Pursuant to Section 62 of the Town Law, I hereby call a special meeting of the Town Board, to be held in the Council Room of the Weaver Street Firehouse, Weaver Street, Town of Mamaroneck, at 8: 15 p. m. on Wednesday evening, November 30th, 1966, for the purpose of appointing a Superintendent of Highways and considering such other business as may come before the Board. Peter Kane Supervisor Dated: November the 28th 1 9 6 6 WAIVER OF NOTICE of SPECIAL MEETING of the TOWN BOARD -" TOWN OF MAMARONECK We, the undersigned, hereby waive all Notice of the attached Notice of Special Meeting, called by the Su- pervisor on November 28, 1966, to be held on November 30, 1966, and consent that this meeting shall be held as therein stated: tl' V (Councilmen) Dated: November 28th 1 9 6 6 MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK, HELD NOVEMBER 30, 1966, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET AND EDGEWOOD AVENUE, AT 8:15 P. M. CALL TO ORDER The Supervisor called the meeting to order at 8 :15 p. m. in accordance with the Notice of Meeting and Waiver of Notice hereto appended for the record. ROLL CALL Present: Supervisor Kane Councilwoman Helwig Councilman Quadrine Councilman Chalif Absent: Councilman Faiola Also Present: Mr. Gronberg - Town Clerk Mr. Johnston - Town Attorney Mrs. Brewer - Deputy Clerk Mr. Altieri - Comptroller The Supervisor -- The Supervisor greeted Mr. William T. Aitchison, Foreman of the Highway Department, and Mr. Edward Fischer, former Superintendent of Highways. 1. Appointment of Superintendent of Highways The Supervisor stated that this meeting had been called in order to appoint a Superintendent of Highways to fill the unexpired portion of Mr. Fischer ' s term of office, explaining that Mr. Fischer had resigned from this post on October 26th. Councilman Quadrine, at the Supervisor' s request, then presented a resume of Mr. Aitchison' s experience and qualifications, stating that he was a native of Mamaroneck having been born in Orienta Point where he still resides. He stated that Mr. Aitchison had become a member of the Town Highway Department in 1959 and its General Foreman in 1961. He attested with great enthu- siasm to Mr. Aitchison' s record of service during his years with the Town, stating that he had discharged his duties as the Highway Superintendent' s back-up man in - the most effective manner and that certainly, without question, he was indeed deserving of appointment to this post. -1- .I Each of the members of the Board seconded Council- man Quadrine' s remarks adding his own commendation of Mr. Aitchison' s work, and thereupon, on motion by " Councilman Quadrine, which was seconded by Councilwoman Helwig, it was unanimously RESOLVED, that in accordance with the pro- visions of the Town Law, William Aitchison, General Foreman of the Town of Mamaroneck Highway Department, be and he hereby is appointed Superintendent of Highways of the Town of Mamaroneck, to fill the vacancy created by the resignation of Edward Fischer, Highway Superintendent; said appointment to be for a term of office beginning November 24, 1966 and covering the unexpired portion of Mr. Fischer ' s term, or until December 31, 1967, and to be compensated at the rate of $8, 000. per annum, such salary or compensa- tion to be paid from the amount appropriated in the 1966 budget, or so much thereof as shall be sufficient to pay the salary or com- pensation as hereby fixed. The Supervisor then advised the Board that Mr. Fischer had most graciously come to the meeting this evening to personally submit his badge to the Board for its presentation to the new Highway Superintendent, which then took place. The Board expressed its thanks to Mr. Fischer and its congratulations to Mr. Aitchison, who, in turn, thanked the Board expressing his appreciation of its confidence in him and stating that he would do his best to merit this confidence in his service to the Town and its residents. Upon the Clerk' s reminder that Mr. Fischer ' s bond should be cancelled, on motion by Councilwoman Helwig, seconded by Councilman Quadrine, it was unanimously RESOLVED, that this Board hereby authorizes that the bond of Edward Fischer, former Highway Superintendent, in the amount of $4, 000. for a period of two years, as requir- ed by Town Law for the faithful performance of his duties, be cancelled. And thereupon pursuant to the Clerk' s reminder that Mr. Aitchison must be bonded for the unexpired portion of the Highway Superintendent ' s term of office, it was on motion by Councilman Quadrine, seconded by Council- - woman Helwig, unanimously RESOLVED, that pursuant to Town Law, William Aitchison, Superintendent of Highways of the -2- Town of Mamaroneck, be bonded in the amount necessary to cover his term of office from November 24, 1966 through December 31, 1967, with sufficient surety to be provided by this Board and the form to be approved by the Town Attorney. 2. Town Hall Study Committee Transfer of Funds Pursuant to memorandum of the Comptroller, dated November 30, 1966, and herewith presented by Council- man Quadrine and filed for the record, it was on his motion, seconded by Councilman Chalif unanimously RESOLVED, that this Board hereby authorizes the following transfer of funds within the 1966 budget: GENERAL TOWN FUND TO FROM Miscellaneous A/C 511 - Secy. -Town Hall Com. $50. 00 A/C 505 - Contingency Fund $ 50. 00 3. Sheldrake River Trails Transfer of Funds Pursuant to memorandum of the Comptroller, dated- - November 30, 1966, and herewith presented by Council- woman Helwig and filed for the record, on her motion, seconded by Councilman Chalif, it was unanimously RESOLVED, that this Board hereby authorizes the transfer of funds as follows : GENERAL TOWN FUND TO FROM Sheldrake River Project A/C 201-Equip.Rental and $ 682. 00 Operation A/C 401-Supplies & Other Exps. 400. 00 A/C 102-Custodian & Laborers $1, 082. 00 4. Salary for Foreman - Sheldrake River Project Pursuant to memorandum of the Comptroller, dated November 30, 1966, and herewith presented by Council- woman Helwig and filed for the record, on her motion, seconded by Councilman Quadrine, it was unanimously RESOLVED, that this Board hereby authorizes the reimbursement of Patrick T. Leddy, Fore- man of the Sheldrake River Project, in the -3- additional sum of $225. 00 as provided for in the 1966 Budget under General Town - Sheldrake River Project - A/C 102 entitled "Custodian and Laborers. " 5. Report on Moving of Fill - Maplemoor to Hommocks Area Councilman Quadrine reported, for the Board ' s information, that the Town had used four trucks on December 1st and five on December 2nd hauling fill from Maplemoor to the Hommocks Area. He further advised that as of December 5th five trucks would be put in use since the Town Engineer was presently mak- ing arrangements for the rental of one truck. He explained that one truck must be left in the yard for snow or other emergency, and one for leaf collection at this time of the year. Councilman Chalif inquired as to the possibility of borrowing a truck and was assured that both villages and other sources had been contacted but with no success. 6. Notice re Rubbish Collection (Saturdays Only - Week of (December 5 until further notice) Councilman Quadrine advised the Board that during the period of hauling fill, rubbish would be collected throughout the Unincorporated Area only on Saturdays rather than in accordance with the regular schedule. This Saturday collection would start the week beginning December 5, 1966 and continue until further notice and Councilman Quadrine requested that a notice be written to this effect for hand-delivery to each resident of the Unincorporated Area by the Highway Staff which was thereupon so ordered.
