OF THE TOWN OF MAMARONECK, HELD NOVEMBER 15,
1966, IN THE COUNCIL ROOM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p. m.

PRESENTATION OF 1967
PRELIMINARY BUDGET
The Supervisor presented the tentative Preliminary Budget for
1967 as prepared from the departmental requisitions and re-
vised and amended pursuant to recommendations and sugges-
tions following the November 10, 1966 discussion meeting. He
reviewed in detail the transmittal letter submitted with the
budget and the General Town, Part Town and Special District
levies department by department.
The following persons questioned specific items in the pro-
posed budget with the main emphasis directed toward the in-
crease in the General Town levy and the reasons therefore.
Mayor Arthur C. Phillips, Jr.
Village of Mamaroneck
Mayor Phillips questioned the cost of the Hommocks Improve-
ment as a General Town charge, stating that the improvements
were contiguous to the school and should be under the School
Board.
The Supervisor pointed out that the Hommocks recreational area
and swimming pool would be available to all residents of the en-
tire Town and thus this was a General Town item.
Councilwoman Helwig added that the land was owned by the
General Town and thus investments in the area were a General
Town charge.
The Mayor stated for the record, speaking both as Mayor and

as a taxpayer, that while the Village and Town cooperated in
many respects, in this area the Village had its own recreation
(namely, Harbor Island, Florence Park, etc. ) and so had no
need for the proposed Hommocks recreation area - which he
therefore protested as a General Town levy on behalf of the
Village of Mamaroneck.
Mr. Peter J. Reale
Village of Mamaroneck
Mr. Reale requested that the record show that he was 100% in
support of Mayor Phillips' statement with respect to the Hom-
mocks, particularly in view of the drastic school tax increase
to come along with all other ever-rising taxes - wherein, he
said, the cooperation of all was needed to keep the taxes down.
The Supervisor stated that this Board was indeed well aware
of taxes and had spent a great amount of time on this budget
toward keeping the taxes down.
Councilwoman Helwig pointed out that there were included in
this year's General Town levy, two non-recurring items, the
Hommocks Improvement and Revaluation, which should be
kept in mind in considering this year's tax rate in the General
Town,
Mayor Phillips
In connection with the proposed Revaluation, the Mayor pre-
___ sented acertified copy of a resolution, adopted by the Board of
Trustees of the Village of Mamaroneck on November 14, 1966,
urging, in order to serve the best interests of the Village, that
the Town retain the same firm for its revaluation as presently
engaged by the Town of Rye so that the revaluation of the real
properties located in the Village within the Town of Rye and
those located in the Village within the Town of Mamaroneck
would be consistent.
The resolution was read into the record and ordered received
and filed.
Mr. Reale
Mr. Reale also questioned the Recreation budget and that for
the Sheldrake Trails as General Town levies, inquiring in re-
spect to the Trails whether this could not be incorporated in-
to the Park District with the use of Park personnel for devel-
opment and maintenance.
In reply, Councilwoman Helwig reviewed the Recreation budget
-- in detail - quoting the program attendance figures which showed
equal attendance by the Village of Mamaroneck and the Town
residents, and pointing out that the increase in the net budget
(gross less revenues) was due to salary increases and two ad-
ditions to the staff.
Further, with regard to incorporating Sheldrake Trails into

the Park District, the Supervisor explained that this could not
be done being prohibited by law, and again pointed out that the
54 acres of woodlands had been deeded to the whole Town for
the use of all its residents and thus, a General Town charge.
Mr. William J. Gerety
Town of Mamaroneck
Mr. Gerety stated that, while speaking of parks and recrea-
tion, he wished to express for the record, his thanks to the ad-
ministration for providing the recreation facilities in Memorial
Park. He also commended the programs offered at Memorial
Park and the summer playground at Murray Avenue School.
Under Part Town
In the Police Department budget, the item covering the salary
of a part-time Clerk was explained and reviewed in detail.
The appropriation for the proposed Codification of Town Or-
dinances and Laws was fully reviewed and explained by the
Town Attorney and Councilman Chalif, who particularly stres-
sed the need for this service.
The Highway budget was presented in detail by Councilman
Quadrine, who, upon questioning of the Superintendent's salary
not being under Item IV as previously, explained that it was a
General Town charge this year in compliance with a new law
with which this Board did not hold and which was under inquiry
by the Town Attorney.
Under Special Districts
Sanitation -
Councilman Quadrine explained the increase which was due to
salaries, the purchase of replacement equipment (2 Load-
packer Garbage Trucks), bonding for capital indebtedness, and
the increasing Incinerator operation costs.
Water -
Here he reviewed the planned extensions to water mains pro-
posed in accordance with the recommendations of the Westches-
ter Joint Water Works - pointing out that such extensions of
course brought increased revenues to the Town.
Lighting -
Councilman Quadrine called to attention the continuation of the
lighting-improvement program throughout the unincorporated
area and the lessening of maintenance costs due to the use of
the new "Cherry-Picker" truck in bulb replacements and light
installations.

Sewer -
In review of this budget, Councilman Quadrine remarked on
the appropriation for the Prince Willows sewer, the Griffen
Avenue Sewer, and debt redemption.
The only discussion on the foregoing items concerned inciner-
ation - methods - costs - means - dumping - burning, etc. ,
during which Mr. Reale, Supervisor Kane and Mayor Phillips
spoke - referring particularly to meetings held:recently by
various Supervisors and Mayors to discuss the possible use
of "composting" - "waste haulage" - 'air-pollution", etc.
Park -
Councilman Faiola reviewed this budget which, except for
salary adjustments, was virtually statusquo.
Fire -
The salaries, building repairs, and approaching need for re-
placement of the aerial ladder, were explained by Councilman
Faiola as the items responsible for the increase in this
District,
Mr. Robert Marcus
Town of Mamaroneck
Mr. Marcus, referring to page 37, questioned the distinctions
as far as General Town, Part Town and Special Districts, ex-
plained in reply by the Comptroller.
Mr. J. Russell Clune
Town of Mamaroneck
Mr. Clune inquired about the workings of revaluation - which
process, in reply, was described in some detail by Council-
woman Helwig - who stressed that notices of changes were for-
warded by the revaluing firm to all residents and that a
Grievance Procedure was established by the firm to hear all
property owners desiring to be heard.
Mr. John W. Hinchcliffe
Town of Mamaroneck
Mr. Hinchcliffe stated that he was a neighbor of Mr. Clune's
and asked when the Board would vote on its procedure in this
revaluation matter since he had a fair amount of interest
therein.
It was explained that the budget would be voted on on the 7th of
December and that the Board had already interviewed several'
revaluation firms with due consideration given to 'procedure'.

Mr. Marcus
Mr. Marcus stated that he had no criticism of the budget - but
that in view of the County tax and the coming School tax, he
would like to suggest that the Hommocks Improvement and Re-
valuation be postponed since these two items constituted a con-
siderable number of dollars in the General Town budget - and
further, that costs be bonded as any small bite was not as bad
as a large bite.
Councilman Quadrine
Councilman Quadrine stated that he agreed - and had suggested
that the $56, 000. item in the Hommocks be bonded since this
would reduce the General Town levy almost 44� per thousand -
and particularly so in view of the cost to our senior citizens.
Councilman Chalif
Councilman Chalif stated that he disagreed wholeheartedly with
both Mr. Marcus and Councilman Quadrine in view of today's
money costs and the interest charges on bonding.
Mr. Marcus
Mr. Marcus replied that he could not contradict Councilman
Chalif on this - and that if we were not confronted with all these
increases at one time, he would agree.
Dr. David Benford
Town of Mamaroneck
Dr. Benford inquired whether the Town would not be wise to
be sure it was legal in incurring the Hommocks expenses ?
Councilwoman Helwig
To this, Councilwoman Helwig replied that the Town would be
derelict in its duty if it did not provide funds to fulfill its obli-
gations in accordance with its agreements with the School Board.
And thereupon, since on the Supervisor's inquiry no one else
wished to be heard and the Board signified that it was ready for
the question, on motion by Councilman Chalif, seconded by
Councilman Faiola, the following resolution, upon roll call, was
adopted by unanimous vote of the Board with all members pres-
ent and voting:
RESOLVED, that this Town Board does hereby prepare
and approve as the Preliminary Budget of this Town
for the fiscal year beginning on the 1st day of January,

1967, the itemized statement of estimated revenues and
expenditures hereto attached and made a part of this
resolution;
and be it further
RESOLVED, that such Preliminary Budget shall be
filed in the Office of the Town Clerk, where it shall be
available for inspection by any interested person at all
reasonable hours;
and be it further
RESOLVED, that this Board shall meet at 8: 15 p. m. on
the 7th day of December, 1966, for the purpose of hold-
ing a public hearing upon such Preliminary Budget;
and be it further
RESOLVED, that the Town Clerk give Notice of such
public hearing in the manner provided in Section 113 of
the Town Law, and that such Notice be published and
posted in substantially the following form:
Public Notice
Notice Is Hereby Given, that the Preliminary
Budget of the Town of Mamaroneck, New York, consist-
ing of the estimated revenues and expenditures for the
year 1967, has been completed and filed in the Office of
the Town Clerk of said Town, where the same may be
examined by any person interested therein, and that a
public hearing thereon will be held by and before the
Town Board of said Town on Wednesday, December 7,
1966, at 8: 15 p. m. , in the Council Room of the Wea-
ver Street Firehouse, Weaver Street, Town of Mamar-
oneck, New York, at which time and place all those
who appear and are interested will be given an oppor-
tunity to be heard with respect to said Preliminary
Budget, or any part or item thereof.
Please Take Further Notice that the proposed
salaries of the members of the Town Board are as fol-
lows: Supervisor - $8, 000. , Town Councilmen (4) -
$3, 000. each; that the proposed salary of the Town
Clerk is $10, 520. ; that the proposed salary of the
Town Superintendent of Highways is $8, 000. ; that the
proposed salary of the Town Attorney is $9, 205. ; that
the proposed salary of the Town Engineer is $13, 150. ;
and that the Preliminary Budget is as follows:

RESOLVED, that such Notice shall be published twice in
the following newspaper having general circulation with-
in the Town: The Mamaroneck Daily Times, the first
publication to be on or before November 23, 1966, and
— the second publication on any day subsequent thereto
and before the day of such hearing.
OLD BUSINESS
1. Resolution from Village of
Mamaroneck - Sewer Connection
(Ekistics, Inc. )
The Clerk presented certified copy of resolution adopted
by the Board of Trustees of the Village of Mamaroneck on
November 14, 1966, in response to the Town's request of
October 5, 1966, granting permission for a sanitary se-
wer in Green Lake Subdivision in the Town, to connect
with and discharge sewage into the existing 8-inch sewer
located in Old White Plains Road in the Village of Mamar-
oneck, which was herewith ordered received and filed for
the record.
And thereupon in accordance with the Town Engineer's
request, on motion by Councilman Quadrine, seconded by
Councilman Chalif, it was unanimously
RESOLVED, that a certified copy of the foregoing
resolution be forwarded to Ekistics, Inc. , owner
of the said Green Lake Subdivision.

At this time, the Engineer requested that a resolution be
adopted granting permission to Ekistics, Inc. to install a
Sanitary Sewer through part of the Green Lake subdivision
in certain Town-owned park land as requested.
Whereupon, on motion by Councilman Quadrine, sec-
onded by Councilman Chalif, the following resolution was
adopted unanimously:
WHEREAS, Ekistics, Inc. is the owner of a develop-
ment known as Green Lake Subdivision, located on
--- property known as Block 315, Parcels 117 and 167
on the Assessment Map of the Town of Mamaroneck;
and
WHEREAS, the said developer proposes to erect six
houses, two of which will be serviced by the existing
sewer in Country Road; the remaining four houses to
be serviced by a Sanitary Sewer to be installed
through part of the subdivision in certain Town-owned
park land;
and
WHEREAS, the request has been referred to the Con-
servation Advisory Committee of the Town of Ma-
maroneck and approved thereby;
and
WHEREAS, the plans for such sewer have been sub-
mitted to the Town Engineer;
NOW, THEREFORE, BE IT
- RESOLVED, that this Board hereby grants permission
to Ekistics, Inc. to install a Sanitary Sewer through
part of the Green Lake Subdivision in certain Town-
owned park land, said sewer to connect with and dis-
charge into the existing 8-inch sewer located in Old
White Plains Road in the Village of Mamaroneck as
approved by that Village in resolution adopted on No-
vember 14, 1966 and herewith presented and filed,
provided said Sanitary Sewer is constructed in com-
pliance with the regulations of the Westchester County
Departments of Health and Public Works, in accor-
dance with the plans submitted to and approved by
the Town Engineer of the Town of Mamaroneck, and
in compliance with the conditions set forth in the ap-
proval thereof by the Conservation Advisory Com-
mittee as follows:
1. That the Town Engineer finds no serious impedi-
ments to placement of the line, particularly in the
swampy area where it has been recommended that
the pipe rest on bed pan.
2. That Mr. Leddy be present to prevent any unnec-
essary damage to the area while work is in progress.
3. That Ekistics, Inc. is willing to cooperate with the
Committee in providing suitable screening for the
homes.

NEW BUSINESS
1. Authorization to Request Extension
William G. Kirtland, Jr.
The Supervisor called to the Board's attention that Mr.
Kirtland would be 70 years of age and therefore subject
to mandatory xietirement as of February 1, 1967, which,
due to Mrs. Comstock's retirement from the Tax Office,
necessitated the request for an extension until May 1 of
1967 so that Mr. Kirtland could serve in that office dur-
ing the tax collection period from April 1 through April
30 of '67.
Whereupon, pursuant to the Supervisor's request that
he be authorizedto so request the New York State Em-
ployees' Retirement System, on motion by Councilman
Chalif, seconded by Councilman Quadrine, it was
unanimously
RESOLVED, that the Supervisor be and he hereby
is authorized to request an extension of service
from February 1 to May 1, 1967, for William G.
Kirtland, Jr. , Intermediate Clerk of the Town of
Mamaroneck, immediately upon receipt of Notice
of Mandatory Retirement from the New York
State Employees' Retirement System.
COMMUNICATIONS
1. Letter - Joseph V. Tobin
The Clerk presented a letter addressed to the Super-
visor by Mr. Tobin of 11 Avon Road, Town, under date
of November 4, 1966, complimenting the administration
and Highway Department on the drain installation in
Avon Road, which was herewith ordered received and
filed for the record.

1. Apportionment
Councilwoman Helwiga:presented for authorization, the
following petition submitted by the Assessor for the cor-
rection of the assessment roll so as to permit the appor-
tionment of taxes, and thereon on her motion, seconded
by Councilman Chalif, the following resolution was
adopted by unanimous vote of the Board:
WHEREAS, the Assessor has presented a petition for
the correction of the assessment roll for certain years
pursuant to the provisions of Section 557, Article 16
-- of the Westchester County Administrative Code, known
as the Westchester County Tax Law; and
WHEREAS, after due consideration, this Board finds
it desirable to grant said petition for the correction
of said assessment roll:

Councilman Quadrine --
1. Authorization to Advertise for Bids for:
a. Rock Salt
Upon Councilman Quadrine's request and on his motion,
seconded by Councilman Faiola, it was unanimously
RESOLVED, that in accordance with law, the Su-
perintendent of Highways be and he hereby is au-
thorized to publish in the daily newspaper of the
Town of Mamaroneck and its official organ, The
Daily Times, a Notice for Bids for furnishing to
the Town of Mamaroneck Highway Department
Rock Salt to be used on Town roads; said bids to
be returnable at 5:00 p. m. on November 29,
1966, and opened and read aloud publicly at that
time in the Town Offices, 158. West Boston Post
Road, Mamaroneck.
b. Highway Dump Truck and
Two (2) Garbage Trucks
Upon Councilman Quadrine Is request, on his motion,
seconded by Councilwoman Helwig, it was unanimously
RESOLVED, that the Town Clerk be and he hereby
- is authorized to publish in the official newspaper
of the Town of Mamaroneck, The Daily Times, a
Notice for Bids for furnishing to the Town of Ma-
maroneck, one (1) Highway Dump Truck and two
(2) Garbage Trucks in accordance with the speci-
fications set forth in the Notice; said bids to be
returnable and opened and read aloud publicly at
the next meeting of the Town Board, December 7,
1966, at 8:15 p. M. , at the Weaver Street Fire-
house, Weaver Street, Town of Mamaroneck,
said Notice to be published as required by law.
2. Application for Water Main Extension
Soundview Woods - Section 3
Pursuant to memorandum of the Town Engineer under date
of November 14, 1966, herewith presented by Councilman
Quadrine and ordered received and filed for the record, on
his motion, seconded by Councilman Faiola, the following
resolution was adopted unanimously
RESOLVED, that this Board hereby authorizes the in-
stallation of a water main and hydrant as set forth in
the application of Soundview Woods--Hilltop Road ,
(known as Section 2, Block 228, Parcel 75 on the Tax
Assessment Map of the Town of Mamaroneck), said
main and hydrant to be installed by the applicant at

no cost to the Town of Mamaroneck, and to be in con-
formity with the drawings approved by the Planning
Board of the Town of Mamaroneck, the requirements of
the Westchester Joint Water Works, and subject to
the applicant furnishing all easements ,required to
the satisfaction of the Town Attorney. j
3. Speed Reduction - New England Thruway
Councilman Quadrine presented a copy of a letter addressed
by him to the Chairman of the Thruway Authority under date
of November 14th, 1966, forwarding, as promised, accident
-- statistics compiled by the State Highway Department of the
State of Connecticut for the area of the Connecticut Turn-
pike between Fairfield and Milford, through the City of
Bridgeport, and strongly recommending, in view of same and
because of the sharp curves and grade of the New England
Thruway through the Town of Mamaroneck, that the speed
limit be reduced from 60 to 50 mph in this area, which was
herewith ordered received and filed for the record.
The Board highly commended Councilman Quadrine for his
diligent work and efforts in connection with obtaining a
reduction of speed on the Town of Mamaroneck portion of
the New England Thruway.
4. Progress Reports
Councilman Quadrine presented progress reports on the re-
construction of Maxwell Street and the Blossom Terrace
Drain as prepared and submitted by the Town Engineer,
which were ordered received and filed for the record.
5. Authorization of Employment
Pursuant to memorandum of the Comptroller dated November
8, 1966 presented by Councilman Quadrine herewith ordered
received and filed for the record, on his motion, seconded
by Councilman Faiola, it was unanimously
RESOLVED, that this Board hereby authorizes the
employment of Joseph Tunno as a Highway Department
laborer to be effective November 9, 1966 and to be
compensated at the rate of $2. 50 per hour.

OTHER BUSINESS
1. Mr. Thomas McCarthy - 57 Maple Hill Drive
Mr. McCarthy presented the following requests with

no cost to the Town of Mamaroneck, and to be in con-
formity with the drawings approved by the Planning
Board of the Town of Mamaroneck, the requirements of
the Westchester Joint water works, and subject to
the applicant furnishing all easements required to

OTHER BUSINESS
1. Mr. Thomas McCarthy - 57 Maple Hill Drive
Mr. McCarthy presented the following requests with

regard to traffic conditions in the area of his home:
1. That s stop light be installed at the intersection
of North Chatsworth Avenue and Edgewood Ave-
nue, claiming it is necessary to advance into
North Chatsworth Avenue 20 feet before an ap-
proaching vehicle can be seen.
2. That a stop light be installed at the intersection
of Edgewood Avenue and Murray Avenue for the
same reason - namely, that it is necessary to
advance into Murray Avenue 20 feet before an
approaching vehicle can be seen.
3. That the speed limit on Maple Hill Drive be re-
duced. Mr. McCarthy claims this is a "speed
street" since it is the only one going through
from Weaver to Murray. A stop sign at the in-
tersection of Maple Hill Drive and Orsini Drive
was also requested in an effort to slow traffic
down. Further, the posting of many signs
along Maple Hill Drive warning drivers of the
many children on that sign was also requested.
The Board thanked Mr. McCarthy for his suggestions and
directed that these be forwarded to the Board of Police
Commissioners for study and report to this Board.
ADJOURNMENT

BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was convened
immediately upon adjournment of the Town Board meeting.

Upon Commissioner Faiola's presentation of the Fire
claims, on his motion, seconded by Commissioner Chalif,
it was unanimously
RESOLVED, that the following Fire Department
claims be and they hereby are approved, and the
Supervisor and Comptroller authorized to pay
the same out of the 1966 Fire Department budget:
