Pursuant to Section 62 of the Town Law, I hereby call a special meeting of the Town Board, to be held in the Office of the Su- pervisor at the Town Offices, 158 West Boston Post Road, Village of Mamaroneck, at 7:30 p. m. , on Thursday evening, Sep- tember 12th, 1968, to consider the follow- ing matters: 1. Change of Date of First Meeting in October from October 2d to Octo- ber 3d, 1968, 2. Authorize Rejection of All Bids for Drains--Hommocks Area and Re- advertisement for bids to be re- turnable October 3i � 1968. 3. Appointment - U. N. (Chairman Judge George D. Burchell 4. Letter, Thomas B. Dobbs, Inter- national Union Representative 5. Fix Date for Public Hearing -- Designation - OEO, CAP 6. Any other business as may prop- erly come before this Board. / 9 Peter F. CALL TO ORDER The Supervisor called the meeting to order at 7:30 p. m. in --- accordance with the Notice of Meeting and Waiver thereof, hereto appended for the record. ROLL CALL Present: Supervisor Kane Councilwoman Helwig Councilman Chalif Councilman Faiola Councilman Nagel Absent: None Also Present: Mr. Johnston - Town Attorney Mrs. Brewer - Deputy Clerk Mr. Altieri - Comptroller Mr. Widulski - Town Engineer SUPERVISOR KANE - The Supervisor stated that the meeting had been called so that consideration could be given to the matters set forth on the Notice of Meeting and proceeded to present the items of business as follows. 1. Change of Date - First October Meeting Since Yon Kippur falls this year on Wednesday, October 2d, it was on motion by Councilwoman Helwig, seconded by Councilman Chalif, unanimously RESOLVED, that the date of the first meeting in October be changed from Wednesday, Oc- tober 2d to Wednesday, October 9th, 1968. 2. Authorization for Rejection of Bids and Readvertisement - Drains, Hommocks Pursuant to the Engineer's memorandum, dated September 9th, and letter of Louis Miceli, President of Miceli & Mi- celi Corp. of the same date, herewith presented and filed for the record, on motion by Councilman Chalif, seconded by Councilman Nagel, it was unanimously RESOLVED, that this Board hereby authorizes the rejection of all bids for twin 60" diameter -1- X60 piping in the Hommocks area; and be it further RESOLVED, that all bidders be so notified with all bid checks returned thereto. The Engineer then requested authorization to readvertise for bids, to be returnable at the next meeting. Councilman Chalif recommended that because of the circumstances ob- taining, Mr. Louis Miceli of Miceli and Miceli and any other firm in which Mr. Miceli might have an interest or hold a position be disqualified from bidding, and thereupon, since the Board agreed, on motion by him and seconded by Council- man Nagel, it was unanimously RESOLVED, that the Town Clerk be and he hereby is authorized to publish in the offi- cial newspaper of the 'Town of Mamaroneck, The Daily Times, a Notice for Bids for twin 60" diameter piping for the Hommocks, said bids to be returnable, opened and read aloud at the next regular meeting of this Board on Wednesday evening, October 9, 1968, at 8: 15 o'clock in the Council Room of the Wea=- ver Street Firehouse, Town of Mamaroneck; and be it further RESOLVED, that Mr. Louis Miceli, Presi- dent of Miceli & Miceli Corp. , and any other firm in which Mr. Miceli might have an in- terest or hold a position, be disqualified from bidding on the above. 3. Appointment - U. N. Chairman Judge George D. Burchell The Supervisor advised the Board that Judge George Burchell had very graciously consented to serve as U. N. Day Chairman for the Town again this year and thereby recommended his ap- pointment to the post. Whereupon after the Board expressed its appreciation for his former service to the community in this capacity and its plea- sure and gratitude that he was willing to so serve again this year, on motion unanimously made and seconded, it was RESOLVED, that this Board with great plea- sure hereby appoints Judge George D. Bur- chell as Chairman of U. N. Day, October 24, 1968, for the Town of Mamaroneck. 4. Letter, Thomas B. Dobbs - International Union Representative The Supervisor presented a letter addressed to him by Thomas R. Dobbs, International Union Representative of the American -2- X51 Federation of State, County, and Municipal Employees - AFL-CIO, dated August 20th, 1968, which announced that the Union would file the necessary petitions for certifica- tion with the New York State Public Employees Relations Board on September 1st, 1968. After some discussion, it was recommended that two members of the Board represent it at the meetings with Union representatives and others concerned with report to the Board thereon. Whereupon, on motion duly made and seconded, it was unanimously RESOLVED, that Councilmen V. L. Chalif and Raymond P. Faiola are hereby ap- pointed to represent this Board at meetings with Union representatives and others con- cerned and to report back to the Board on all such meetings. 5. Date for Public Hearing Designation OEO- CAP for Town Pursuant to request herewith presented and explained by Councilwoman Helwig, on her motion, seconded by Coun- cilman Nagel, it was unanimously RESOLVED, that this Board hold a public hearing at its next meeting on Wednesday -- evening, October 9th, 1968, at 8:15 o'clock in the Council Room of the Weaver Street Firehouse, Weaver Street, Town of Ma- maroneck, to consider the designation of the Westchester Community Program, Inc. 475 West Hartsdale Avenue, Hartsdale, New York, as the Community Action Agency of the Town of Mamaroneck; and be it further RESOLVED, that the Town Clerk be and he hereby is authorized to publish in the of- ficial newspaper of the Town of Mamaroneck, The Daily Times, a Notice of Public Hearing as required by law. 6. Other Business a. Fencing - Back of Middle School Councilwoman Helwig advised the Board of the need to fence the area in back of the new Middle School in the Hommocks in the interest of safety. The Board asked the Engineer how much fencing the Town had available for such use. The Engineer replied that --3- there was some but certainly not sufficient to do the job. Councilwoman Helwig then stated that she felt the Board should authorize advertising for bids this evening so that they could be opened at the next meeting and thereupon, on her motion, which was seconded by Councilman Chalif, it was unanimously RESOLVED, that the Town Clerk be and he hereby is authorized to publish in the offi- cial newspaper of the Town of Mamaroneck, The Daily Times, a Notice for Bids for fencing for the area in the Hommocks in back of the Middle School, said bids to be in accordance with the specifications pre- pared by the Engineer, and to be return- able, opened and read aloud at the next meeting of this Board on Wednesday evening, October 9th, 1968, at 8:15 p. m. , in the Council Room of the Weaver Street Fire- house, Weaver Street, Town of Ma- maroneck, New York. The Supervisor -- The Supervisor, at this time, left the meeting, turning the chair over to Deputy Supervisor Helwig. The Deputy Supervisor -- 1. Police Commission Memorandum (Not on Agenda) Pursuant to a memorandum addressed to her as Deputy Su- pervisor by Thomas F. Moore, Jr. , Chairman of the Po- lice Commission, under date of September 12th, 1968, which she herewith presented, on her motion, seconded by Councilman Chalif, it was unanimously RESOLVED, that this Board hereby authorizes the Town Attorney to retain the services of an out-of-town attorney, at a fee not to exceed the sum of $50. 00, to act as Counsel for Patrol- man John Bisaccia in accordance with the rec- ommendation of Acting Police Chief O'Brien and approved by the Police Commission.
