Pursuant to Section 62 of the Town Law, I hereby call a special meeting of the Town Board, to be held in the Office of the Assessor at the Town Offices, 158 West Boston Post Road, Village of Ma- maroneck, at 8:30 p. m., on Wednesday evening, September 16, 1964, for the purpose of considering the application of the Bonnie Briar Country Club for a Special Permit for the extension of a non-conforming use, and such other matters as may properly come before the Board. We, the undersigned, hereby waive all notice of the attached notice of special meeting called by the Supervisor on September 16, 1964 and consent that this meeting shall be held as therein stated. MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK, HELD IN THE OFFICE OF THE ASSESSOR AT THE TOWN OF MAMARONECK OF- FICES, 158 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK, ON WEDNESDAY EVENING, SEPTEMBER 16, 1964, AT 8:15 p. m. CALL TO ORDER The Supervisor called the meeting to order at 8:15 p. m. in accordance with the Notice of Meeting and Waiver of Notice hereto appended for the record. ROLL CALL Present: Supervisor Burchell Councilman Kane Councilman Brush Councilwoman Helwig Councilman Quadrine Absent: None Also Present: Mr. Gronberg - Town Clerk Mrs. Brewer - Secretary Mr. Johnston - Town Attorney Mr. Kellogg - Town Engineer 1. Application of Bonnie Briar Country Club The Supervisor presented an application for special permit for the extension of a non-conforming use sub- mitted to the Building Inspector by the Bonnie Briar Country Club, together with Notice of Disapproval is- sued by the Building Inspector under date of Septem- ber 2, 1964, which, the Attorney advised, required a public hearing before this Board, inquiring the plea- sure of the Board in this matter. Also presented and ordered received and filed for the record was the resolution adopted at a regular meeting of the Town of Mamaroneck Planning Board on September 14, 1964, to which the said application had been referred for report. And thereupon following discussion, on motion by Councilman Brush, seconded by Councilman Kane, it was unanimously RESOLVED, that the Town Clerk is hereby au- thorized to publish the following notice in the _ official newspaper of the Town of Mamaroneck, The Daily Times, and to forward copies there- , of to the City of New Rochelle and the Village of Scarsdale as required by law: -I- Public Notice Please Take Notice that the Town Board of the Town of Mamaroneck will hold a public hearing at a regular meeting of the Town Board, to be held on October 7, 1964 at 8:15 p. m. in the evening in the Council Room of the Weaver Street Firehouse, Wea- ver Street and Edgewood Avenue, Town of Mamaroneck, pursuant to Sections 410, 432 and 449 of the Zoning Ordinance of the Town of Mamaroneck, to consider the request of the Bonnie Briar Country Club for a special permit pursuant to Sections 410, 432 and 449 to enclose existing outside cocktail ter- race with aluminum and glass panels, ex- tending from new footings to underside of existing building on premises located on the north side of Weaver Street and known as Block 225 - Parcel 1 on the Assessment Map of the Town of Mamaroneck. Plans and specifications for such con- struction are on file in the Office of the Building Inspector where same may be ex- amined between the hours of 10 a. m. and 4 p. m. daily, except Saturdays and Sundays. The premises are in an R-30 Residence District, which provides that non-profit membership clubs may be permitted in Res- idence Districts as a Special Use subject to permit issued by the Town Board. Please Take Further Notice that at said public hearing all persons in- terested will be given an opportunity to be heard. Z. Award of Bid - Cargill Road Water Main Pursuant to memorandum of the Town Engineer, dated September 15, 1964, herewith presented and filed, on motion by Councilman Kane and seconded by Councilman Brush, it was unanimously RESOLVED, that this Board hereby accepts the bid of the low bidder, to-wit the bid of R. J. Calcagni, in the amount of $15, 284. 40, for the construction of the Cargill Road Water Main in accordance with the plans and specifications therefor; and be it further RESOLVED, that this Board hereby authorizes the Supervisor to execute the contract with the successful bidder, R. J. Calcagni, for the aforesaid construction; _2_ and be it further RESOLVED, that this Board hereby authorizes the Town Clerk to return all bid checks ex- cepting that of the successful bidder. Also presented at this time and herewith ordered re- ceived and filed for the record, was copy of letter re- ceived from Dr. Bernard Haake, Superintendent of Schools, under date of September 14, 1964, in reply to the Board's inquiry in connection with granting a new license to Hory Chevrolet for the use of certain Town-owned property in the Ferndale Road area, which read as follows: "In response to your letter of September 3, 1964 regarding Ferndale Street, I would say that at this time we anticipate no use other than the wa- ter and sewage service requirements. I would add, however, that future pedestrian and traffic safety requirements conceivably may require the possibility of using Ferndale Street for these purposes. " 3. Memorandum - "Town Garage - Status of Job" Pursuant to memorandum of the Town Engineer en- titled, "Town Garage - Status of Job" - dated Septem- her 15, 1964, herewith presented and ordered re- ceived and filed for the record, the Board directed the Highway Department to move from its temporary quarters to the new Garage during the week of Sep- tember 23d to 30th. 4. Contract Agreement for Urban Assistance Planning Program (Master Plan) Following discussion, it was directed by the Board in common consent, that the six copies of the Contract Agreement for the aforesaid program be signed and re- turned to Mr. Richard C. Slocum of the New York State Department of Commerce in accordance with request contained in his letter addressed to the Supervisor and transmitting said Agreement for the Board's attention and consideration. 5. New Haven Railroad For the Board's information, the Supervisor re- ported that the Board of Supervisors would meet in - special session next Monday with regard to the mat- ter of the $400, 000. 00 subsidy from Westchester re- quested for the New Haven. -3- 6. Request for Authorization to Advertise for Bids - Highway Department Pursuant to memorandum of the Highway Superin- tendent, dated September 15, 1964, on motion by Councilman Brush, seconded by Councilwoman Hel- wig, it was unanimously RESOLVED that in accordance with law, the Town Clerk is hereby authorized to publish in - -- the official newspaper of the Town of Mamar- oneck, The Daily Times, a notice for sealed bids for furnishing to the Town of Mamaro- neck Highway Department one (1) Hopper Body Road Material Spreader and one (1) Leaf Vacuum, said bids to be in accordance with the specifications, returnable October 7, 1964, and opened and read aloud at a regular meeting of this Board at 8:15 p. m. that even- ing in the Council Room of the Weaver Street Firehouse, Weaver Street, Town of Ma- maroneck. 7. Request for Authorization of Street Lighting Job #25 Pursuant to memorandum of the Engineer, dated Sep- tember 16, 1964, herewith presented and ordered re- ceived and filed, on motion by Councilman Kane, sec- onded by Councilman Brush, it was unanimously RESOLVED, that this Board hereby authorizes the following street light installation (Job No. 25): One (1) Admirals Hat type light with 8-foot arm, on pole no. C A F on U A Old Harmon Drive, at a total cost not to exceed the sum of $60. 99. 8. Reports The Clerk presented the following reports, which were ordered received and filed: Report of the Town Clerk for the month of August, 1964. Report of the Westchester Shore Humane Society for the month of August, 1964. Report of the Municipal Dog Patrol for the month of August, 1964. -4- 9. Presentation on Codification of Ordinances - General Code Publishers At this time at the Supervisor's request, Mr. John- ston, the Town Attorney, introduced Mr. John F. Zea, Sales Manager of General Code Publishers, who sub- mitted a "Presentation of Codification Program" for the Town of Mamaroneck, which had been prepared by the General Code Publishers upon its completion of a survey of the Town's ordinances. A copy thereof was furnished to each member of - the Board for his information and study, and following Mr. Zey's review and detailed explanation of the ma- terial presented, the Supervisor thanked him on be- half of the Board, advising that the provision of this service would be given earnest consideration at the time of preparation of the 1965 budget. 10. Adjournment There being no further business to come before the meeting, on motion duly made and seconded, it was declared adjourned at 9:40 p.
