M. CALL TO ORDER The Supervisor called the meeting to order at 7:30 p. m. pur- suant to the Notice of Meeting and Waiver of Notice hereto appended for the record. ROLL CALL Present: Supervisor Kane Councilwoman Helwig Councilman Quadrine Councilman Chalif Councilman Faiola Absent: None Also Present: Mr. Gronberg - Town Clerk Mrs. Brewer - Deputy Clerk Mr. Altieri - Comptroller 1. Authorization for Contract (Barrington and Company) Following a brief review of the Barrington proposal by the Supervisor, upon his recommendation for acceptance of that firm, the low bidder, for furnishing a personnel and salary plan for the Town of Mamaroneck staff (exclusive of Police, Fire, and part-time personnel), on motion by Councilman Quadrine, seconded by Councilwoman Helwig, it was unanimously RESOLVED, that the Supervisor be and he here- by is authorized and directed to execute with Barrington and Company, a contract to furnish to the Town of Mamaroneck within a period of approximately six (6) weeks, or by October 1, 1967, at a cost not to exceed the sum of $3, 000. 00, a sound and equitable classification and salary plan for the Town staff (exclusive of Police, Fire, and part-time personnel), which will: a) Clearly and concisely define the duties of each class of positions in the Town or- ganization. b) Accurately allocate individual positions to the appropriate class title and job des- cription. c) Measure the relative value of each class by means of point evaluation techniques, and group all classes of approximately equal value into salary grades. _l_ I 7,65 (d) Recommend an overall salary structure, specifying maximum and minimum salaries and intermediate increment steps for each salary grade. The overall salary structure will be based on the factually determined relative value of all classes in the Town government and on an appro- priate relationship to the salaries paid by competitive public and private organiza- tions. (e) Provide well-organized administrative and policy recommendations to serve as an effec- tive guide in the immediate and long-term application of the classification and salary plan. 2. Salary Authorizations - a) New Patrolman Pursuant to memorandums of the Comptroller and the Police Chief both dated August 14th, 1967 herewith ordered re- ceived and filed for the record, on motion by Councilman Chalif, seconded by Councilman Quadrine, it was unani- mously RESOLVED, that this Board hereby authorizes that Thomas R. Mahoney employed as a Patrol- man, effective August 10, 1967, be compen- sated at the rate of $7,000. per annum begin- ning on that date. b) Intermediate Account Clerk Pursuant to memorandum addressed to the Town Board on August 16th by the Comptroller, herewith presented and filed for the record, on motion by Councilman Faicla, seconded by Councilman Chalif, it was unanimously RESOLVED, that the compensation of Raymond Bingman, Intermediate Account Clerk in the office of the Tax Receiver, which at present is $4,160. be increased to $4,680., effec- tive August 3, 1967, funds appropriated in the 1967 budget. c) Recreation Personnel Pursuant to memorandum of the Comptroller dated August 14, 1967 herewith presented and filed for the record, on motion by Councilwoman Helwig, seconded by Councilman Chalif, it was unanimously RESOLVED, that Jennie Caras, Recreation Assis- tant, be compensated at the rate of $40.00 per week effective July 31, 1967 and be it further RESOLVED, that Mary Lee LaBrusciano, Recreation -2- Assistant, P. T., be compensated at the rate of $25.00 per week effective July 31, 1967. 3. Authorization for Appraisal Councilwoman Helwig brought up the matter of the estab- lishment of a recreation area in Dillon Park, and said that she felt it was necessary at this time to take some action if the Town wanted to acquire the property owned by Mr. Sidney J. Doherty and others in that area. Upon motion made by Councilwoman Helwig and seconded by Councilman Chalif, it was unanimously RESOLVED, that the Town retain Mr. John Lane as real estate appraiser to report to the Town on the value of certain parcels, des- criptions of which follow, all of them locat- ed in the Dillon Park Area, and be it further RESOLVED, that the sum of $500. be appro- priated from surplus to pay the fee of Mr. John Lane for rendering this service. PARCEL A ALL that certain lot, piece or parcel of land, situate, lying and being in the Town of Mamaro- neck, County of Westchester and State of New York, and being part of Lot Numbered 33 on map entitled, "Map of Deane Purchase by Frederick Lorenzen, Esq., Town of Mamaroneck, N. Y.," made by Horace Crosby, C. E., dated July 1889 and filed in the office of the County Clerk, Division of Land Records, formerly Register's Office of Westchester County, New York, October 28, 1889, as Map Number 920, said portion of the lot being bounded and described as follows: BEGINNING at a point on the southwesterly side of Deane Place, adjoining lot numbered 32 on - said map; thence southeasterly along the south- westerly side of Deane Place 157.31 feet to a point and land now or formerly of Ruth Beecroft; thence southwesterly along said land and at right angles to the southwesterly side of Deane Place 97 feet, more or less, to a creek or brook as shown on said map; thence northerly along said creek or brook to lot numbered 31 on said map; - thence easterly along said lot numbered 31 and lot numbered 32 to the point or place of beginning. PARCEL B ALL that lot, plot or parcel of land, lying being and situated in the Town of Mamaroneck, Westches- ter County, New York, known by and as a portion -3- 267 of Lot 33 as shown on "Map of Deane Purchase by Frederick Lorenzen, Esq., Town of Mamaro- neck, New York," made by Horace Crosby, Civil Engineer, July 1889, and filed in the office of the County Clerk, Division of Land Records, formerly Register's Office of Westchester County, New York, October 28th, 1889, as Map Number 920, said lot, plot or parcel of land being more particularly described as follows: BEGINNING at a point in the westerly line of Oak Avenue, formerly Deane Place on above map, being 253 feet, more or less southeaster- ly as measured along the westerly line of Oak Avenue, distant from the corner formed by the southerly line of Deane Place and the westerly line of Oak Avenue; running thence through Lot 33 in a southwesterly direction 79 feet, more or less, to the mean high water line of Pre- mium River, or Motts Mill Pond; thence along last mentioned line as it winds and turns in a southeasterly direction, to a point in the westerly line of Oak Avenue; thence along the westerly line of Oak Avenue, in a northwester- ly direction 202 feet, more or less, to the point or place of beginning. Bid Awards 1. Landscaping & Improvements, Myrtle Boulevard Parking Lot Pursuant to memorandum of the Engineer dated August 14, 1967, herewith presented and ordered received and filed for the record, on motion by Councilman Quadrine, seconded by Council- man Faiola, it was unanimously RESOLVED, that this Board hereby authorizes acceptance of the low bid, to wit that of Coopers Corner Nursery, in the amount of $3,950.00 for landscaping of the Myrtle -8- 27 Boulevard Parking Lot in accordance with speci- fications set forth in the Notice for Bids, funds for which are provided in the 1967 budget. 2. Sidewalk Repairs - Myrtle Boulevard and Madison Street Pursuant to memorandum of the Engineer dated August 14, 1967, herewith presented and ordered received and filed for the record, on motion by gouncilman Quadrine, second- ed by Councilwoman Helwig, it was unanimously RESOLVED, that this Board hereby authorizes acceptance of the low bid, to wit, that of Peter Pergola, in the amount of $3,800. for the repair of sidewalk along Madison Avenue and Myrtle Boulevard in accordance with speci- fications set forth in the Notice for Bids, funds for which are provided in the 1967 budget. Authorization - Payment for Curbing Jefferson Street Pursuant to memorandum of the Comptroller dated August 16, 1967 herewith presented and filed for the record, on motion by Councilwoman Helwig, seconded by Council- man Chalif, it was unanimously RESOLVED, that this Board hereby authorizes payment in the sum of $1,120.50 to Nigro Brothers, Inc. for curb installation on Jefferson Street. Adjournment There being no further business to come before the Board, on motion duly made and seconded, the meeting was declared adjourned at 8:00 p. m. Board of Fire Commissioners The meeting of the Board of Fire Commissioners was con- vened immediately upon the adjournment of the Town Board meeting. 1. Claims Commissioner Faiola presented for approval and authori- zation of payment, the following Fire Department claims, and thereupon on his motion, seconded by Councilman Quadrine, it was unanimously RESOLVED, that the following Fire Department claims, as audited by the Comptroller and ap- proved by the Fire Chief, are hereby approved, and the Supervisor and Comptroller authorized to pay the same out of the proper item in the 1967 Fire Department budget: -9- Atlantic Exterminating Corp. $ 7.00 Con Edison 98.19 Con Edison 5.00 Nicholas G. Authorization - Readvertise for Bids - Boiler - Firehouse Pursuant to memorandum of the Comptroller dated August 16, 1967, herewith presented and filed for the record, on motion by Commissioner Faiola, seconded by Commis- sioner Chalif, it was unanimously RESOLVED, that this Board hereby authorizes the Town Clerk to publish in the official newspaper of the Town of Mamaroneck, The Daily Times, Notice for Bids, for furnish- ing to the Town of Mamaroneck Fire Depart- ment boiler in accordance with the specifi- cations set forth in said Notice; bids to be returnable, opened and read aloud at the regular meeting of the Board on September 6, 1967.
