MINUTES OF A REGULAR MEETING OF THE TOWN BOARD
OF THE TOWN OF MAMARONECK, HELD DECEMBER 15th,
1965, IN THE COUNCIL ROOM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p. m.

PUBLIC HEARING - Amendment of
General Ordinances (Installation of Full-stop Signs)
On motion by Councilman Kane, seconded by Councilman
Brush, it was unanimously
RESOLVED, that the public hearing be and it hereby
is declared open.
The Clerk presented the affidavit of publication of the
Notice of Hearing for the record, and the Attorney, at
the Chair's request, reviewed the proposed amendment.
The Supervisor then inquired whether anyone wished
to be heard on the amendment, whereupon the following
persons addressed the Board, speaking in favor of the
proposed installations:
Mr. Robert Degen - 919 Harmon Drive, Mamaroneck
Mr. Raymond Porter - 26 Revere Road, Town
And thereupon, since no one else wished to be heard, on
motion by Councilman Brush, seconded by Councilman
Quadrine, it was unanimously
RESOLVED, that the public hearing be and it
hereby is declared closed.
In the matter of the adoption of the amendment, since the
Board signified that it was ready for the question, on a mo-

tion by Councilman Brush, seconded by Councilman Kane,
the following resolution amending the General Ordinance
of the Town of Mamaroneck, was offered:
WHEREAS, the Police Commission requested that
Section 3 of Chapter II of the General Ordinance
of the Town of Mamaroneck be amended so as to
provide for the installation of three (3) additional
"Full Stop" signs at certain intersections as des-
ignated by the said Commission,
and
WHEREAS, a public hearing thereon was duly held
before this Board on this date following publication
of the Notice of Hearing as required by law;
and
WHEREAS, at said hearing all persons desiring to
be heard, were given the opportunity to be heard,
and
WHEREAS, no one spoke in opposition to the pro-
posed amendment,
NOW, THEREFORE, BE IT
RESOLVED, that Chapter II of the General Ordi-
nance of the Town of Mamaroneck (Regulation of
traffic, use of streets and highways), adopted by
resolution of this Board March 4, 1959, is hereby
amended in the following respects:
Section 3 is hereby amended to read as follows:
The following intersections are hereby designated
pursuant to Section 1660, subdivision 1 of the Ve-
hicle and Traffic Law as "stop intersections",
and stop signs conforming in all respects with the
provisions of Sections 1682 and 1683 of the Ve-
hicle and Traffic Law are hereby ordered posted
at such intersections -
Intersection of Central School Drive with
Palmer Avenue;
Intersection of Revere Road with Harmon
Drive;
Intersection of Carriage House Lane with
Old White Plains Road;
and be it further
RESOLVED, that the Town Clerk of the Town of
Mamaroneck is hereby authorized and directed to
post and publish this resolution as required by law.

RULES AND REGULATIONS
TOWN OF MAMARONECK PERSONNEL
T01,71i OFFICE STAFF
1. Sick Leave
Sick. Leave is granted as follows: 12 days per annum, cumulative with no limit.
All employees shall report illness to the Supervisor's office, and upon request
furnish a doctor's statement in the case of absence of more than three consecu-
tive davs.
Any employee who is ill for a longer period than covered by accumulated Sick
Leave time, may use current-year vacation time as additional Sick Leave time.
Unused Sick Leave is not raid upon termination of employment, retirement, or
death.
2. Vacations
Vacations are granted as follows:
6 months or more emplovment - 1 Week
1. year or more employment - 2 Weeks
5 years or more employment - 3 Weeks
20 years or more employment - 4 Weeks
(When a legal hol.idav falls within an employee's vacation, an additional.
day is granted)
3. Como_ensatory Time.
Any employee requested to work on a legal holiday is granted compensatory time.
HIGHWAY AND SANITATION DEPARTMENTS
1. Sick. Leave
Sick Leave is granted as follows: 12 days per annum, cummulative with no limit.
Presentation of doctor's certificate to the Supt, of Highways is required follow-
ing the second day of continuous absence.
Anv employee who is ill for a longer period than covered by accumulated Sick Leave
time, may use current-year vacation time as additional Sick Leave time.
Unused Sick Leave is not paid upon termination of employment, retirement, or 'death.
2. Vacations
Vacations are granted as follows: (Scheduled by Highway Superintendent)
6 months or more employment - 1 Week
1 year or more employment - 2 Weeks
10 years or more employment - 3 Weeks

PARK DEPARTMENT
1. Sick Leave
Sick Leave is granted as follows: 12 days per annum, cumulative with no limit.

Unused Sick Leave is not.naid upon termination of employment, retirement, or

OLD BUSINESS
1. Rules & Regulations for
Town Personnel
The Supervisor inquired the Board's pleasure on the
question of the adoption of the proposed Rules and Regu-
lations for Town of Mamaroneck Personnel as had been
submitted to the Board for study at the last meeting,
- and thereupon since the Board signified that it was
ready for the question, on motion by Councilman Kane,
seconded by Councilwoman Helwig, it was unanimously
RESOLVED, that the "Rules and Regulations for
Town of Mamaroneck Personnel" be and they
hereby are adopted by this Board and filed as a
part of the record of this meeting, said "Rules
and Regulations" to be in effect as of this date,
December 15, 1965.
NEW BUSINESS
1, Application for Special Permit
Chatsworth Garage, Inc.
The Town Attorney, at the Supervisor's request, reviewed
the application submitted on December 9, 1965, by Chats-
worth Garage, Inc. , for a Special Permit to install automatic
car wash equipment at the premises located at 1 Vine Street
subject to the following conditions:
1) That the applicant is to furnish its own water
supply.
2) That adequate drainage will be provided at the
applicant's expense.
3) That the applicant will comply with all appli-
cable sign ordinances.
4) That the applicant will comply with all traffic
regulations of the Police Department.
5) That the business hours for car washing
shall be from 8:30 a. m. to 5:30 p.m. on Mon-
day to Friday, inclusive, from 8 a. m. to
6 p. m. on Saturday, and none on Sunday.
He then informed the Board that pursuant to Section 432
of the Zoning Ordinance, the application had been referred
to the Planning Board, which Board advised that it was
standing on its report of August 3, 1965 with respect to
this application.
He further advised that he questioned the legality of that
report's condition requiring the applicant to furnish his

own water, but pointed out that if the Town water supply
were used, the applicant would be subject to the Water
Control Ordinance.
He then noted that if it were the Board's pleasure, in
accordance with Section 432 of the Zoning Ordinance, it
was in order for the Board to fix the date for public
hearing on the said application, and thereupon, on mo-
tion by Councilman Kane, seconded by Councilwoman
Helwig, it was unanimously
RESOLVED, that the Town Clerk be and he hereby
is authorized and directed to publish in the official
newspaper of the Town of Mamaroneck, The Daily
Times, a Notice of Public Hearing, to be held by
this Board on Wednesday evening, January 5, 1966,
at 8:15 p. m. , in the Council Room of the Weaver
Street Firehouse, Weaver Street, Town, to con-
sider the application of Chatsworth Garage for a
Special Permit pursuant to Item 7 under "Permitted
Special Uses", Article IV, of Section 410 entitled,
"Schedule of Permitted Uses in Business and In-
dustry Districts" of the Zoning Ordinance of the
Town of Mamaroneck subject to conformance to
conformance to additional standards as provided
in Section 432 of said Ordinance, as required by
law.
2. Tax Anticipation Note - $150, 000.
Pursuant to memorandum of the Comptroller, dated
December 13, 1965, herewith presented and filed as
part of the record of this meeting, on motion by Coun-
cilman Brush, seconded by Councilman Quadrine, it
was unanimously
RESOLVED, by the Town Board of the Town of
Mamaroneck, Westchester County, New York,
as follows:
Section i. Subject to the provisions of the Local
Finance Law, the power to authorize the issuance
of and to sell not exceeding $150, 000. Tax Antici-
pation Notes of the Town of Mamaroneck, West-
chester County, New York, in anticipation of the
collection of real estate taxes levied for Town
purposes for the fiscal year of said Town, com-
mencing January 1, 1966, is hereby delegated to
the Supervisor of said Town, the chief fiscal of-
ficer thereof. Such notes shall be of such terms,
form, and contents, and shall be sold in such
manner as may be prescribed by said Supervisor
consistent with the provisions of the Local Fi-
nance Law.
Section 2. This resolution shall take effect im-
mediately.

3. Transfer of Funds
1965 Budget
Pursuant to memorandum of the Comptroller, dated
December 13, 1965, herewith presented and ordered
received and filed as part of the record of this meeting,
on motion by Councilwoman Helwig, seconded by Coun-
cilman Quadrine, it was unanimously
- RESOLVED, that this Board hereby authorizes the
following transfer of funds within the 1965 budget
and Surplus Funds as follows:

4. Extension of 8% Take-Home Pay
Pursuant to memorandum of the Comptroller, dated
December 13, 1965, herewith presented and ordered
received and filed as part of the record of this meeting,
on motion by Councilman Kane, seconded by Councilman
Brush, the following resolution was adopted by unani-
mous vote of the Board, all members thereof being
present and voting:
RESOLVED, that the Town Board of the Town of
Mamaroneck does hereby elect to come under
the provisions of Chapter 339 of the Laws of
1960, entitled 'An act to amend the Retirement
and Social Security Law, in relation to authori-
zing the proviison of added pensions-providing-
for-increased-take-home-pay and death benefits
for officers and employees of participating em-
ployers in the New York State Employees' Re-
tirement System', as presently or hereafter
amended; and be it further
RESOLVED, that the percentum of the member's
compensation by which contributions shall be re-
duced, shall be EIGHT percentum, and that the
effective date shall be the payroll beginning on
the 1st day of January 1966.
5. Report on Investment of
Surplus Funds - 1965
For the Board's information, the Clerk presented a memo-
randum addressed to the Board by the Comptroller under date
of December 13, 1965, reporting on the investment of surplus

funds for the year 1965, which was herewith ordered
received and filed as part of the record of this meeting.
COMMUNICATIONS
1. Notice of Meeting, Larchmont Village
Planning Board
The Clerk presented a notice of a Special Meeting of
the Larchmont Village Planning Board, which was or-
dered received and filed.
REPORTS
The Town Clerk
The Clerk presented the following reports, which were
ordered received and filed:
Report of the Receiver of Taxes and Assessments for
the month of November, 1965.
Report of the Building and Plumbing Inspector for the
month of November, 1965.
Report of the Westchester Shore Humane Society, Inc.
for the month of November, 1965.
Municipal Dog Patrol Report for the month of Novem-
ber, 1965.
Town Clerk's Report for the month of November, 1965.
Report of Receipts and Disbursements, Town of Ma-
maroneck, for the period from January 1 - November
30, 1965.
The Supervisor
1. Per Capita State Aid - Special Census
The Supervisor presented a memorandum addressed
to the Board under date of December 13, 1965, re:
"Per Capita State Aid - Special Census" - which noted
that the increase in Per Capita State Aid to the Town of
$7, 032. 60 was not reflected in the 1966 budget because
notification thereof was received after the adoption of
the budget.
He also presented for the Board's information, a
communication addressed to the County Board of Super-
visors by the County Executive under date of December
6, 1965, on the subject of the Special Census, which,
together with the above-mentioned memorandum, were
ordered received and filed for the record.

2. County Residual Lands
The Supervisor reviewed for the Board those Cross
County and Pelham Port Chester Parkway residual lands
which the County had transferred to the Town for park
and/or recreation purposes, adding that he had just been
notified of the transfer of the so-called "County Sewer
Pumping Station" parcel in the Dillon Park area.
Councilwoman Helwig congratulated the Supervisor on
the contribution he had made to the Town through the ac-
quisition of these lands, in which tribute she was joined
by all of the members of the Board.
3. Annual Meeting - County Officers
Association
The Supervisor called to the Board's attention the An-
nual Meeting of the County Officers Association, to be
held at the Hotel Concord January 16th - 19th, recom-
mending that the Supervisor Elect be authorized to at-
tend this meeting.
Whereupon, on motion by Councilman Brush, seconded
by Councilwoman Helwig, it was unanimously
RESOLVED, that Supervisor Elect Peter F. Kane
be and he hereby is authorized to attend the County
Officers Annual Meeting, at the Hotel Concord,
January 16th - 19th, 1966, with expenses in an
amount not to exceed the sum of $150. 00 to be paid
by the Town.
4. Resolution - In Memoriam
to Chief Paul A. Yerick
On motion unanimously made and seconded, the follow-
ing resolution was adopted to be spread upon the minutes
of this meeting in memoriam to Police Chief Paul A.
Yerick and forwarded to the members of his family with
this Board's deepest sympathy and condolences:
In Memoriam
Whereas, Paul A. Yerick dedicated the past forty-
one years of his life to serving the Town
of Mamaroneck as a member and as
Chief of the Town of Mamaroneck Police
Department,
and
W h e r e a s, he will be long remembered as a splen-
did man, an excellent law-enforcement
official and a compassionate individual
who had a deep and sincere under-
standing of the problems of youth, using

the yardstick of the Law to counsel
and influence toward good citizen-
ship rather than as an instrument
of punishment,
and
Whereas, he was a strict but fair disciplinar-
ian who, to insure maximum police
protection to the Town,_ gave his
own best at all times and expected
nothing less from each man in his
department,
and
Whereas, he not only served the local commun-
ity with distinction but was recognized
and honored for his outstanding work
in the field of law enforcement through-
out the County of Westchester, the
State of New York, and the country;
Now, Therefore, Be It
Resolved, that we do hereby express and record
the gratitude of all the citizens of the
Town of Mamaroneck to an exemplary
public official and a gentleman, and
the appreciation of his long and de-
voted service to this community,
and be it further
Resolved, that a copy of this expression of our
bereavement and affection be conveyed
to the family of Chief Yerick,
and be it further
Resolved, that when this Board adjourns, it ad-
journ out of respect to the memory of
Paul A. Yerick

5. Holiday Schedule
The Supervisor, in accordance with past practise and
with the Board's consent, authorized that the Town Office
operate with 1/2 of the staff on each, the day before
Christmas and the day before New Years.

Councilwoman Helwig
1. Lighting - Memorial Park
Councilwoman Helwig reported with much pleasure that
the installation of lighting in Memorial Park had been
completed.
Councilman Brush
1. Insurance Files
Councilman Brushadvised the Board that he had passed
his insurance files along to Councilman Elect Chalif for
his study and information.
Councilman Quadrine
1. Griffen Avenue Sewer
Councilman Quadrine informed the Board that the
Acting Town Engineer had advised him this afternoon that
the physical construction of the Griffen Avenue sewer had
been completed but that formal acceptance by the County
was pending the filing of an "as-built" plan presently be-
ing prepared.
2. Engagement of Town Engineer
Councilman Quadrine advised the Board that he was
fairly certain that the Board would have a decision on
the engagement of a Town Engineer by the end of this
week.
The Town Attorney
1. Settlement - Insurance Claim
Alfred Chisholm V. Town of Mamaroneck
Pursuant to the Attorney's recommendation and com-
munication addressed to the Town by Hartford Acci-
dent and Indemnity Company, dated November 9, 1965,
herewith presented and ordered received and filed for
the record, on motion by Councilman Brush, seconded
by Councilman Quadrine, it was unanimously
RESOLVED, that this Board hereby authorizes
reimbursement of the sum of $50. 00 to the
Hartford Accident and Indemnity Company for
settlement of the claim of Alfred Chisholm v.
Town of Mamaroneck under the Town policy
containing a $50.00 deductible property
damage clause.

The Clerk The Clerk, at this time with the Chair's permission,
presented a communication addressed to him by
Howard L. Schwartz, Chairman of the Town Democratic
Committee, dated December 14, 1965 and reading as
follows:
"I will not be able to attend tomorrow night's meet-
ing of the Town Council. I would be extremely
grateful if you would read into the minutes of the
meeting the Best Wishes and Congratulations of the
Town Democratic Committee to Supervisor George
Burchell and Councilman Ben Brush, upon the com-
pletion of their terms of office.
Both Mr. Burchell and Mr. Brush have given long
serivice to the Town and the Town has benefited
from their devotion. They have done the hard and
often thankless work that Town government de-
mands and they have certainly done their best to
meet the increasing problems of local government.
I do hope they will continue to expend their ener-
gies in the community and public service.
I might also add that both of these men have been
formidable opponents in political campaigns, but,
our campaigns have always been honorable, fair
and to the point.
The Town Democratic Committee joins me in
sending Best Wishes to them for a Merry Christ-
mas and many Happy New Years in the future. "
The Supervisor and Councilman Brush each expressed
their sincere appreciation of the sentiments so graciously
expressed by Mr. Schwartz in his letter, which was then
ordered received and filed as part of the record of this
meeting.
Mr. Nils Hanson The Supervisor then recognized Mr. Nils Hanson, Chair-
man of the Town Republican Committee, who stated that
he was here this evening on a very pleasurable assignment
that of distributing on behalf of the Commissioners of
Election in White Plains, the Certificates of Election to
the Town Officials elected in November:
To Charles Gronberg, the Town Clerk, "who crosses
party lines and has received endorsement of both par-
ties every time he has run";
To Vitalis Chalif, "freshman member of the Council";
To Councilman Christine Helwig, "our first lady

member of the Town Board, "
To Deputy Supervisor Peter F. Kane, "the mem-
her with the longest service. "
He also requested Mr. Gronberg to deliver the Certif-
icates to Judge Munn Brewer and Tax Receiver Leo N.
Orsino.
Supervisor-elect Kane spoke of the rewarding exper-
ience it had been for him to have served with Mr. Bur-
chell for the past ten years and with Mr. Brush for the
past twelve years "all of which", he remarked, "have
passed too quickly."
He commended the Supervisor on the exemplary manner
in which he had chaired this Board, stating that he had
been always patient, thoughtful, considerate, courteous
and knowledgeable.
He also commented on the many contributions made
by Mr. Brush particularly commending the excellent
relationship established between the Town Board, the
Fire Council and the volunteer and paid members of the
Fire Department, which had come about, he said, be-
cause of Mr. Brush's services as liaison to that De-
partment.
The Supervisor-elect concluded his remarks by
voicing the hope "that the new Town Board which comes
into being January 1st would evidence a continuity of the
policy and purpose of the old Town Board of the "Bur-
chell administration. "
Mr. Clifford Hoffman
Mr. Hoffman, Chairman of the Board of the Young Re-
publican Club of Larchmont and Mamaroneck, expres-
sed the thanks of the Club to the Supervisor and Council-
man Brush for their services to the Town which the
Supervisor and Councilman Brush in turn acknowledged
with appreciation.
Supervisor Burchell, in thanks to all present and to
the members of this Board and the residents of the
community, stated that he thought it was fine that we
had the two party system and that whatever party was
in power, the loyal opposition had a job to do.
He stated that as Wilson (Myron K. Wilson, Demo-
cratic candidate for Supervisor) had said on the night
of election - "We think because we've been in oppo-
sition, you've done a better job, " - and, the Supervi-
sor said, "I agree with that. "
He further stated that Mr. Brush and he were not
moving out of town and that they would be at the
Board's disposal, concluding with the observation

that he had every confidence in the new leadership and
that he was "on call" whenever needed.
Councilman Brush referred to the cooperation of all
the Town officials and Department Heads extended to
him over the years and expressed his sincere thanks
and appreciation to all.
ADJOURNMENT
There being no further business to come before the
meeting, on motion duly made and seconded, it was de-
clared adjourned out of respect to the memory of the
Chief of Police of the Town of Mamaroneck, Paul A.
Yerick, at 9:15 p. m. , to reconvene on January 5, 1966.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was
convened immediately upon the adjournment of the Town
Board meeting.
1. Claims
Commissioner Brush presented for approval and
authorization of payment, the Fire Department
claims, and thereupon on his motion, seconded by
Commissioner Quadrine, it was unanimously
RESOLVED, that the following Fire Department
claims, which had been approved by the Fire
Chief and audited by the Comptroller, be and
they hereby are approved, and the Supervisor
and Comptroller be and they hereby are auth-
orized to pay the same out of the 1965 Fire
Department budget:

3. Communications
There were no communications to come before the
meeting.
4. Other Business
1. Fire Chief's Car
Pursuant to the request of the Fire Chief, on mo-
tion by Commissioner Brush, seconded by Commis-
sioner Helwig, it was unanimously
RESOLVED, that the Town Clerk be and he here-
by is authorized to publish in the official news-
paper of the Town of Mamaroneck, The Daily
Times, a notice for sealed bids to be opened and
read aloud at a regular meeting of this Commis-
sion to be held on February 16, 1966, at 8:15
p. m. , in the Council Room of the Weaver Street
Firehouse, Weaver Street, Town of Mamaro-
neck, for furnishing to the Town of Mamaroneck
Fire Department, one (1) new car for the Fire
Chief in accordance with the specifications pub-
lished in the Notice for Bids.
2. The Fire Chief The Fire Chief addressed the Commission to re-
quest that consideration be given to providing a
road which would connect Fenimore Road to Old
White Plains Road, suggesting that perhaps a
right-of-way could be obtained through the lower
property of the Winged Foot Golf Club.
The Commission agreed that this suggestion had
much merit, thanked the Chief, and stated that it
would be taken under advisement.
5. Adjournment
There being no further business to come before the
meeting, on motion duly made and seconded, it was
declared adjourned at 9:20 p. m. , to reconvene on
January 5, 1966.
