OF THE TOWN OF MAMARONECK, HELD ON DECEMBER
21st, 1960, IN THE COUNCIL ROOM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.

The Supervisor called the meeting to order at 8:15 p.m.

APPROVAL OF MINUTES
The minutes of the regular meeting of November 15th, 1960
were approved as submitted,
OLD BUSINESS
There was no old business to come before the meeting.
NEW BUSINESS
1, Authorization for Transfer of Funds, 1960 Budget
Upon presentation of a memorandum from the Comptroller
requesting authorization for the transfer of funds in the
1960 budget, on motion by Councilman Santoro and seconded
by Councilman Kane, it was unanimously
RESOLVED that the Comptroller and Supervisor be and
they hereby are authroized and directed to make the fol-
lowing transfers within the 1960 budget:

2. Authorization for Transfer of Highway Funds for Snow Removal
Councilman Santoro presented a memorandum from the
Comptroller requesting authorization for the transfer
of funds within the 1960 Highway Department budget to
cover the cost of snow removal incurred by the De-
cember l lth storm, and following his commendation
of the outstanding job performed by the Highway De-
partment, on his motion which was seconded by
Councilman Brush, it was unanimously
RESOLVED that the Comptroller and Supervisor
be and they hereby are authorized and directed to
make the following transfers within the 1960 bud-
get for the Highway Department:

To Item III 1, 117. 00
Item IV 5, 000. 00
At this time, the Supervisor on behalf of the Board, thanked
Councilman.Santoro for his work with the Highway Depart-
ment at the time of the storm, stating that this had certainly
been far above and beyond the call of duty, and also upon ad-
vising that today was Councilman Santoro's birthday, ex-
tended heartiest congratulations and best wishes to him on
this happy occasion.
COMMUNICATIONS
1. Application of Wilder Transportation, Inc. for Consent
to Operate Motor Bus in Town of Mamaroneck
The Clerk presented a communication from Royall, Koegel,
Harris and Caskey, Attorneys, enclosing petition of Wilder
Transporation, Inc. requesting, pursuant to Sections 66
and 67 of the Transportation Corporation Law of the State
of New York, the consent of the Town of Mamaroneck to
the proposed operation of Wilder Transportation, Inc.
Since it was necessary to hold a public hearing on such ap-
plication, Councilman Kane suggested that it be held at the
second regular meeting in January and that the Clerk be
authorized to publish the necessary notice therefor.
Whereupon, on his motion, which was seconded by Coun-
cilman Santoro, it was unanimously
RESOLVED that the Town Clerk be and he hereby is
authorized to publish in the official newspaper of the
Town of Mamaroneck, The Daily Times, the follow-
ing notices
Notice of Public Hearing
Please take notice that a public hearing will be held
by the Town Board of the Town of Mamaroneck on
the 18th day of January, 1961, at 8.15 o'clock in the
evening of that day in the Council Room of the Wea-
ver Street Fire House, Weaver Street and Edgewood
Avenue in the Town of Mamaroneck, for the purpose
of considering the application of Wilder Transporta-
tion, Inc„ for the consent of the Town of Mamaro-
neck under the provisions of Sections 66 and 67 of
the Transportation Corporations Law of the State of
New York for the operation of motor buses or omni-
buses for the transportation of passengers, and
property carried by said passengers, for hire, in,
upon, along and across certain streets, avenues and
highways in the Town of Mamaroneck, as follows;-
On the Boston Post Road from the southerly boundary
-- of the Village of Mamaroneck to the northerly boun-
dary of the Village of Larchmont;
On the Boston Post Road from the westerly boundary
of the Village of Larchmont to the easterly boundary
of the City of New Rochelle;
and return by the same route.
The buses operated on said route will not carry pas-
sengers to and from points within the Town limits;
but will carry passengers to and from points within
the Town limits and La Guardia Airport and New
York International (Idlewild) Airport; said proposed
route being part of a route to be operated by the pe-
titioner from Port Chester, New York, to La Guardia
Airport and New York International Airport.
Take further notice that the purposes of said public
hearing is to consider the granting of such consent for
the use of the above described portions of streets or
highways in the Town of Mamaroneck to Wilder Trans-
portation, Inc. , and that at said public hearing, all
persons interested will be given an opportunity to be
heard; this notice being given pursuant to Section 64,
Paragraph 7 of Chapter 62 of the Consolidated Laws,
known as the Town Law, and Sections 66 and 67 of
Chapter 63 of the Consolidated Laws, known as the
Transportation Corporations Law of the State of New
York.

APPLICATION FOR BUILDING PERMIT (Not on Agenda}
The Supervisor, noting the presence of a group of residents
concerned about the application filed by Tummy's Delight
for a building permit for construction of an addition to the
present building located at 1311 Boston Post Road (corner
of Rock Ridge Road and Post Road), stated that this mat-
ter would be considered at this time.
The Building Inspector reviewed the matter, presenting
the application and plans for the proposed addition and stat-
ing the reasons for his denial of the application. He then
presented Mr. William Grigor, the applicant, who was ap-
pealing for reversal of his decision and who spoke in be-
half of his application.
The following persons, all residents of Rock Ridge Road,
were then heard in strong opposition to this application:

Mr, and Mrs. Theodore V. Purcell
Mr. Hugh Keiser
After a discussion of some length, the matter was put over
pending further study by the Board and by the residents con-
cerned, to whom the Board directed the plans for the pro-
posed addition be made available.
COMMUNICATIONS (Not on Agenda/
1. Letter from West Fordham Transportation Corp.
For the Board's information, the Clerk read a letter from
the West Fordham Transportation Corp. , dated December
16th, 1960, stating that as a gesture of good will for the
Christmas holidays, all children up to 12 years of age who
were accompanied by one paying passenger and all members
of the armed forces who were in uniform, would be per-
mitted to ride free of charge to and from New York City.
The communication was noted and ordered received and
filed.

1, Legislation re Town Garage
The Supervisor advised the Board that he had circulated
among the Supervisors having villages within their Towns
a draft for a bill to exclude the villages from sharing the
cost of constructing a highway garage, which had been
prepared by the Town Attorney and which he proposed to
introduce into the Legislation Committee,
Councilman Santoro --
le Survey for Dumping Incinerator Residue
Councilman Santoro recommended that since the drain in-
stallation had been completed in the Hommocks, a survey
be made to find a place for dumping the residue from the
incinerator, and on his motion which was seconded by
Councilman Kane, it was unanimously
RESOLVED that a survey be conducted to find a
suitable location for dumping the residue from
the incinerator,
2. Stairway at Station
Councilman Santoro reported that the trucking strike in
New Jersy had delayed the delivery of the steel plates for
the stairway. He stated that he had negotiated with the
-- union delegate and was hopeful that these plates would be
released and delivered in the near future,
3, Highway Department--Plowing of Parking Lots
Councilman Santoro reported that the parking lots had
been completely plowed and cleared.
He also reported that he was very happy to be able to
inform the Board that Mr. Fischer was in good condi-
tion again and had recovered from the effects of his
over-exertion at the time of the last snow fall.
On behalf of the Highway Department, the Councilman
extended a cordial invitation to the Board to attend the
annual Christmas party, to be held as scheduled on
Thursday afternoon,
Councilman Kane --
Councilman Kane stated that he had no report at this
time,
Councilman Brush --
1, Traffic Light at Intersection of Weaver Street and New
Harmon Drive
Councilman Brush requested that another effort be made
to have the State install the traffic light at the intersec-
tion of Weaver Street and New Harmon Drive. He stated
that residents were urging this installation and that the
Police Chief was in complete agreement with the need
ffor this light.
Following discussion, on his motion which was seconded
by Councilwoman Helwig, it was unanimously
RESOLVED that the Supervisor be and he hereby
is authorized and directed to write to the State
Traffic Commission again urging the installa-
tion of the light at the intersection of New Har-
mon Drive and Weaver Street as requested
by the Police Department and this Board.
Z. Telephone Booth at Kiosk (Railroad Station)
Councilman Brush also requested the Supervisor to renew
his request for the installation of a telephone booth at the
entrance of the kiosk at the station, and on his motion
which was seconded by Councilwoman Helwig, it was
unanimously
RESOLVED that the Supervisor be and he hereby
is authorized and directed to renew his efforts
with the Telephone Company for the installation
of a Telephone booth at the entrance of the kiosk
at the station.

The Town Attorney --
There was no report in the Attorney2s absence,
ADJOURNMENT
There being no further business to come before the meeting, it
was declared adjourned at 9.35 p.m. , to reconvene on January
4th, 1961,
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was convened
immediately upon the adjournment of the Town Board meeting,

3. Claims
Commissioner Brush presented the following claims of the
Fire Department, which had been audited by the Comptrol-
ler and approved by the Fire Chief, and on his motion, sec-
onded by Commissioner Kane, it was unanimously
RESOLVED that the following claims be and they hereby
are approved, and the Supervisor and Comptroller be and
they hereby are authorized to pay the same out of the bud-
get for the Fire Department.
