MINUTES OF A REGULAR MEETING OF THE TOWN BOARD
OF THE TOWN OF MAMARONECK, HELD NOVEMBER 2nd,
1960, IN THE COUNCIL ROOM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8.15 P.M.

DEATH OF HENRY R. DILLON
Upon opening the meeting, the Supervisor spoke of the passing
last Sunday of Henry R. Dillon, Receiver of Taxes of the Town
of Mamaroneck for the past 28 years. He stated that the Town ,
in losing Mr. Dillon, had suffered the loss of a beloved mem-
ber of its official family, and suggested that this meeting be
adjourned in his memory and that a fitting and proper resolu-
tion expressing the feelings of this Board be spread upon the
minutes.
It was so ordered, and at this time, each of the Councilmen
individually paid high tribute to Mr. Dillon and expressed his
deep regret of the loss of so fine a gentleman and so devoted
a public servant.
APPROVAL OF MINUTES
The minutes of the regular meeting of October 5th, 1960, were
approved as presented.
PUBLIC HEARING--Smoke Control Ordinance
The Clerk presented the affidavit of publication of the notice
of hearing in the official newspaper of the Town of Mamaro-
neck, The Daily Times, on October 22nd, 1960, and on

motion by Councilman Brush, which was seconded by Council-
man Kane, it was unanimously
RESOLVED that the public hearing be and it is
hereby declared open.
Whereupon, following a brief review of the proposed ordinance
by the Attorney, in response to the Supervisor's inquiry as to
whether anyone present wished to speak on this ordinance, the
following persons were heard.
Russell E. Geiger -- 4 Harmony Drive, Town
Mr, Geiger addressed the Board briefly and presented a
petition undersigned by some 37 persons representing
23 homes in the Harmony Drive area favoring the
adoption of the proposed ordinance, which the Board or-
dered be received and filed,
Arthur McGinnis -- 255 Palmer Avenue, Town
Mr. McGinnis, who had previously appeared before the
Board representing home-owners in the Palmer Avenue
and Blossom Terrace area in connection with air pollu-
tion caused by apartment house incinerators, addressed
the Board, stating that he wished to go on record on be-
half of these residents in thanking the Board for its work
in preparing the proposed ordinance and in stating that
this group would do everything in its power to cooperate
in this effort,
The Supervisor then thanked Mr. Geiger and Mr. McGinis.
Whereupon since on the Supervisor's inquiry there appeared
to be no one else who wished to be heard either in favor of
or in opposition to the proposed ordinance, on motion by
Councilman Kane and seconded by Councilman Brush, it was
unanimously
RESOLVED that the hearing be and it hereby is
declared closed.
And thereupon, following the Supervisor's statement that he
would like to see this ordinance adopted as quickly as pos-
sible since its enforcement, which he hoped would correct ex-
isting conditions, would require a great deal of attention, on
a motion offered by him and seconded by Councilman Brush,
the following resolution was adopted unanimously.
RESOLVED, that the General Ordinance of the Town of
Mamaroneck be amended by adding a new chapter to be
known as Chapter IX-C, which shall read as follows.-
CHAPTER IX-C
- SMOKE CONTROL
Section 1. DEFINITION OF TERMS.
(a) "Dense smoke" as used in this ordinance shall mean
that smoke which has a density of No. 2 or greater
as established by the Ringlemann chart, hereinafter
referred to and adopted;

(b) "Cinders", "dust", "fly ash", "noxious acids",
"fumes" and "gases" as used in this ordinance shall
be considered to be all matter other than dense
smoke, including coke, cinders, dust and soot formed
as a result of the combustion of fuel, which are car-
ried in the gas stream so as to reach the external air
and which have not been completely consumed by the
combustion process;
,(c) "Ringlemann chart" as used in this ordinance shall be
that standard published by the United States Bureau of
Mines to determine the density of smoke, as herein-
after set forth in full in Section 12 of this ordinance;
(d) "Bureau" or Bureau of Smoke Prevention as used in
this ordinance shall mean the office of the Building
Inspector of the Town of Mamaroneck, whose office
is hereby designated as the Smoke Prevention Bureau
under this ordinance, to which office all duties of the
Bureau of Smoke Prevention are assigned;
(e) "Superintendent" or Superintendent of Smoke Preven-
tion as used in this ordinance shall mean the Town
Engineer of the Town of Mamaroneck, who is hereby
designated Superintendent of Smoke Prevention under
this ordinance and who shall perform the duties of
such superintendent in addition to his other duties;
(f) "Board" as used in this ordinance shall mean the
- Town Board of the Town of Mamaroneck;
(g) "Person, firm or corporation" as used in this ordi-
nance shall mean any individual, partnership, firms,
associations, companies, corporations, syndicates,
or other groups, or groups of organized or unorgan-
ized individuals who may employ, own, use, or op-
erate any fuel-consuming device.
Section Z. EMISSION OF DENSE SMOKE PROHIBITED,
It shall be unlawful for any person, firm or corporation
to permit the emission of any smoke from any source
whatever of a density equal to or greater than that den-
sity described as No, 2 on the Ringlemann chart, pub-
lished by the United States Bureau of Mines, the stan-
dards of which are hereby fully adopted by the enact-
ment of this ordinance and set forth in full in Section
12 herein. The emission of such dense smoke is de-
clared to be a public nuisance and may be summarily
abated by the Bureau of Smoke Prevention, or by any-
one whom the Superintendent of Smoke Prevention may
designate for such purpose; provided, however, that
this section shall not be applicable to the circumstances
- set forth in ,Section 3 herein,
Section 3, EXCEPTIONS - PRIVATE RESIDENCES -
PERIOD FOR REKINDLING OF FIRES,
The provisions of Section 2 of this ordinance shall not be
applicable.

{aj To private residences in which no more than two
families are or can be housed. To all larger
dwellings, of whatever type, however, this ordi-
nance shall be fully effective and applicable;
(b) When a fire box, furnace, boiler, locomotive, or
other fuel-consuming device is being cleaned out
and a new fire is being built therein, in which
event a smoke of a density greater than that des-
cribed as No. 2 of the Ringlemann chart shall be
permitted for a period of not to exceed six min-
utes in any single period of sixty minutes.
Section 4, ESCAPE OF SOOT, CINDERS, NOXIOUS ACIDS,
FUMES AND GASES PROHIBITED.
It shall be unlawful for any person, firm or corporation
to permit or cause the escape of such quantities of soot,
cinders, noxious acids, fumes and gases in such place
or manner as to be detrimental to any person or to the
public or to endanger the health, comfort and safety of
any such person or of the public, or in such manner as
to cause or have a tendency to cause injury or damage
to property or business. The escape of such matter is
declared to be a public nuisance and may be summarily
abated by the Bureau of Smoke Prevention, or by any-
one whom the Superintendent of Smoke Prevention may
designate for such purpose.
Section 5, DUTIES OF SUPERINTENDENT OF SMOKE
PREVENTION.
The duties of the Superintendent shall be;
(a) To investigate all complaints of violations of this or-
dinance, and to institute necessary proceedings in
case of violations;
(b) To investigate and make recommendations from time
to time to the Town Board with respect to needed re-
visions in this or any other ordinance pertaining to
smoke control and air pollution;
(c) To make yearly inspections of all fuel-consuming
devices within the Town of Mamaroneck outside of in-
corporated villages, to determine whether compliance
is being had with the provisions of this ordinance as
more specifically required in Section 6 hereof;
(d) To prepare and disseminate appropriate educational
and informative literature to the public for the pur-
pose of advising them of the purposes and necessity
for the smoke prevention campaign;
(e) To promulgate and publish rules and regulations un-
der which this ordinance will be administered, pro-
viding in detail and with clarity the necessary infor-
mation by which the public is to be guided. Copies
of this Ringlemann chart shall be made available to
the public without charge. The rules and regulations
herein prescribed to be adopted shall be prepared
only after a thorough consideration of the air pollu-
tion problem as it exists in the Town of Mamaroneck
outside of incorporated villages;
(f) To cooperate fully with all civic or other organiza-
tions which may be or become interested in the
smoke prevention campaign;
(g) To issue all permits required under the terms of this
ordinance; and to notify all parties concerned of any
decision he may render and to provide such parties
with an opportunity to have a full hearing as herein-
after set forth in Section 8;
(h) To do any and all other acts which may be necessary
for the successful prosecution of the purposes of
this ordinance, and such other acts as may be specif-
ically enumerated therein as his duties.
Section 6, CONSTRUCTIONF RECONSTRUCTION_, ADDITION,,
ALTERATION AND REPAIR OF FUEL-CONSUMING
DEVICES AND REFUSE-BURNING DEVICES,
All heating devices must be so constructed as to insure the
complete combustion of all fuel used and further designed
to prevent any and all air pollution prohibited by this or-
dinance, All refuse-burning devices or equipment shallbe
so constructed as to prevent the emission of dense smoke,
soot, cinders, noxious acids, fumes and gases which is
prohibited by Sections 2 and 4 of this ordinance. No new
fuel-burning plants nor reconstruction, repair, addition,
- or alteration to any fuel-burning plants for producing
power and heat, or either of them, nor refuse-burning
equipment, nor any stack or furnace connected with such
fuel or refuse-burning equipment, shall be installed,
erected, reconstructed, repaired, added to or altered in
the Town of Mamaroneck outside of incorporated villages,
until plans and specifications of the same have been filed
by the owner, contractor, installer or other person in
the office of the Superintendent as being so designed that
same can be managed and operated to conform to the
provisions of this ordinance, and a permit issued by the
Superintendent for such installation, erection, recon-
struction, repair, addition to, or alteration, The Super-
intendent shall, by appropriate rules and regulations, re-
quire such information on the plans and specifications of
the foregoing as will enable him to make a determination
of whether such construction, reconstruction, repair, ad-
dition or alteration work will conform to the requirements
of this ordinance or be in violation hereof. If it appears
that such proposed work will not be inconsistent with the
purposes of this ordinance, the Superintendent shall issue
the permit, otherwise it shall be denied. Compliance
with this section of the ordinance shall not be deemed to
be compliance with other town requirements with respect
to the construction or repair of buildings.
Section 7, ANNUAL INSPECTIONS,
It shall be the duty of the Superintendent to make an annual
inspection of each fuel-consuming device in operation with-
in the Town of Mamaroneck outside of incorporated vil-
lages, to which this ordinance applies and to issue a cer-
tificate of inspection to the owner of each such device so
inspected providing that it meets the standards estab-
lished in this ordinance. Such certificate shall be author-
ization for the continued operation of fuel-consuming de-
vices. Failure to possess a proper certificate of inspec-
tion shall be considered to be a violation of this ordinance;
provided, however, that all fuel-consuming devices not
inspected at the time of the passage of this ordinance are
authorized to continue in operation until such time as the
Superintendent may make his annual inspection of such
devices.
Section 8. HEARINGS BY SUPERINTENDENT,
Any person aggrieved by any ruling rendered by the Super-
intendent shall have the right to require the Superintendent
to conduct a full and complete hearing prior to actual and
final decision. Such hearing shall afford the person ag-
grieved with a full opportunity to present any evidence
which he may desire to support his position. It shall be
the duty of the Superintendent to promptly notify all parties
concerned of his ruling in such hearings.
Section 9. CREATION OF BOARD OF APPEALS.
The Town Board of the Town of Mamaroneck shall decide
all appeals properly before them.
Section 10. INTERFERENCE WITH PERFORMANCE OF
DUTY OF SUPERINTENDENT.
Any person, firm or corporation interfering in any manner
or impeding the performance of duty of the Superintendent
shall be deemed guilty, of a :misdemeanor and shall be sub-
ject to the penalties hereinafter provided for the violation
of the provisions of this ordinance. This section shall
likewise apply to the performance of duty of those em-
ployees and representatives of the Superintendent, and to
the Smoke Prevention Bureau.
Section 11. PERIOD OF GRACE.
Whenever it has been adequately demonstrated to the Super-
intendent that compliance with the terms of this ordinance
cannot be effectively and immediately made, the Superin-
tendent shall have the authority to grant a termporary per-
mit for the continued operation of such non-complying
equipment, but only in the event that the party has taken
all necessary steps to secure compliance with the ordinance.
Such temporary permit shall be issued for no longer a per-
iod than six months, at the expiration of which period of
time, the party holding such permit shall be deemed to be
in violation of the provisions of this ordinance. The fees
established in Section 13 shall not be applicable to theper-
mits required by this section.
Section 12. THE RINGLEMANN CHART.
The standard by which the density of smoke is to be
measured will be the Ringlemann chart, published
by the United States Bureau of Mines.

Use of the chart will be made by placing it at such
distance from the observer so that the squares ap-
pear as even shades of coloring, or when no white
spaces between the lines are visible. Comparison
of the smoke under observation with the various
shades of the chart will then indicate the density of
the smoke. Observation distances shall be not less
than 100 feet nor more than one-quarter mile from
the smoke observed.
Section 13, FEES.
The fees to be charged by the Superintendent for the
various permits required herein shall be $3. 00
each, with the exception of annual inspection fees,
which shall be, for the initial inspection, $5. 00,
and for all subsequent inspections, $3. 00.
Section 14, PENALTIES.
Any person violating any of the provisions of this or-
q disance as the same may be from time to time amen-
ded, for which no other penalty is provided, shallbe
guilty of a misdemeanor punishable by imprisonment
for not more than one year or by a fine of not more
than $500, 00, or both. Any abatement hereinbefore
provided for shall be in addition to any penalties
prescribed in this section.
Section 15. SEPARABILITY.
In the event that any section, subsection or any por-
tion of this ordinance shall be declared by any com-
petent court to be invalid for any reason, such deci-
sion shall not be deemed to affect the validity of any
other section, subsection or other portion of this
ordinance.

INSTRUCTIONS
This miniature Ringelmann smoke scale will
enable the observer to conveniently grade the
density of smoke issuing from the stack.
The scale should be held at arm's length at
which distance the dots in the scale will blend
into uniform shades.
Then compare the smoke (as seen through
the hole) with the chart, determining the shade
in the chart most nearly corresponding to the
shade or density of the smoke. Experienced
observers often record in half chart numbers.
By recording the changes in smoke density, the
average "percentage of smoke density" for any
period of time can be determined.

OLD BUSINESS
1, Opening of Bids--Purchase of Voting Machines
The Clerk presented the affidavit of publication in the official
newspaper of the Town of Mamaroneck, The Daily Times, on
October 25th, 1960, of the notice for bids for the purchase of
four Automatic Voting Machines presently under rental con-
tract to the Town, and opened and submitted the following
bid.

Whereupon, on motion by Councilman Kane and seconded by

RESOLVED that this Board hereby accepts the bid of
the Automatic Voting Machine Division of the Rock-
well Manufacturing Company, the only bidder, to
furnish to the Town of Mamaroneck four (4) Auto-
matic Voting Machines of the 9 party row, 30 office
column size, New York State type, manually
operated, now in the Town's possession under the
provisions of Rental Contract Number 10963, at a
price of $1, 53 1. 00 per machine, less trade-in of
$50. 00 each, or $1, 481. 00 per machine, or a total
cost of $5, 924. 00 for the four (4) machines F.0. B.
Jamestown, New York;
and be it
FURTHER RESOLVED that the Supervisor be and he
hereby is authorized to sign the contract for such
purchase;
and be it
FURTHER RESOLVED that there is hereby author-
ized the transfer of funds in the amount of $5, 924. 00
from General Town Surplus to Equipment in the 1960
budget for the Department of Elections.
NEW BUSINESS
1. Request for Authorization to Advertise for Bids for Fuel Oil
The Accountant requested the Board to authorize the Clerk
to advertise for bids for the purchase of fuel oil for the
coming year since the $1, 000, 00 limitation fixed by lawfor
such purchase without advertising for bids was now being
exceeded.
Whereupon, on motion by Councilman Santoro and seconded
by Councilwoman Helwig, it was unanimously
RESOLVED that the Town Clerk be and he hereby is
authorized to publish the following notice in the offi-
cial newspaper of the Town of Mamaroneck, The
Daily Times:

NOTICE IS HEREBY GIVEN that sealed bids will be
received by the Town Board of the Town of Mamaro-
neck on the 15th day of November, 1960, at the
Town Office, 158 West Post Road, Village of Mamar-
oneck, New York, or until 8:15 p, m, at the Council
Room of the Weaver Street Firehouse, Weaver Street,
Mamaroneck, New York, and will be publicly opened
and read at a regular meeting of the Town Board on
the 15th day of November, 1960, at 8:15 p, m. , in
the Council Room of the Weaver Street Firehouse,
Weaver Street, Town of Mamaroneck, New York,

The Clerk presented the following communications which were

1, Request for Approval of Compensation to Election Inspectors
and Poll Clerks
The Clerk requested the Board to adopt a resolution approv-
ing the rate of compensation for payment for the services of
Election Inspectors and Poll Clerks for 1960.
Whereupon, on motion by Councilman Brush and seconded
by Councilwoman Helwig, it was unanimously
RESOLVED that this Board hereby approves the
following rates of compensation for Election In-

2. Contract for Snow Removal on State Highways
The Town Clerk presented a communication from the County
Department of Public Works under date of October 31st,
1960, requesting adoption of a resolution approving removal
of snow and ice on State highways in the Town by Townforces
for the 1960-61 season if this were the pleasure of the Board.
Whereupon, on motion by Councilman Santoro and seconded
by Councilman Brush, the following resolution was adopted
unanimously;
WHEREAS, Section 12 of the Highway Law, as amended
by Chapter 305 of the Laws of 1946, provides that if the
removal of snow and ice from the State highways is
taken over by the County, the County can arrange with
the Town Superintendents or Village Street Commis-
sioners of the various towns/villages in the County of
Westchester and the Villages therein for the removal
of the snow and ice from such State highways as are
within their municipal boundaries and the entire cost
of such work will be reimbursed by the State;
and
WHEREAS, the Town of Mamaroneck under date of
November 8, 1946, entered into a contract with the
County of Westchester for the removal of snow and
ice from the State highways within the said Town, in
accordance with the provisions of Section 12 of the
Highway Law as amended, and under date of Novem-
ber 2, 1960 extended said contract for the season
1960-1961;
NOW, THEREFORE, BE IT
RESOLVED that the Town of Mamaroneck extend the
above mentioned contract with the County of West-
chester for an additional year;
and be it
FURTHER RESOLVED that a certified copy of this
resolution be forwarded to the Westchester County
Commissioner of Public Works,

REPORT OF THE SUPERVISOR
1, New Haven
The Supervisor briefly reviewed the New Haven Railroad situ-
ation as reported in the press.
REPORTS OF THE COUNCILMEN
Councilman Santoro --
1. Stairway at Station
Councilman Santoro reported that the construction of the
stairway at the station would be completed by the next
meeting.
2. Winged Foot Drive
Councilman Santoro reported that the sewer and water ex-
tensions in Winged Foot Drive had been completed.
3. Traffic Island, Town Square
Councilman Santoro reported that the Traffic Island had
been installed at the Town Square in accordance with the

recommendations of the Police Commission and Police
Department,
4, Soundview Woods, Inc,
Councilman Santoro reported on a conference held with all
parties concerned regarding the request of Soundview
Woods, Inc, for approval of certain curbs installed con-
trary to the Planning Board specifications, He stated that
no solution had been resolved and that the matter would be
before the Planning Board at its next meeting which the
Town Attorney would attend,
Councilman Kane --
1, Authorization of Appraisal of Block 104, Parcel 551
Councilman Kane recommended that a real estate appraiser
be engaged to make an appraisal of the 50 foot wide strip of
Town-owned property known as Block 104, Parcel 551 on
the Tax Assessment Map of the Town of Mamaroneck, which
a developer had indicated a desire to purchase in connection
with a proposed development at the end of Bonnie Way, and
on his motion, which was seconded by Councilwoman Helwig,
it was unanimously
RESOLVED that this Board hereby authorizes that
the services of a real estate appraiser be engaged
to appraise that property known as Block 104, Par-
cel 551 on the Tax Assessment Map of the Town of
Mamaroneck, at a fee not to exceed the sum of
$100.00,
2, Apportionments
Councilman Kane presented the following petitions received
from the Assessor for the correction of the assessment roll
so as to permit the apportionment of taxes, and on his mo-
tion, which was seconded by Councilman Brush, the follow-
ing resolution was adopted unanimously:
WHEREAS, the Assessor has presented petitions for
the correction of the assessment roll for certain
years pursuant to the provisions of Section 557, Ar-
ticle 16 of the Westchester County Administrative
Code, known as the Westchester County Tax Law;
and
WHEREAS, after due consideration, this Board finds
it desirable to grant said petitions for the correction
of said assessment roll:

1, Authorization of Police Chief°s Expenses

Councilman Brush presented a communication from the
Police Commission requesting authorization for pay-
ment of the Police Chief's expenses incurred in attend-
ing Sergeant Mancusi°s graduation exercises at the
F. B.I. National Academy in Washington, D. C. , and
on his motion, which was seconded by Councilman Kane,
it was unanimously
RESOLVED that this Board hereby authorizes the
expenditure of an amount not to exceed the sum
of $75,00 to cover the expenses incurred by the
Police Chief while attending the graduation ex-
ercises of Sergeant Mancusi at the F. B.I.
National Academy in Washington, D. C„ on No-
vember 2nd, 1960; said expenses to be paid from
the proper item in the Police Department budget
for 1960,
The Board congratulated Sergeant Mancusi and requested
the Supervisor to convey a message to Sergeant Mancusi
on its behalf,

REPORT OF THE TOWN ATTORNEY
1. Lease for Town-owned Property (Block 411, Parcel 76)
The Attorney presented the agreement for the lease of cer-
tain Town-owned property to Rochelle Dodge, Inc. , for the
storage of new cars, which he recommended the Supervisor
be authorized to sign.
Whereupon, on motion by Councilman Kane and seconded by
Councilwoman Helwig, it was unanimously
RESOLVED that the Supervisor be and he hereby is
authorized to sign the agreement for the lease of
part of Town-owned premises known as Block 411,
Parcel 76 on the Tax Assessment Map of the Town
of Mamaroneck, to Rochelle Dodge, Inc, for a
period of one year from November 1, 1960 to Oc-
tober 31, 1961, at a rental of $50.00 per month.
Z. Easement Agreement, Winged Foot Drive
The Attorney presented an agreement received from the West-
chester County Park Commission granting the Town a perma-
nent easement for highway purposes for the extension of Winged
Foot Drive across the Gross County Parkway lands, which he
recommended the Supervisor be authorized to sign and return.

Whereupon, on motion by Councilman Santoro and seconded
by Councilman Brush, it was unanimously
RESOLVED that the Supervisor be and he hereby
is authorized to sign the said agreement and re-
turn same to the Westchester County Park Com-
mission.
3, Public Service Commission Notice--New Haven Railroad
The Attorney presented a notice from the Public Service
Commission re increased fares proposed by The New
York, New Haven and Hartford Railroad Company order-
ing operation of increased tariffs suspended, which was
ordered received and placed on file,
4. Acceptance of Salem Drive and Split Tree Road
The Attorney reported receipt of all deeds necessary for
the acceptance of certain portions of Split Tree Road and
Salem Drive as Town streets or highways, and recom-
mended that the said streets be accepted as Town streets
or highways at this time.
Whereupon, on motion by Councilman Santoro and sec-
onded by Councilman Kane, the following resolution was
adopted unanimously;
WHEREAS, the Town Attorney and the Superinten-
dent of Highways have recommended to this Board
the acceptance of certain portions of private
streets now known as Split Tree Road and Salem
Drive;
NOW, THEREFORE, BE IT
RESOLVED that the Town of Mamaroneck hereby
accepts as Town streets or highways the streets
which are a part of the streets now known as
Split Tree Road and Salem Drive as shown on
map known as "Section Three Subdivision Map of
Murdock Woods, in the Town of Mamaroneck,
Westchester County, New York, " and filed inthe
County Clerk's Office, Division of Land Records,
on May 27, 1955, as Map No, 9919, together
with sewer and drain easements through lots 50,
51, 52, 53, 58 and 59 as shown on the above-
mentioned map; also, a portion of Split Tree
Road and Salem Drive as shown on a certainmap
entitled, "Part of Section 2, Subdivision Map of
-- Murdock Woods, in the Town of Mamaroneck,
Westchester County, New York", and filed inthe
County Clerk's Office, Division of Land Records,
on October 21, 1952, said portion of Split Tree
Road being 50 feet wide and having a total length
of 534 feet as measured from a point distant80.74
feet northerly from the division line between lots
52 and 40 to a point opposite the division line be-
tween lot 55 and 54; and said portion

of Salem Drive being 50 feet wide and having a
total length of 679 feet more or less as mea-
sured from the intersection of the southerly

OTHER BUSINESS
1, Change of Date for Next Meeting
The Supervisor called to the Board's attention that under
law the preliminary budget for 1961 must be prepared
and adopted between November 10th and 15th and re-
quested the Board's pleasure regarding this since the
date of the next regular meeting fell on the 16th.
Whereupon, since the Board was unanimous in feeling
that the date of the next regular meeting should be changed
so as to fall within the prescribed dates, on motion by
Councilman Kane and seconded by Councilwoman Helwig,
it was unanimously
RESOLVED that the next regular meeting of
this Board be held on Tuesday evening, No-
vember 15th, 1960,
ADJOURNMENT
There being no further business to come before the meeting, it
was declared adjourned in memory of the late Henry R. Dillon,
Receiver of Taxes and Assessments of the Town of Mamaro-
neck, at 8:55 p.m. , to reconvene on November 15th, 1960.
And, on a motion offered by Councilman Kane and seconded
by Councilman Brush, the following resolution was adopted
unanimously in recognition of Mr. Dillon's long and faithful ser-
vice to the Town:

RESOLVED that the Town Board of the Town of
Mamaroneck herewith expresses its deep re-
gret at the death of
Henry R . Dillon
and its recognition and appreciation of his out-
standing service as the Receiver of Taxes &
Assessments of the Town of Mamaroneck since
1932;
and be it
FURTHER RESOLVED that this expression of
appreciation be sent to the family of Mr. Dillon
and spread upon the minutes of this meeting.

1. Public Hearing--County Personnel Department
The Town Accountant reported that there had been no
objection to the reclassification of "Fire Truck Driver"
to "Firemen" at the County Personnel Department's
recent public hearing.
2. Annual Inspection
The Commission commended the Chief and the entire
Department on the excellent Annual Inspection held
on the evening of October 20th.
