the "Notice of the Collection of
State, County, Town and District Taxes and Water
Rents";
and be it further
RESOLVED, that said publication shall be on
March 25th, 1965, in The Daily Times and shall be
posted thereafter in accordance with law;
and be it further
RESOLVED, that in accordance with the provisions
of Section 550 of the Westchester County Adminis-
trative Code, the Town Board does hereby direct
the Receiver of Taxes and Assessments to mail to
each taxpayer of the Town of Mamaroneck, whose
- address is known to said Receiver of Taxes and
Assessments, a tax bill for all taxes and water
rents, the expense thereof to be a Town charge.
Z. Authorization for Transfer of Funds
within the 1964 Budget
Pursuant to memorandum addressed to the Board by
the Comptroller under date of March 1, 1965, here-
with presented and filed for the record, on motion by
Councilman Quadrine, seconded by Councilwoman Hel-
wig, it was unanimously
RESOLVED, that the transfer of funds within the
1964 budget by departments is hereby author-
ized as follows:

3. Authorization for Transfers of Funds
within 1965 budget
a) Park District #1
Pursuant to memorandum of the Comptroller, dated
March 1, 1965, herewith presented and filed for the
record, on motion by Councilwoman Helwig, seconded
by Councilman Brush, it was unanimously
RESOLVED, that this Board hereby authorizes
the transfer of the sum of $7500. 00 from Sur-
plus to a/c #411 "Retaining Walls and Steps
Baldwin Street" in the 1965 Park District #1
budget.
b) Street Lighting District #1
Pursuant to memorandum of the Comptroller, dated
March 1, 1965, herewith presented and filed for the
record, on motion by Councilman Brush, seconded by
Councilman Quadrine, it was unanimously
RESOLVED, that this Board hereby authorizes
the transfer of the sum of $2900. 00 from Sur-
plus to a/c 401 "Street Light Operation" in the
1965 Street Lighting District #1 budget.
COMMUNICATIONS
1. Resolutions - New Rochelle City Council

The Clerk presented a communication addressed to
all communities of Westchester County by the New Ro-
chelle City Council under date of February 17, 1965,
requesting adoption of resolutions similar to enclo-
sures, opposing Governor Rockefeller's proposed New
York State sales tax and urging support of the Gover-
nor's plan for financial aid for the New Haven, which
in the light of prior action by this Board and present
developments, were taken under advisement.
2. Acknowledgments of Resolutions
New Haven Railroad
The Clerk presented for the record acknowledgments
of New Haven resolutions forwarded by this Board to
Alexander Aldrich, Executive Assistant to the Governor,
and Assemblyman Anthony B. Gioffre.
3. Petition - Larchmont Gables
The Clerk presented a petition submitted by residents
of Larchmont Gables Apartments, petitioning the Build-
ing Inspector of the Town of Mamaroneck and the West-
chester County Department of Health to investigate the
rodent infestation of the said premises and take such ac-
tion as indicated under the Multiple Residence Law of
the State of New York and any other applicable statutes
and ordinances, which was herewith ordered received
and filed.
Also read into the record was correspondence pertain-
ing thereto as follows:
a) Memorandum to Town Engineer from Councilman
Kane, dated February 23, 1965.
b) Memorandum to Councilman Kane from Messrs.
Kellogg and Paonessa, dated February 24, 1965.
c) Letter of Building Inspector and Engineer ad-
dressed to Mr. Richard F. Colloton of the County
Health Department under date of February 24,
1965.
d) Letter of Building Inspector (Registered Mail--
Return Receipt Requested) addressed to Mr. S.
Posner of The Bameger Corporation under date of
February 25, 1965.
e) Letter addressed to Councilman Kane by S. Posner
of The Bamager Corporation under date of March
2, 1965.
And thereupon, after hearing Messrs. Paul Dillon,
Donald L. Eschbach, and David Doherty, residents of
the said premises and signees of the petition, the matter
was referred to the Building Inspector and Engineer for
follow-through and further report.

4. Notice of Hearing - Village of Mamaroneck
The Clerk presented a notice of public hearing before the
Board of Trustees of the Village of Mamaroneck on March
8, 1965, for the consideration of applications of property
owners listed thereon for variance from the provisions of
the Sign Ordinance of said Village, which upon the Attorney's
advice of requiring no action, was herewith ordered re-
ceived and filed.

The Clerk presented the following reports which were or-
dered received and filed:

Report of the Receiver of Taxes and Assessments for
the month of February, 1965.

Annual Report of the Supervisor of the Town of Ma-
maroneck for the Year Ended December 13, 1964.

Annual Report for the year 1964.
Affidavit of Publication of adoption of Local Law No. 1
of the year 1965.
The Supervisor --
Report by Deputy Supervisor Kane
1. Letter from County Executive
The Deputy Supervisor presented a letter addressed to
the Supervisor by the County Executive under date of
February 25, 1965, suggesting that each of the commun-
ities affected by the curtailment of passenger service
prepare to be present and offer testimony opposing such
curtailment along with the County at any hearing the ICC
might schedule on this matter.
In view of the postponement of such hearing for four
months, no action was taken at this time and the com-
munication ordered received and filed.
2. Date for 1965 Tax Lien Sale
For the Board's information, Deputy Supervisor Kane
announced pursuant to memorandum of the Receiver of
Taxes addressed to the Supervisor under date of Feb-

ruary 19, 1965, that the date of Thursday, May 20, 1965
had been designated as the date for the 1965 tax lien sale.
3. Retention of Special Counsel
Water Works Case
In this matter previously before the Board, the Deputy
Supervisor requested that the Supervisor be authorized
to execute the Agreement for the retention of John L.
Delius as Special Counsel in the appeal of the Westches-
ter Joint Water Works v. Town of Mamaroneck action
as herewith presented, and thereupon on motion by
Councilwoman Helwig, seconded by Councilman Brush,
it was unanimously
RESOLVED, that this Board hereby authorizes the
Supervisor to execute on behalf of the Town of Ma-
maroneck, the Agreement as herewith presented
for the retention of John L. Delius as Special
Counsel for the Town in the matter of the appeal
of the Westchester Joint Water Works v. Town of
Mamaroneck action, at a fee of $25. 00 per hour
but not to exceed the total sum of $500. 00.
4. Re-numbering Palmer Avenue
The Deputy Supervisor reported that replies received
to date with regard to the proposed re-numbering of
Palmer Avenue were all favorable to the proposal.
Councilwoman Helwig --
1. Thruway Noise Abatement Committee
Councilwoman Helwig presented for the record a re-
print entitled 11'Tjhe Quest for Quiet", from Fleet Owner
Magazine reporting on the October 1963 and June 1964
truck noise tests at Saugerties, New York, which was
herewith ordered received and filed.
2. Appointment - Park Commission
Councilwoman Helwig advised the Board that the Park
Commission had appointed M. P. Medwick as its Chair-
man and Ranald D. Sclater as Vice Chairman, and after
presenting a resume of his particular qualifications for
serving on this Commission, recommended the appoint-
ment of Henry S. Sayers to fill the vacancy on that
Board created by the Resignation of Mr. Oliver last
-- December 31st.
Whereupon, on her motion, which was seconded by
Councilman Brush, it was unanimously
RESOLVED, that Henry S . Sayers of 12 Mohe-

gan Road, Town, be and he hereby is appointed a
member of the Board of Park Commissioners of
the Town of Mamaroneck, to fill the vacancy
created by the resignation of John W. Oliver from
that Board and to serve for a term of office effec-
tive immediately and terminating December 31st,
1969.
The Clerk was directed to so notify Mr. Sayers, ex-
tendinga most cordial welcome to him to the Town's
official family and expressing the Board's apprecia-
tion of his willingness to accept assignment to this im-
portant post.
3. Engagement of Naturalist
Clifford E. Emanuelson
Pursuant to recommendation contained in the Conserva-
tion Advisory Committee Progress Report filed at the
last meeting of the Board, on motion by Councilwoman
Helwig and seconded by Councilman Brush, it was unani-
mously
RESOLVED, that Clifford E. Emanuelson, Conser-
vationist, be and he hereby is engaged as part-
time Consultant to the Town Conservation Program,
effective March 18, 1965 and to be compensated in
an amount not to exceed the sum of $1, 000. 00, said
sum to be paid from General Town Miscellaneous
a/c #511 in the 1965 budget.
Councilman Kane --
No report as Councilman - covered under Supervisor's
report as Deputy Supervisor.
Councilman Brush --
1. Insurance Matters
Councilman Brush reported receipt of letter from Bar-
ney Epstein, Insurance Agent, reporting availability of
Accident & Health coverage for the Town's Board and
Commission members as listed therein with the Saf e-
guard Insurance Company at a premium of $174. 40,
which he recommended be written.
Whereupon, on his motion, seconded by Councilwoman
Helwig, it was unanimously
RESOLVED, that this Board hereby authorizes Acci-
dent & Health policy with the Safeguard Insurance
Company providing the following coverage --
Accident Weekly Indemnity $ 40.
Accident Medical Expense 1000.
Death, Dismemberment, &
Loss of Sight 5000.

for the Town of Mamaroneck Boards and Commis-
sions listed below, at an annual premium of
$174. 40.

It was then directed that for his information, each of
the members of the foregoing Boards and Commissions
be notified to this effect.
In the matter of boiler insurance, after hearing re-
port of Councilman Brush, since there were only two
boilers in the Town (Police and Fire Headquarters)
which were inspected semi-annually in accordance
with law, it was decided that insurance not be written
thereon at this time since the additional benefits did
not seem to warrant the increased premium cost to
the Town.
3. Annual Police Report
Councilman Brush presented the Annual Report of the
Police Department for the year 1964, which was here-
with ordered received and filed for the record.
Councilman Quadrine --
Councilman Quadrine stated that he had no report at
this time.
The Town Attorney --
1. Youth Council Resolution
The Attorney presented for adoption a proposed resolu-
tion as approved by Attorneys Sansone, Forbes and him-
self, as well as by John Forrest for the Youth Council,
which was thereupon offered on motion by Councilwoman
Helwig, seconded by Councilman Quadrine, and unani-
mously adopted:
WHEREAS, a petition for the establishment of a Youth
Service Project in the Town of Mamaroneck has been
presented to the Town Board of the Town of Mamaro-
neck; and
WHEREAS, after study by the Town Board, it is found
that a Youth Service Project would be beneficial to the
youth of the Town of Mamaroneck, as well as to the
community in general;

BE IT THEREFORE RESOLVED: -
That the Town of Mamaroneck does hereby establish a
Youth Service Project as authorized by Chapter 636 of
the Laws of 1956, as amended, Article 19-A of the'
Executive Law; and
That such project or program include therein the Youth
Council known as the "Larchmont-Mamaroneck Com-
mittee on Family and Youth", to administer such pro-
gram or project; and
That said Youth Council shall have the power and it
shall be its duty to:
1. Co-ordinate, co-operate and contact existing ser-
vices or agencies working with and concerned with
youth and their problems, including, but not limited
to: schools, churches, employers, service clubs
and organizations, welfare departments, police, mu-
nicipal boards, courts and similar organizations;
2. Assist youth with their problems;
3. Foster educational, vocational or instructional pro-
grams in connection with youth;
4. Study and analyze conditions and statistical records
and data on youth and their problems and make rec-
ommendations related to the same;
5. Do all things necessary and desirable to carry out
the powers and duties herein granted, as well as
those powers and duties set forth by the New York
State Division of Youth; and
6. File an annual report with the Town Board of the
Town of Mamaroneck.
That the Youth Council is hereby authorized to act for
the Town of Mamaroneck and apply to New York State
for any and all benefits as provided by law; and
That the Town Board of the Town of Mamaroneck
reserves the right to audit all expenditures upon
which claim for reimbursement are to be based;
and
That the Youth Council may adopt and amend rules
and regulations for the conduct of its own affairs;
and
That the term of office of the members of said
'', ---- Youth Council shall be for a period of one year;
and
That this entire resolution is subject to passage of
the same resolution by the Village of Larchmont and
the Village of Mamaroneck.

2. Authorization of Expense
Albany - Land Grant, Hommocks Area
Upon the Attorney's request, on motion by Councilman
Brush, seconded by Councilman Quadrine, it was unani-
mously
RESOLVED, that this Board hereby authorizes the
Town Attorney and Town Engineer to go to Albany
in connection with the Hommocks Area Land Grant
with expenses to be paid from the proper items in
the 1965 budget in an amount not to exceed the sum
of $25. 00.
3. Authorization For Execution of
Easement Agreements (Griffen Avenue Sewer)
Upon the Attorney's request that the Supervisor be au-
thorized to execute two easement agreements in connec-
tion the Griffen Avenue sewer at no expense to the Town,
on motion by Councilman Brush, seconded by Council
woman Helwig, it was unanimously
RESOLVED, that the Supervisor be and he hereby
is authorized to execute on behalf of the Town of
Mamaroneck, two easement agreements in con-
nection with the Griffen Avenue sewer as herewith
presented by the Town Attorney.
OTHER BUSINESS
1. The Comptroller
For the Board's information, the Comptroller reported
that an interest rate of 2. 05% had been obtained with the
National Bank of Westchester on borrowing $150, 000. 00
Tax Anticipation Note for a period of two months from
March 10, 1965 to May 10, 1965.
ADJOURNMENT
There being no further business to come before the
meeting, on motion duly made and seconded, it was de-
clared adjourned at 9:10 p. m. , to reconvene on March
17, 1965.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was
convened immediately upon adjournment of the Town
Board meeting.
1. Claims
Upon presentation of the Fire claims by Commissioner

Brush, on his motion, seconded by Commissioner Quad-
rine, it was unanimously
RESOLVED, that the following Fire Department
claims, which had been audited by the Comp-
troller and approved by the Fire Chief, are ap-
proved, and the Supervisor and Comptroller be
and they hereby are authorized to pay the same
out of the budget for the Fire Department for
the year 1965:

Commissioner Brush presented the following reports

3. Communications
1. Request for Appointment of Fire Chief
as Fire Inspector
Pursuant to request contained in letter herewith pre-
sented and filed for the record, on motion by Com-
missioner Brush, seconded by Commissioner Helwig,
it was unanimously
RESOLVED, that Chief Anthony N. Librandi be
and he hereby is appointed part-time Fire In-
spector of the Town of Mamaroneck, effective
as of March 4, 1965 and to be compensated at
the rate of $960. 00 per annum.
4. Other Business
The Fire Chief --
Upon the request of the Chief, on motion by Commis-
sioner Brush, seconded by Commissioner Quadrine, it was
unanimously
RESOLVED, that this Commission hereby approves

that the probationary appointments of James Laverty
and Santo Garofalo as Town of Mamaroneck Firemen
are hereby permanent appointments in accordance
with the recommendation of the Fire Chief and the
Civil Service requirements.
At the Fire Chief's request, on motion by Commis-
sioner Brush, seconded by Commissioner Quadrine,
it was unanimously
RESOLVED, that this Commission hereby au-
thorizes the Town Clerk to publish a notice for
bids for the purchase of a Pick-up Truck for
the Town of Mamaroneck Fire Department in
accordance with the specifications therefor,
said notice to be published in the official news-
paper of the Town of Mamaroneck, The Daily
Times, and said bids to be returnable at a
regular meeting of this Commission on April
21, 1965.
For the Commission's information, the Chief re-
ported as follows:
That a fire at the Dump as of this date had neces-
sitated 7 calls. This matter was referred to the En-
gineer and Fire Chief for discussion and recommen-
dation of procedure for burning.
That new chairs were being purchased and would
be available in time for the May Memorial D_ ay Ex-
ercises this year.
In connection with the burning at the dump, Mr. John
Sack, Managing Agent for the Alden House Apartments,
remarked on the large pieces of soot flying as a result
of today's fires, which were certainly not occasioned
by the Alden House and which fact he requested be
noted in the record of this meeting.
5. Adjournment
There being no further business to come before the meet-
ing, on motion duly made and seconded, it was declared ad-
journed at 9:20 p, m. , to reconvene on March 17, 1965.
