OF THE TOWN OF MAMARONECK, HELD NOVEMBER 23d,
1965, IN THE COUNCIL ROOM OF THE WEAVER STREET
FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p. m.
ROLL CALL

OLD BUSINESS
There was no old business to come before the meeting.
NEW BUSINESS
1. Authorization for Reinvestment
of Surplus Funds
Pursuant to memorandum of the Comptroller, dated No-
vember 23, 1965 and herewith presented and filed for the
record, on motion by Councilman Brush, seconded by
Councilman Quadrine, it was unanimously
RESOLVED, that this Board hereby authorizes the
Supervisor to re-invest $25, 000. (Capital Fund) in
a Certificate of Deposit at 4-3/8% interest.
2. Authorization for Removal of Safe (1st floor)
and Cabinet Replacement
Pursuant to memorandum of the Comptroller, dated No-
vember 23, 1965 herewith presented and filed as part of
the record of this meeting, on motion by Councilman Quad-
rine, seconded by Councilman Brush, it was unanimously
RESOLVED, that this Board hereby authorizes the
expenditure of the sum of $250. 00 for removal of
the safe on the 1st floor, and the expenditure of
not to exceed the sum of $369. 00 for a cabinet re-
placement therefor; funds are available in the
1965 budget.

3. Request of Police Commission
Amendment of General Ordinances
(Installation of 3 Full-Stop Signs
Pursuant to request of the Police Commission, dated Oc-
tober 20, 1965, herewith presented and filed as part of the
record of this meeting, and pursuant to the Town Attorney's
advice that a public hearing must be held thereon, on mo-
tion by Councilman Brush, seconded by Councilman Quad-
---- rine, it was unanimously
RESOLVED, that the Town Clerk be and he hereby is
authorized to publish in the official newspaper of the
Town of Mamaroneck, The Daily Times, a Notice
of Public Hearing as follows:
Public Notice
Plea s e Take N o t i c e , that a public hearing will
be held by the Town Board of the Town of Mamaroneck,
on the 15th day of December, 1965, at 8: 15 p. m. in
the evening of that day, in the Council Room of the
Weaver Street Fire House, Weaver Street and Edge-
wood Avenue in the Town of Mamaroneck, for the pur-
pose of considering amendments to Chapter II of the
General Ordinance, as last amended August 7, 1963,
by providing that in addition to the "STOP INTER-
SECTIONS" listed in Section 3 of said Chapter II, the
following "STOP INTERSECTIONS" be added:
A "FULL STOP" sign to be installed on Central
School Drive at its intersection with Palmer
Avenue.
A "FULL STOP" sign to be installed on Revere
Road at its intersection with Harmon Drive.
A "FULL STOP" sign to be installed on Car-
riage House Lane at its intersection with Old
White Plains Road.
Please Take Further Notice that all persons
at said public hearing shall have an opportunity to be
heard.

4. Submission of Proposed Rules and
Regulations for Town Personnel
Copies of the proposed "Rules and Regulations for Town
Personnel, which had been drafted by a Committee ap-
pointed by the Supervisor in order to modernize the prev-
ious "Rules and Regulations" adopted many years ago,
were presented to each member of the Board for study,
review and consideration.

REPORTS
The Town Clerk --
The Clerk stated that he had no reports to present at this
meeting.
The Supervisor --
1. Request of Village of Larchmont
Renumbering of Hartung Street
The Supervisor presented the following letter addressed
to him by Mayor Ryan of the Village of Larchmont under
date of October 24, 1965:
"You may have heard of our recent action relative to
renumbering of HARTUNG STREET. The recommen-
dation made to our Board was that we start renum-
bering the area that runs from 'old numbers' 4 through
30 in the Village of Larchmont, and 'old numbers' 32,
34, 38 which are in the Town of Mamaroneck.
This would mean that in the area of the Town proper-
ties, renumbering of the above three would be neces-
sary to make the numbers consistent. The enclosed
list of 'old' and 'new' numbers, and copy of sketch
will indicate our plan of action. We have approved this
subject to the to the Town Council's approval of the re-
numbering of the property in your area.
Would you be good enough to take this matter up with
the Town Council and advise us as soon as you have a
decision? "
Following a brief discussion in deference to the two Council-
men who were absent this evening, this matter was deferred
to the next meeting.
Councilwoman Helwig --
Although there was no report in Councilwoman'Helwig's ab-
sence, the Supervisor noted for the record that she was offi-
cially representing this Board this evening at the Nature
Council meeting at which Dr. Brandwein, Co-director of the
- Pinchot Institute, was the principal speaker and honored
guest of the Town.
Councilman Kane --
1. Apportionments
In Councilman Kane's absence, Councilman Quadrine pre-
sented the following petitions from the Assessor re-

questing correction of the assessment roll so as to permit
the apportionment of taxes, and thereupon on his motion,
which was seconded by Councilwoman Helwig, the follow-
ing resolution was adopted by unanimous vote of the
Board:
WHEREAS, the Assessor has presented the follow-
ing petitions for the correction of the assessment
roll for certain years pursuant to the provisions of
-- Section 557, Article 16 of the Westchester County
Administrative Code, known as the Westchester
County Tax Law; and
WHEREAS, after due consideration, this Board
finds it desirable to grant said petition for the cor-
rection of said assessment roll:
NOW, THEREFORE, BE IT
RESOLVED, that the assessment roll of 1965,
taxes of 1966, which shows property now appear-
ing on the roll as follows:

Councilman Brush --
1. Death of Police Chief Paul A. Yerick

Councilman Brush recounted with deep sorrow, the
sudden and tragic death of the Town's beloved Chief of
Police, Paul A. Yerick, on November 12th, stating
simply that his loss was indeed a very great one to the
entire community.
The Supervisor and Councilman Quadrine joined
Councilman Brush in expressing their sorrow and pay-
ing tribute to the Chief, and the Supervisor directed
that a proper and fitting resolution to be memorialized
in the minutes and forwarded to the family of Chief
Yerick, be prepared, and that meanwhile, when this
meeting was adjourned this evening, it be adjourned
in honor of and respect to the memory of Paul A.
Yerick, Chief of Police of the Town of Mamaroneck.
Councilman Quadrine --
1. Report - Griffen Avenue Sewer
(Complaints)
Councilman Quadrine presented a written report, ad-
dressed to him by the Acting Town Engineer, Mr. Lati-
mer, under today's date, listing the complaints re-
ceived by residents of Griffen Avenue during the period
of the sewer extension construction, which was deferred
to the December 1st meeting.
2. Report - Nancy Lane
and Murdock Woods
For the Board's information, Councilman Quadrine
presented a report on Nancy Lane and Murdock Woods,
addressed to him by the Acting Town Engineer, Mr.
Latimer, under today's date, which was herewith or-
dered received and filed for the record.
The Town Attorney --
There was no report to be presented in the Attorney's
absence.
OTHER BUSINESS
1. Mr. Anthony J. Scolero
Mr. Scolero questioned the purpose of the Rules and
Regulations for Town Personnel.
The Supervisor explained that these had been drafted by
a Committee at his request in order to modernize and up-
date the very old Rules and Regulations adopted many
years ago.

2. Mrs. Ann Sheinhouse
Mrs. Sheinhouse requested that more detailed explana-
tion of matters before the Board, such as the budget, be
given -- and that all members of the Board speak louder
since it was difficult to hear. She also stated that she
would like certain laws explained - whether Town Law -
or State Law, etc.
-- The Supervisor replied that the Board would be very
grateful for any suggestion on how it could be more
helpful in educating people in general - and requested
that explanations be asked for from either the Town At-
torney or himself whenever desired with respect to
any laws or legal matters.
3. Mr. Anthony J. Scolaro
Mr. Scolaro questioned the relationship of the total
requisitions to the final budget - and the Supervisor ad-
vised that the final budget figure reflected a total which
was, in essence, some $200, 000. less than the Depart-
mental requisitions totaled.
ADJOURNMENT
There being no further business to come before the
meeting, on motion unanimously made and seconded, it was
RESOLVED, that this meeting be and it hereby is
declared adjourned in honor of and respect to the
memory of --

BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was con-
vened immediately upon the adjournment of the Town Board
meeting.
1. Claims
Upon presentation of the Fire Claims for approval and
authorization of payment, on motion by Commissioner
Brush and seconded by Commissioner Quadrine, it was
unanimously
RESOLVED, that the following Fire Department
claims, which have been approved by the Fire
Chief and audited by the Comptroller, be and
they hereby are approved, and the Supervisor

and Comptroller be and they hereby are authorized
to pay the same out of the proper item in the 1965
Fire Department budget:

4. Other Business
1. The Fire Chief --
The Chief again brought up the matter of controlling
the fires at the Town Dump, with the possible en-
gagement of a full-time attendant as the most impor-
tant suggestion for establishing proper control.
This matter was referred to the next Incinerator
meeting, since the operation is a joint one and must
be presented to that Commission.
5. Adjournment
There being no further business to come before the meet-
ing, on motion duly made and seconded, it was declared ad-
journed at 9:00 p. m. , to reconvene on December 1, 1965.
