The Deputy Supervisor called the meeting to order at 8:15 p. m.
in the absence of the Supervisor who was on vacation.

OLD BUSINESS
1. Presentation of Formal Petition
- (Request for Extension of Sewer District No. 1)
The Attorney presented the formal petition requesting ex-
tension of Sewer District No. 1 as described therein as pre-
pared by the petitioner in accordance with this Board's dir-
ection at the January 22nd meeting, which was herewith or-
dered received and filed for the record, and advised that it
was now in order for the Board to set the date for public
hearing and authorize publication of notice therefor.
Whereupon, or. motion by Councilman Brush� seconded by
Councilwoman Helwig, it was unanimously
RESOLVED, that the Town Clerk be and he hereby is
authorized to publish the following Order in the offi-
cial newspaper of the Town of Mamaroneck, The
Daily Times, in accordance with law:

WHEREAS, a petition purporting to be signed by the
requisite number of property owners as required by"
Section 191 of the Town Law, petitioning the Town
Board of the Town of Mamaroneck to create an ex-
tension designated as Section "R" to Sewer District
No. 1 of the Town of Mamaroneck, and to construct
a sewer system therein, said petition describing
the boundaries of the proposed extension and stating
the maximum amount to be expended for the pro-
- posed sewer system to be constructed in said ex-
tension, together with a map and plan prepared by
Dolph Rotfeld, Professional Engineer, White Plains,
New York, entitled, "Plan Showing Boundary of
Proposed New Section 'R', Extension of Existing
Sewer for Sanitary Sewer District No. 1 on the
Southeast side of Griffin Avenue, to be known as
Section 'R', Town of Mamaroneck, Westchester
County, N. Y. ", dated December 31, 1963, showing
the boundaries of the proposed extension, a general
plan of the proposed sewers to be constructed there-
in, including all outlets and the terminus, course,
and the profiles of each proposed sewer or drain and
showing the manner in which said sewer system will
connect with and drain into the trunk sewers of the
Westchester County Sanitary Sewer Commission
(Mamaroneck Valley Sewer District) has been filed
in the Office of the Town Clerk of the Town of Ma-
maroneck on the 19th day of February, 1.964; and
WHEREAS, the boundaries of the said proposed ex-
tension of Sewer District No. 1 of the Town of Ma-
- maroneck are as follows:
BEGINNING at a point on the boundary line
between the Town of Mamaroneck and the
Village of Scarsdale where the same is in-
tersected by the boundary line between
Morway Picket and Stanley S. Rubin, said
point being also the center line of Griffin
Avenue, thence running Northeasterly along
the boundary line between the Town of Ma-
maroneck and the Village of Scarsdale
3890 feet to an angle point; thence South-
easterly along said boundary line 25 feet to
a monument; thence Northeasterly along
said boundary line 25 feet to a point on the
center line of Old White Plains Road; thence
Southeasterly along the center line of Old
White Plains Road 1550 feet to a point where
the center line of Old White Plains Road is
intersected by the boundary line between
land of E. Basso and Henry Berman; thence
running Southwesterly along said boundary

WHEREAS, said proposed extension is situated in the
Town of Mamaroneck wholly outside of any incorpor-
ated village; and
WHEREAS, the estimated amount to be expended in
- constructing and completing the improvements pro-
posed is $132, 000. 00 to be borne pursuant to Section
202 of the Town Law by local assessment upon the _
several lots and parcels of lands which the Town
Board shall determine and specify to be especially
benefited by the improvement:
IT IS ORDERED AS FOLLOWS:
At a meeting of the Town Board to be held on the 18th
day of March, 1964, at 8:15 p. m. in the Council Room
of the Weaver Street Fire House, corner of Edgewood
Avenue and Weaver Street, Town of Mamaroneck, the
Town Board of the Town of Mamaroneck will meet to
consider the said petition for the extension of Sewer
District No. 1 of the Town of Mamaroneck, lying in
the said Town of Mamaroneck outside of incorporated
Villages of Larchmont and Mamaroneck., and to hear
all persons interested in the subject thereof, con-
cerning the same.

Z. Request for Authorization to Advertise
for Bids for Highway Materials
Pursuant to memorandum addressed to the Board by the
Superintendent of Highways under date of February 13, 1964
herewith presented and ordered received and filed, on mo-
tion by Councilwoman Helwig, seconded by Councilman
Brush, it was unanimously
RESOLVED, that the Superintendent of Highways be
and he hereby is authorized to advertise for bids
for the following materials for Highway Department
use during the year 1964:

4. Crushed Trap Rock
5. Bituminous Concrete

COMMUNICATIONS
1. Resignation of Patrolman Lawrence J. McAllister
Councilman Brush advised the Board that Patrolman
Lawrence J. McAllister had submitted to the Board of
Police Commissioners his resignation as a member of the
Town of Mamaroneck Police Department, effective as of
February 20, 1964, and thereupon on motion by him and

seconded by Councilwoman Helwig, the following reso-
lution was adopted by unanimous vote in appreciation of
Officer McAllister's services to the Town:
WHEREAS, Patrolman Lawrence J. McAllister has
submitted his resignation as a member of the Town
of Mamaroneck Police Department, effective as of
February 20, 1964;
and
WHEREAS, he has served the Town of Mamaroneck
and its residents as a member of this Department
for the past twenty-six and a half years ably and
with great distinction;
and
WHEREAS, during his years of service, he achieved
an outstanding record in Police Shooting Matches
throughout the eastern section of this country and led
the Town Team to the County Championship;
NOW, THEREFORE, BE IT
RESOLVED, that we, the members of the Town Board
of the Town of Mamaroneck, do hereby express our
regret at the termination of Mr. McAllister's service,
and our thanks and appreciation for the contributions
he made to our community throughout the years he so
diligently served as a Police Officer;
and be it further
RESOLVED, that a copy of this resolution be spread
upon the minutes of this meeting as a public record of
appreciation, and that a copy thereof be forwarded to
Officer McAllister with this Board's best wishes for
his retirement.
And thereupon, in reply to inquiry by the Town Clerk. it was
on motion by Councilwoman Helwig, seconded by Councilman
Brush, unanimously
RESOLVED, that the Town Clerk be and he hereby
is authorized to have copies of resolutions adopted
by this Board to be presented to retiring members
of the Town government staff in appreciation of
service laminated with the cost thereof to be borne
by the Town.
2. Communication from Board of Elections
Spring Registration
Following the Clerk's presentation of a communication ad-
dressed to the Board by the County Board of Elections under
date of February 7, 1964 requesting provision of additional
registration facilities as set forth therein, which was here-
with ordered received and filed for the record., the Clerk

was directed to carry through with the request as stated
in the subject communication.
3. Requests for Use of Voting Equipment
Villages of Larchmont and Mamaroneck
Upon presentation of requests from the Villages of Larch-
mont and Mamaroneck for the use of voting equipmnznt for
the Annual Village Elections on March 17, 1964 and Regis-
tration on February 29, 1964, herewith presented and filed,
on motion by Councilman Brush, seconded by Councilman
Quadrine, it was unanimously
RESOLVED, that the requests of the Villages of
Larchmont and Mamaroneck for the use of voting
equipment for registration and election purposes
in each Village, be and they hereby are granted.
Also presented for approval at this time, was the re-
quest of the Republican Organization of the Village of Ma-
maroneck for the use of voting machines for an unofficial
primary on February 20„ which on motion by Councilman
Quadrine, seconded by Councilman Brush, was approved as
follows:
RESOLVED, that the request of the Village of Ma-
maroneck for the use of voting machines (5) for an
unofficial primary to be held on Thursday, Feb-
ruary 20, 1964, be and it hereby is granted.
4. Notice of Zoning Board Meeting
Village of Larchmont
A notice of meeting of the Zoning Board of Appeals of
the Village of Larchmont on Wednesday, February 19,
1964 was presented, and upon the Attorney's report that
the matters to be heard required no action by the Town,
wa's ordered received and filed.
5 Not on Agenda
Publication of Annual Report of the Supervisor
Pursuant to memorandum addressed to the Board by
the Comptroller under today's date, on motion by Council-
woman Helwig, seconded by Councilman Brush, it was
unanimously
RESOLVED, that authorization is hereby granted
to file the Annual Report of the Supervisor and pub-
lish same in the official newspaper of the Town of
Mamaroneck, The Daily Times, in accordance
with paragraph 29 of the Town Law as amended by
the addition of subdivision 10A.

1. Proclamation - Engineers' Week
The Deputy Supervisor advised the Board that the West-
chester County Chapter of the New York State Society of
Professional Engineers had requested the Town to pro-
claim the week of February 17th as Engineers' Week and
inquired the Board's pleasure in the matter.
Whereupon, on motion by Councilman Quadrine, sec-
onded by Councilman Brush, it was unanimously
RESOLVED, that the Deputy'Supervisor be and he
hereby is authorized to issue the following proc-
lamation declaring the week of February 1.7, 1964
as Engineers' Week in the Town of Mamaroneck:
Proclamation - -
WHEREAS, engineering in the United States has taken
on an important and vital role in the national defense
as well as the protection of life and property and the
betterment of human welfare; and
WHEREAS, a need exists today for a continuing sup-
ply of engineers technically trained to the highest
possible levels; and
WHEREAS, it is the duty of every citizen to help pro-
vide a healthy atmosphere and adequate facilities for
the most efficient development of our engineering
talent; and
WHEREAS, engineering contributions will in the
foreseeable future continue to be of ever increasing
value and importance to our common defense as

well as our high standard of living; and
WHEREAS, it is fitting that we honor the engineer-
ing profession during the week of the birthday of
our nation's most eminent engineer, George Wash-
ington, and
WHEREAS, The Westchester County Chapter of the
New York State Society of Professional Engineers
has dedicated itself to the improvement of the wel-
fare of the County of Westchester and the State of
New York;
NOW, THEREFORE, I, Peter F. Kane, Deputy Su-
pervisor of the Town of Mamaroneck, in order to
provide our citizens with an opportunity to give
recognition and pay tribute to the engineers of the
Town of Mamaroneck, do hereby proclaim the week
beginning February 17th as ENGINEERS' WEEK and
call upon all of our citizens to join in this obser-
vance.
Z. Proposed Acquisition of Property
Located in Rear of Pheasant Run
With reference to the proposed acquisition of the subject
property previously discussed by the Board, following dis-
cussion and in accord with the recommendation of the Dep-
uty Supervisor that an appraisal of the land in question be
obtained, on motion by Councilman Brush, seconded by
Councilwoman Helwig, it was unanimously
RESOLVED, that the Town Attorney be and he hereby
is authorized to engage the services of an appraiser
to appraise certain property described as part of
Lots 4, 5, 6 and 7 as shown on Map No. 9359 entitled,
"Map of Roselea", Town of Mamaroneck, Westches-
ter County, New York, for a fee of $50. 00.
Councilwoman Helwig --
1. Annual Meeting - Association of Towns
Councilwoman Helwig reported on the Annual Meeting
of the Association of Towns held in New York February
10 - 12, outlining the resolutions adopted and stating that
she was preparing a book of materials to be presented to
the Board.
2. Recreation
Councilwoman Helwig reported that the new Tennis
Instruction program was highly successful, in fact over
subscribed at the present time.
3. Park Commission

Councilwoman Helwig called to the Board's attention
an article in the March issue of Popular Gardening which
was highly complimentary to Mr. John Oliver, Chairman
of the Town's Park Commission.
4. Thruway Noise Abatement Committee
Councilwoman Helwig presented for the record a copy
of the notes of the meeting of the Joint Committee of rep-
_..._ resentatives of the trucking associations, truck manufac-
turers and the Thruway Noise Abatement Committee in
New York on February 13th, and reported as follows on
that meeting:
"If truck operators knew what to do about tires that
become extremely noisy when worn, we could have
reached an agreement on legislation to set vehicular
noise limits that would have had the support of the
trucking associations. At our meeting, the results
of the tests run at Saugerties last October by Mr.
Lewis C. Kibbee, Director of the Engineering De-
partment of the American Trucking Associations,
were reviewed in detail. Two important advances
of our past year's work were confirmed in this
discussion:
1) that decibels on the A scale, or dba, is a
satisfactory and acceptable method of
measuring vehicular noise, and
2) that various testing programs sponsored
by T. N. A. C. , by A. T. A. and by the
manufacturers through the Automobile
- Manufacturers Association Truck Noise
Committee, have come and brought close
agreement on the dba level that closely
approximates the industry's voluntarily
adopted standard of 125 sones maximum
for exhaust noise from mufflers.
We are not yet at liberty to discuss the A. T. A. re-
sults which are to be released first to the industry. "
Councilwoman Helwig also presented for the record, a
copy of a letter addressed to her as Chairman of the Com-
mittee by Jos. M. Adelizzi, Managing Director of the Em-
pire State Highway Transportation Association Inc. under
date of February 18, 1964, reading as follows:
"I have juat read your minutes of our meeting at this
office on February 13th and find them most accurate.
I also find them complete except for the possible in-
clusion of a proposed move on the part of the truck-
ing industry by which we would alert the truck man-
ufacturers to the fact that some of them are not com-
plying strictly to their 125 sones standard and to ask
them to take such steps as may be necessary to
bring about full compliance.
While I recognize that our failure to come up with a
form of bill that all of us would endorse must be very

disappointing to you and your associates, I am con-
vinced that considerable progress has been made
since our meeting in Larchmont a year or so ago.
I trust that you will accept our statement that we
sincerely intend to work on this problem of truck
noises until a satisfactory solution can be found. "
5. Change of Date for Next Meeting
Councilwoman Helwig explained that she would have to be
in Albany on Wednesday, March 4th, for a hearing in con-
nection with noise legislation and asked whether it would be
possible for the Board to meet on Thursday, March 5th, in-
stead of Wednesday.
Whereupon, since this was convenient for all present, on
motion duly made and seconded, it was unanimously
RESOLVED, that the next regular meeting of this
Board will be held on Thursday evening, March
5th, 1964 in the Council Room of the Weaver
Street Firehouse, at 8:15 p. m.
Councilman Brush --
1. Annual Meeting - Association of Towns
Councilman Brush remarked that he wished to second
Councilwoman Helwig's report on the Association of
Town's meeting, which he stated he felt to be most worth-
- while and beneficial to those who attended.
2. Report of State Investigation Commission
Councilman Brush called to attention the State Investi-
gation Commission's report of findings and recommenda-
tions for a County Police force.
Councilman Quadrine --
1. Apportionments
Councilman Quadrine presented for approval the follow-
ing petitions from the Assessor requesting correction of
the assessment roll so as to permit the apportionment of
taxes, whereupon on his motion, seconded by Councilman
Brush, the following resolution was adopted unanimously:
WHEREAS, the Assessor has presented the follow-
ing petitions for the correction of the assessment
roll for certain years pursuant to the provisions of
Section 557, Article 16 of the Westchester County
Tax Law; and
WHEREAS, after due consideration, this Board
finds it desirable to grant said petitions for the
correction of said assessment roll;

2. Reappointment - Zoning Board
(Richard F. Eggers)
Upon Councilman Quadrine's recommendation for the re-
appointment of Mr. Eggers to the Zoning Board of Appeals
and following each of the Councilman's tribute to his past
service as a member of this Board, on his motion, seconded
by Councilman Brush, it was unanimously
RESOLVED, that Richard F. Eggers be and he here-
by is reappointed a member of the Zoning Board of
Appeals of the Town of Mamaroneck, for a five-year
term of office, effective February 20, 1964 and
terminating February 19, 1969.
The Clerk was directed to notify Mr. Eggers of his unani-
mous reappointment, expressing the Board's appreciation of
his past service and its pleasure that he was willing to con-
tinue to serve in this post.
3. Authorization of Expenses
Assessor and Attorney
Pursuant to the Assessor's request for authorization of
his and the Attorney's expenses, on motion by Councilman
Quadrine, seconded by Councilman Brush, it was unani-
mously

RESOLVED, that the Assessor and Town Attorney
be and they hereby are authorized to attend the
hearing of the State Board of Equalization & As-
sessment in Albany, New York, on February 24,
1964, to complain of the tentative equalization
rate tentatively established for the Town by said
Board, with expenses to be paid by the Town in an
amount not to exceed the sum of $50. 00 each.

& Cancellation of Performance Bond
Pursuant to memorandum addressed to the Board by
the Engineer under date of February 17, 1964, regard-
ing acceptance of Lakewood Lane as a Town street or
highway herewith presented and filed, and upon the At-
torney's recommendation for acceptance, on motion
by Councilman Quadrine, seconded by Councilman
Brush, it was unanimously
RESOLVED, that this Board hereby accepts the
street known as Lakewood Lane as shown on a
map entitled, "Map of Lakewood, Town of Ma-
maroneck, New York", made by T. J. McEvoy,
Surveyor, dated April 18, 1956, and filed in
the County Clerk's Office, Division of Land
Records, of Westchester County, New York,
on November 1, 1956, as Map No. 10704, as a
public street or highway of the Town of Mamar-
oneck, together with a certain utilities ease-
ment described as follows:
Beginning at a point in the westerly line
of Weaver Street (NYS Route #125), which
point is more particularly described as
the northerly point of curve on the north-
westerly property line "return" of the in-
tersection of Weaver Street with a street
known as Lakewood Lane as shown on
"Map of Lakewood" by T. J. McEvoy on
April 18, 1956, and filed in the West-
chester County Clerk's Office on No-
vember 1, 1956, as Map No. 10704.
Thence the following courses: On a curve
to the right in a southwesterly direction
and along the property line return of
Lakewood Lane with a radius of 25. 00
feet, a length of 44. 91 feet to a point of

along the northerly line of Lakewood Lane

the amount of $6, 000. 00, dated April 24, 1963,
upon which the United States Fidelity & Guaranty
Co. is Surety and the Protano, Inc. is Principal.
2. Report - Legislation to Provide
for Continuation of Exemption of
New Haven Railroad Property
The Attorney reported receipt of communications from
Senator Meighan and Assemblyman Gioffre in reply to
--- his inquiry, stating that bills had been introduced pro-
viding for the continuation of exemption of railroad prop-
erty as had been suggested and requested at the Decem-
ber 17th meeting in Supervisor Burchell's office.
The Town Engineer --
1. Transmittal of Planning Board Minutes
The Fngineer presented for the record a copy of the
minutes of the Planning Board meeting of February 3,
1964, with reference to the expression of that Board
regarding sewers in Griffen Avenue and the Shroder
property, which were ordered received and filed.
OTHER BUSINESS
1. The Deputy Supervisor
"Teen Age Night Clubs"
The Deputy Supervisor called to attention the formation
of "Teen Age Night Clubs" in certain communities, asking
whether the matter had been given any consideration in
the Town.

Councilwoman Helwig advised that Mrs. Steffens and
she had visited the one in New Rochelle, which was
privately sponsored, and that she believed the Village
of Mamaroneck 's efforts in this direction were to be
congratulated. She further stated that she believed
the matter was being studied by the Committee on
Family and Youth in the Town and Village of Larchmont.
ADJOURNMENT
There being no further business to come before the meeting,
on motion duly made and seconded, it was declared adjourned
at 9:15 p. m. , to reconvene on March 5, 1964.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was con-
vened immediately upon the adjournment of the Town Board
meeting.
1. Claims
Commissioner Brush presented for approval the Fire
Department claims, which had been audited by the Comp-
troller and approved by the Fire Chief, and thereupon on
his motion, seconded by Councilman Quadrine, it was
unanimously
RESOLVED, that this Commission hereby approves
the following Fire Department claims as audited by
the Comptroller and approved by the Fire Chief,
and authorizes the Supervisor and Comptroller to
pay the same out of the Fire Department budget:
