MINUTES OF A REGULAR MEETING OF THE TOWN BOARD
OF THE TOWN OF MAMARONECK, HELD ON JANUARY
4th, 1961, IN THE COUNCIL ROOM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8.15 p.m.

ORGANIZATION MATTERS
The Supervisor presented the organization matters for the year
1961 in accordance with the prepared agenda , and following due
consideration thereof, the following resolutions were adopted.
1. Authorization of Salaries--Elected Officials
On motion by Councilman Santoro and seconded by Council-
man Kane, it was unanimously
RESOLVED that the salaries of all elected officials of
the Town of Mamaroneck for the year 1961 are to be
the salaries stated and appropriated in the annual bud-
get or estimate for the year 1961 as follows.

2, Appointment of Town Engineer
Upon recommendation and motion by Councilman Kane,
which was seconded by Councilman Brush, it was
unanimously
RESOLVED that in accordance with the provisions
of the Town Law, Fred F. Kellogg, Jr, be and he
hereby is appointed Town Engineer of the Town of
Mamaroneck, for a term of office of one year, to
- be effective as of January 1st, 1961 and terminat-
ing on December 31st, 1961, at an annual salary
or rate of compensation of $8420, per annum as
provided in the 1961 budget,
3. Appointment of Superintendent of Highways
Upon recommendation and motion by Councilman Santoro,
which was seconded by Councilman Kane, it was unani-
mously
RESOLVED that in accordance with the provisions
of the Town Law, Edward Fischer be and he here-
by is appointed.Superintendent of Highways of the
Town of Mamaroneck, for a term of office of one
year, effective as of January 1st, 1961 and ter-
minating on December 31st, 1961, at an annual
salary or rate of compensation of $7850. per
annum as provided in the 1961 budget,
4. Authorization of Salaries--Appointed Officials
Upon motion offered by Councilman Brush and seconded by
Councilwoman Helwig, it was unanimously
RESOLVED that the salaries of all appointed officials
of the Town of Mamaroneck for the year 1961 are to
be the salaries stated and appropriated in the annual
budget or estimate for the year 1961 as follows:

RESOLVED that a bond be required for the faithful
performance of the duties of each of the following
officers in the amount stated with sufficient surety
to be approved by this Board, and the form to be
approved by the Town Attorneys

6. Authorization of Salaries, Competitive Class
On motion by Councilman Santoro and seconded by Council-
man Kane, it was unanimously
RESOLVED that the following positions in the Cornpet-
itive Class of the Civil Service shown in the budget or
estimate are hereby continued, and the annual compen-
sation for the same in the year 1961 is hereby fixed
and shall be paid from the amounts appropriated in the
annual budget or estimate for the year 1961, or so
much thereof as shall be sufficient to pay such annual_
compensation, to be effective as of January 1st, 1961.

FURTHER RESOLVED that the employment of the
last named persons to the aforesaid positions is in
accordance with the classifications made by the
County Personnel Officer under the provisions of
the Civil Service Law of the State, and any vacancy
which now exists or which may occur from time to
time in said positions is to be filled at the salary
set in accordance with the provisions of the salary
scale adopted by the Town Board and in conformity
with the Civil Service rules and amendments there-
to for towns, villages, and special districts in
Westchester County, New York.
7. Authorization of Salaries, Non-competitive Class
On motion by Councilman Kane and seconded by Councilman
Brush, it was unanimously
RESOLVED that the following positions in the Non-
competitive Class of the Civil Service as shown in
the budget or estimate are hereby continued, and
the annual compensation for the same in the year
1961 is hereby fixed and shall be paid from the
amounts appropriated in the annual budget or es-
timate for the year 1961, or so much thereof as
shall be sufficient to pay such annual compensa-
tion to be effective as of January 1, 1961;

FURTHER RESOLVED that the employment of the

On motion by Cournilman Brush and seconded by Councilwoman
Helwig, it was unanimously
RESOLVED that the following persons are hereby ap-
pointed to positions classified as exempt under the
Civil Service Law, such appointments to be made as
of January 1st, 1961, and to continue at the pleasure
of the Town Board, at the annual salary or rate of
compensation hereinafter stated, which is to be paid
from amounts appropriated in the annual budget or
estimate for the year 1961, or so much thereof as
shall be sufficient to pay the salary or compensation
as fixed hereby:

9. Authorization for Salary Payment (Bi-weekly)
On motion by Councilwoman Helwig and seconded by Councilman
Santoro, it was unanimously
RESOLVED that the salaries of all officials, elected

and appointed, and all employees, be paid on a bi-
weekly basis, effective as of January 1st, 1961,
10, Appointment of Deputy Receiver of Taxes
The Clerk presented a letter from Leo N. Orsino, Receiver
of Taxes, dated January 3rd, 1961, requesting approval of
his appointment of Mrs, Donna Comstock, Intermediate Ac-
count Clerk, as Deputy Receiver of Taxes, and on motion
by Councilman Santoro and seconded by Councilman Kane,
it was unanimously
RESOLVED that, in accordance with the request of
Leo N. Orsino, Receiver of Taxes, this Board here-
by approves the appointment of Mrs, Donna Com-
stock, Intermediate Account Clerk, as Deputy Re-
ceiver of Taxes, authorized to receive tax money,
give proper receipt therefor in her name, enter such
payments upon the records, and deposit tax money
in the bank for the year ending December 31st, 1961,
11, Appointment of Person Authorized to Receive Tax Money
The Clerk presented a letter from Leo N. Orsino, Receiver
of Taxes, dated January 3rd, 1961, requesting approval of
his appointment of William Kirtland, Intermediate Clerk, as
a person authorized to receive tax money, and on motion by
Councilman Kane and seconded by Councilman Brush, it was
- - unanimously
RESOLVED that, in accordance with the request of
Leo N. Orsino, Receiver of Taxes, this Boardhere-
by approves his appointment of William Kirtland, In-
termediate Clerk, as a person authorized to receive
tax money, give proper receipt therefor in his name,
enter such payments upon the records, and deposit
tax money in the bank for the year ending December
31st, 1961,
12. Appointment of Deputy Town Clerks
The Clerk presented a certification of his appointment of
Mrs. Donna Comstock and Mrs. Jennie Hopson as Deputy
Town Clerks for the year 1961 pursuant to Subdivision 10
of Section 30 of the Town Law, and on motion by Council-
man Brush and seconded by Councilwoman Helwig, it was
unanimously
RESOLVED that the appointment of Mrs. Donna
Comstock and Mrs. Jennie Hopson as Deputy
Town Clerks in accordance with the Town
Clerk=s certificate under date of December 30th,
1960 and presented to this Board on January 4th,
1961, be and it hereby is approved.
13. Appointment of Constables
On motion by Councilwoman Helwig and seconded by Council-
man Santoro, it was unanimously
RESOLVED that the following persons be and they
hereby are appointed Constables of the Town of
Mamaroneck, to serve without salary for a term
of one year, beginning January 1st, 1961 and
terminating December 31st, 1961, pursuant to
Section 20 (1)- of the Town Law:

14, Approval of Bonds for Constables
On motion by Councilman Santoro and seconded by Council-
man Kane, it was unanimously
RESOLVED that the appointed Constables, Dominick
Faillace, Frank Herz, and Joseph Tezzi, each file
a bond in the amount of $4, 000. for the faithful per-
formance of his duties, said bond to be for one (1)
year and to be approved by the Town Attorney with
the premium for the same paid out of Town funds,
15. Approval of Supervisors Appointments to
Examining Board of Plumbers
The Supervisor, in accordance with Article 2, Section 12 of
the Plumbing Code of the Town of Mamaroneck, appointed
the following persons to the Examining Board of Plumbers,
each to serve for the term of office designated, and re-
quested the Board's approval thereof.
Mr. Victor J. Kriss for one (1) year
Dr. William Conway for three (3) years
Whereupon, on motion by Councilman Kane and seconded by
Councilman Brush, it was unanimously
RESOLVED that this Board hereby approves the
Supervisor's appointment of the following per-
sons to the Examining Board of Plumbers of the
Town of Mamaroneck, to serve for the term of
office designated herein:
Victor J. Kriss for one (1) year, to
terminate on December 31st, 1961.
Dr. William Conway for three (3)
years, to terminate on December
31st, 1963.
16, Appointment of Member of Park Commission
Councilwoman Helwig called to the Board's attention the ex-
piration of Mr. Sharbough's term of office on the Park-Com-
mission on December 31st, and after highly commending
his fine work as Chairman of that Commission, with great
pleasure recommended his reappointment to that office, and
on her motion, which was seconded by Councilman Brush,
it was unanimously
RESOLVED that John W. Sharbough of 24 Avon
Road, Town, be and he hereby is reappointed
a member of the Board of Park Commissioners
for a term of office of three (3) years, begin-
ning January 1st, 1961 and terminating on De-
cember 31st, 1963,
17. Fixing Dates of Town Board Meetings
On the Supervisorts request and on motion by Councilman
Santoro, which was seconded by Councilman Kane, it was
unanimously
RESOLVED that this Board shall meet in regular
session at 8;15 p.m, in the Council Room of the
Weaver Street Firehouse, Weaver Street, Town
of Mamaroneck, on the first and third Wednes-
days of each month, excepting the months of
June, July, August and September, during which
it shall meet only on the first Wednesday of the
month.
18. Designation of Official Newspaper
Following an expression of appreciation of the excellent
coverage given Town affairs and Mr. Dunn's faithful at-
tendance of meetings during the past year, on motion by
Councilman Kane and seconded by Councilwoman Helwig,
it was unanimously
RESOLVED that "The Daily Times" of Mamar-
oneck, New York, be and it hereby is designated
the official newspaper of the Town of Mamaro-
neck for the purpose of publishing notices.
19. Appointment of Auditors for 1961
On motion by Councilman Brush and seconded by Council-
woman Helwig, it was unanimously
RESOLVED that the firm of Click-Freedman,
Certified Public Accountants, of New Rochelle,
New York, be and it hereby is appointed to au-
dit the record of the Town of Mamaroneck for
the year 1960, to be compensated in the amount
of $2700, as appropriated in the 1961 budget.
20. Appointment of Trustee of Police Pension Fund
On motion by Councilwoman Helwig and seconded by Coun-
cilman Santoro, the following resolution was adopted by
a majority vote with Councilman Brush abstaining from
voting:
RESOLVED that Town Councilman C. Benjamin
Brush, Jr, be and he hereby is appointed a
member of the Board of Trustees of the Police
Pension Fund of the Town of Mamaroneck for a
term of one (l) year, beginning January 1st,
1961 and ending December 31st, 1961.
21. Designation of Depositories for 1961
On motion by Councilman Santoro and seconded by Council-
man Kane, it was unanimously
RESOLVED that the following banks and trust com-
panies are hereby designated as depositories of
funds of the Town of Mamaroneck for the year
1961, and that the escrow agreements between
these banks and the Town of Mamaroneck pres-
ently in effect shall be continued:
The County Trust Company
The First National Bank of Mount Vernon
The National Bank of Westchester
The First Westchester National Bank
and be it
FURTHER RESOLVED that all withdrawals from
the above mentioned accounts shall be upon the
signature of the Supervisor of the Town of Ma-
maroneck and the counter-signature of the Comp-
troller of the Town of Mamaroneck.
22, Approval of Contract with Larchmont Public Library
The Clerk presented the contract between the Town of
Mamaroneck, the Village of Larchmont, and the
Larchmont Public Library for the year 1961, request-
ing the Board to authorize the Supervisor to execute
same.
Whereupon, on motion by Councilman Kane and seconded
by Councilman Brush, it was unanimously
RESOLVED that the Supervisor be and he hereby
is authorized to sign the contract between the
Town of Mamaronecka the Village of Larchmont,
and the Larchmont Public Library in the amount
of $29, 324. for the year 1961, said amount be-
ing provided in the 1961 budget.
23. Approval of Lease for Town.Offices
The Clerk presented the lease for the rental of the Town
Offices, requesting the Board to authorize the Supervisor
to execute same.
Whereupon, on motion by Councilman Brush and seconded
by Councilwoman Helwig, it was unanimously
RESOLVED that the Supervisor be and he hereby
is authorized to sign the lease for the rental of
the premises used for the Town of Mamaroneck
Offices, located at 158 West Boston Post Road
in the Village of Mamaroneck, in the amount of
$4500, for the year 1961,
24, Authorization of Membership, Association of Towns of
New York State
On motion by Councilwoman Helwig and seconded by Council-
man Santoro, it was unanimously
RESOLVED that the Town of Mamaroneck continue
its membership in The Association of Towns of
the State of New York for the year 1961,
25. Authorization of Membership, Municipal Finance Officers
Association of the United States and Canada for 1961
On motion by Councilman Santoro and seconded by Council-
man Kane, it was unanimously
RESOLVED that the Town of Mamaroneck continue
its membership in The Municipal Finance Officers
Association of the United States and Canada for the
year 1961,
26. Approval of Compensation, Secretary to Supervisor
Upon presentation of the Supervisor's request for the Board
to approve the compensation of his Confidential Secretary,
appointed in accordance with the authority given him under
the Town Law, on motion by Councilman Kane and seconded
by Councilman Brush, it was unanimously
RESOLVED that the compensation of the Confiden-
tial Secretary to the Supervisor be and it hereby
is fixed in the amount of $5200, per annum, begin-
ning as of January 1st, 1961.
27. Amendment of Compensation Plan
On motion by Councilman Brush and seconded by Councilwoman
Helwig, it was unanimously
RESOLVED that the salary scale of Civil Ser-
vice employees of the Town of Mamaroneck,
adopted January 5th, 1960, is hereby amended
as follows.

COMMUNICATIONS
1, Request for Use of Voting Machines
Upon the Clerkes presentation of a letter from the Board of
Education requesting the use of six voting machines on
January 18th, 1961, at the Junior High School, on motion by
Councilman Brush and seconded by Councilwoman Helwig,
it was unanimously
RESOLVED that this Board hereby authorizes the
use of six voting machines by the Board of Edu-
cation on January 18th, 1961, at the Mamaroneck
Junior High School,
2, Letter from Marguerite Kean re Water Conditions on Property
The Clerk presented a letter enclosing a complete file of
correspondence between the writer and Village of Larch-
mont, addressed to the Town Board by Marguerite Kean,
owner of "Willow Acres", 30 Pryer Manor Road, dated
December 14th, 1960, requesting permission to appear
before this Board in connection with water conditions
existing on her property at the above mentioned address.
Upon the Supervisor inquiring and finding that Mrs. Kean
was not present, the matter was referred to the Engineer
and Attorney for study and report and the matter put over
to the next meeting of the Board,

ber, 1960,
Report of the Town Clerk for the month of December, 1960,

The Supervisor --
1, Death of Alexander Finson
The Supervisor spoke of the shock and deep sorrow suffered
in the sudden tragic death of Alexander Finson, Comptroller
of the Town of Mamaroneck, at LaGuardia Airport on De-
cember 26th as he was returning from Florida, He called
attention to the extraordinary service rendered to this Town
and community by Mr. Finson for over the past twenty-five
years and paid him high tribute. He stated that the Town,
in losing Al, lost one of its greatest public servants, and
directed that the meeting of this Board stand adjourned this
evening in respect and honor of his memory.
Following this statement and an expression of deep grief
and high tribute to Mr. Finson by each of the Councilmen in-
dividually, the Supervisor read the following resolution to be
spread upon the minutes of this meeting and forwarded to the
family of Mr. Finson, and which was unanimously adopted
upon motion offered by him and duly seconded by Councilman
Brush:
WHEREAS , this Board has learned with deep
regret of the sudden and untimely death of
Alexander Finson, Comptroller of the Town of
Mamaroneck;
and
WHEREAS , Mr, Finson served the Town of
Mamaroneck faithfully as an able and dedicated
public servant for the past twenty-five years;
NOW, THEREFORE, BE IT
RESOLVED that the Town Board of the
Town of Mamaroneck hereby expresses its deep
sorrow and regret at the death of
Alexander Finson
and its recognition and appreciation of his ex-
traordinary service as an Officer of the Town.
and be it
FURTHER RESOLVED that this expres-
sion of appreciation be sent to the family of
Mr. Finson with this Board's condolences and
deepest sympathy, and be spread upon the min-
utes of this meeting which stands adjourned in
honor of his memory.
At the Supervisor's request, the Clerk then read the following
- resolution, adopted in tribute to Mr. Finson by the Board of
Trustees of the Village of Mamaroneck at its meeting on De-
cember 27th, 1960, and forwarded to this Board and to the
family of Mr. Finson.
RESOLVED that the Village Board of Trustees
has learned with deep regret of the sudden
death of Alex Finson, Comptroller of the Town
of Mamaroneck; it extends condolences to his
family, and expresses its sorrow to the Town
of Mamaroneck on the loss of such an able and
dedicated public servant, who has served the
Town for twenty-five years with honor and
distinction; and
FURTHER RESOLVED that a copy of this reso-
lution be forwarded to the family of Alex Finson
and to the Town of Mamaroneck.
At this time, Mrs. Lincoln Paige representing the League of
Women Voters of Larchmont requested permission to address

bute to Mr . Finson, which the League requested be spread
upon the minutes of this meeting as follows:
"The League of Women Voters of Larchmont wishes
to pay tribute to the memory of Alexander Finson
for his long and devoted service to the Town of
Mamaroneck. Although there were many calls on
his time he was always most generous in assist-
ing the League in its work certainly far beyondthe
call of his official duties. We will feel his loss
keenly and will remember with gratitude his help-
ful cooperation."

The Supervisor, on behalf of the Board, acknowledged these
tributes and directed that they be recorded in the official
minutes of this meeting.
Z. Illness of Mr. Wullschleger
The Supervisor informed the Board of the illness of Mr.
Wullschleger, Chairman of the Zoning Board of Appeals,
stating that he had been confined to his home for some
time and suggesting that he write him expressing the
Board's sympathy and concern, which the Board re-
quested him to do.
Councilman Santoro --
1. Note to Armand Gianunzio
Councilman Santoro called to the Board's attention the help and
-- assistance Mr. Gianunzio, Treasurer-Clerk of the Village of
Mamaroneck, had given the Town in regard to implementing the
5%-take-home-pay provision, suggesting that the Supervisor
write a note to Mr. Gianunzio, with a copy to Mayor Dalfonso,
to express the Boardts appreciation of his great assistance at
this time and under these particular circumstances.
The Board so directed the Supervisor.
2, Application for Certificate of Occupancy
(Vincent J. Ciardullo)
Councilman Santoro informed the Board that Vincent J.
Ciardullo had requested a.Certificate of Occupancy for his
new home on Laurel Avenue, explaining in detail the re-
lationship of this request to the construction of a house
next door by Dominick Librandi subject to the conditions
stated in a resolution adopted by this Board on February
17th, 1960.
Following a lengthy discussion with both Mr. Librandi
and Mr. Ciardullo, it was agreed to give Mr. Ciardullo
permission to occupy his home provided Mr. Librandi
furnished to the Town the easement referred to in the
February 17th, 1960 resolution, and provided both agreed
to certain conditions regarding Laurel Avenue to be speci-
fied by the Town Attorney,
Upon Mr. Librandits assurrance that he would deliver
the easement-to the Town and Mr. Ciardullots willingness
to comply with all conditions specified regarding Laurel
Avenue, on motion by Councilman Brush and seconded by
Councilman Santoro, it was unanimously
RESOLVED that the Building Inspector be and he
hereby is authorized to issue a Certificate of Oc-
cupancy for a house on the southerly side of
Laurel Avenue about 50 feet east from the easterly
side of Thompson Street, in the Town of Mamaro-
neck, which premises are owned by Vincent J.
Ciardullo and known on the Tax Assessment Map
- of the Town of Mamaroneck as Block 124, Parcel
297, provided the owner of the said premises,
Vincent J. Ciardullo, agrees to accept the Certif-
icate of Occupancy upon the following conditions;
1) That Laurel Avenue is a private street.
2) That the owner of the said premises, Vincent J.
Ciardullo, will not make any claim that the
Town of Mamaroneck is obligated to pave,
drain or otherwise improve the street knownas
Laurel Avenue.
3) That the owner of the said premises, Vincent J.
Ciardullo, will not hold the Town of Mamaro-
neck responsible for any damage to persons or
property due to the condition of the street known
as Laurel Avenue, but will indemnify the Town
of Mamaroneck and hold it harmless from any
claim made against it arising out of the condi-
tion of the street known as Laurel Avenue.
4) That the above conditions shall apply to the
owner of the said premises, Vincent J.
Ciardullo, as well as to his successors in
interest.

2. Assessor's Tenth Anniyersary

Councilman Kane called to the Board's attention that today
marked the tenth anniversary of Mr. McEvoy's appoint-
ment as Assessor of the Town of Mamaroneck.
The Board joined Councilman Kane in extending to Mr.
McEvoy its congratulations and compliments, commend-
ing him on his fine service to the Town.
3, Appraisal -- Block 104, Parcel 551
Councilman Kane informed the Board that he had just re-
ceived from Mr. McGrath, expert real estate appraisor,
the appraisal of the 50-foot strip of property owned bythe
Town and located at the foot of Bonnie Way Wlock 104,
Parcel 551).
Inasmuch as this appraisal had just been received, report
thereon was put over pending study.
4. Proposed Illumination Ordinance
(to be Part of Building Code Ordinances)
Councilman Kane presented a draft of the proposed ordinance,
to be part of the Building Code ordinances, providing for il-
lumination of parking lots and spaces used for the sale or dis-
play of motor vehicles and other goods and automobile washing
establishment, prepared by the Town Attorney and reviewed
by the members of the Board.
He suggested that a public hearing be held at the February 1st
meeting and that the Clerk be authorized to publish the neces-
sary notice therefor, and thereupon on motion by him and sec-
onded by Councilman Brush, it was unanimously
RESOLVED that, pursuant to Section 130 of the Town
Law, the Town Clerk be and he hereby is authorized
to publish the notice of hearing on February 1st, 1961,
for the consideration of the adoption of an ordinance,
to be part of the Building Code Ordinances of the Town
of Mamaroneck, providing for the illumination of park-
ing lots and spaces used for the sale or display of mo-
tor vehicles and other goods and automobile washing
establishment.
Councilman Brush
1. Memorandum from Police Chief
Councilman Brush presented a memorandum from the Police
Chief, dated January 4th, 1961, requesting authorization of
expenses for two members of that Department to attend a
special meeting of the Bureau of Motor Vehicles, and on his
motion, which was seconded by Councilman Kane, it was
unanimously
RESOLVED that this Board hereby authorizes pay-
ment of the expenses, in an amount not to exceed
the sum of $10, 00, of the Police Chief and one
other officer, to attend a special meeting of the
Bureau of Motor Vehicles on January 11th, 1961,
at 80 Centre Street, New York City.
2, Resignation of Edward P. Duffy, Chairman
Board of Police Commissioners
Councilman Brush presented Mr, Edward P. Duffy's resigna-
tion as Chairman of the Board of Police Commissioners of the
Town of Mamaroneck, which he had submitted with deep re-
gret upon moving from Larchmont to New York,
The Board expressed its sincere regret at losing Mr. Duffy
and its appreciation of his most able and conscientious ser-
vice to the Town in this post, and on motion offered by Coun-
cilman Brush and duly seconded by Councilman Kane, unani-
mously adopted the following resolution to be sent to Mr.
Duffy with a letter written by the Supervisor on behalf of the
Board,
WHEREAS, Edward P. Duffy has resigned as Chair-
man of the Board of Police Commissioners of the
Town of Mamaroneck;
and
WHEREAS, Mr. Duffy served in this most important
-- and responsible post over a period of years with ab-
solute integrity, deep loyalty and great competence;
and
WHEREAS, during his term of office, he was untir-
ing in the discharge of his duty and in his efforts on
behalf of the Town, using his special knowledge and
ability to further the best interest of the Town and
its residents at all times;
NOW, THEREFORE, BE IT
RESOLVED that this Board hereby expresses its
deep regret in accepting his resignation and its
grateful appreciation of his dedicated and devoted
service to the Town of Mamaroneck,

3. Appointment of Charles F. Henderson - Board of Police Commissioners
In order to fill the vacancy on the Board of Police Commisioners
created by the acceptance of Mr. Duffy's resignation, Council-
man Brush recommended the appointment of Charles F. Hen-
derson to that Board, presenting a brief resume of his back-
ground and experience.
Whereupon, since there were no other nominations for this
post, on motion by him and seconded by Councilman Kane, it
was unanimously
RESOLVED that Charles F. Henderson of 368
Weaver Street, Town, be and he hereby is ap-
pointed a member of the Board of Police Com-
missioners of the Town of Mamaroneck, to
serve at the pleasure of the Board.
Councilwoman Helwig --
1. Recreation Commission Request --Payment for Personnel
Councilwoman Helwig presented a letter from the Recreation
Commission, addressed to the Town Board under date of De-
cember 29th, 1960, to request the Board's approval of and
authorization for payment of personnel for the Open House
Program and Basketball Program as recommended and
listed therein.
Whereupon, following some question and explanation by Coun-
cilwoman Helwig and on her motion, which was duly seconded
by Councilman Brush, it was unanimously
RESOLVED that this Board hereby authorizes pay-
ment of the following fees to the persons (Senior
Recreation Leaders) listed below, for the number
of sessions and at the amount or fee per session
specified for each, in accordance with the recom-
mendation of the Recreation Commission.

Supervisors of Westchester County, which was ordered re-
ceived and filed. The resolution read as follows.
RESOLVED, that the Town of Mamaroneck Recrea-
tion Commission recommends that the County Park
and Recreation Departments be operated under the
direction of a County Commission and not through
an Administrator responsible to the County Ex-
ecutive,
FURTHER RESOLVED, that a copy of this resolu-
tion be presented to the Board of Supervisors on
or before January 9, 1961.

300th Anniversary Committee and presented by Councilwoman
Helwig, and on her motion, which was seconded by Councilman

A PROCLAMATION
September 23, 1961 marks the 300th Anniversary of
the purchase from the Indians of the land on which
we dwell.
We are privileged, therefore, in this year of grace,
to celebrate our birthday.
Now we may pause to reflect upon the lives of those
men and women who with courage, industry and de-
votion to our national ideals, have brought to us this
year of commemoration.
Nor shall we be forgetful of the blessings of freedom
which we enjoy with all people in this, our country.
With such a heritage, and under the guidance of the
Great Creator of us all, we can confidentially con-
tinue in the paths of peace, to enjoy the benefits of
prosperity and the just rewards of honor and integ-
rity in all our affairs.
I, George D. Burchell, Supervisor of the Town of
Mamaroneck, therefore, declare 1961 to be our
Anniversary Year, and I call upon all our residents
to mark this unusual event with appropriate cere-
monies and occasions which shall record our ap-
preciation of our past, our gratitude for our pres-

1. Notice from Public Service Commission
(Wilder Transportation, Inc.)
The Attorney reported receipt of a notice from the Public
Service Commission granting an extension of time to Wil-
der Transportation, Inc. to comply with certain provisions
of the order granting a certificate of public convenience
and necessity for the temporary operation of an omnibus
line between points in Westchester County and LaGuardia
and New York International (Idlewild) Airports.
The Board ordered this notice received and filed.

1. Golf Clinic
At this time, Councilman Santoro called to attention a
Notice of the annual Golf Clinic, which he presented,
stating that this year the Clinic would be held at Ma-
maroneck High School on Tuesday and Thrusday even-
ings for 10 weeks, starting on January 10th.
