MINUTES OF A REGULAR MEETING OF THE TOWN BOARD OF THE
TOWN OF MAMARONECK, HELD DECEMBER 20, 1967, IN THE
COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER
STREET, TOWN OF MAMARONECK, AT 8:15 P. M.
CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p. m.

APPROVAL OF MINUTES
On motion duly made and seconded, the minutes of the
regular meeting of December 6, 1967 were approved as
corrected.
OPENING OF BIDS
The Clerk presented the Affidavit of Publication.-of the
Notice for Bids for the record, and opened and read aloud
the following bids:

The Board in accord with usual procedure referred the
bids to councilman Quadrine, the Town Attorney, Town
Engineer and Comptroller for study and report at the
next meeting.
OLD BUSINESS
1. Adoption of Overnight Parking Ordinance
The Supervisor stated that decision on the adoption of
the overnight Parking Ordinance had been reserved at
the August 2, 1967 Public Hearing and inquired whether
there were any questions on the Ordinance or whether
the Board was ready for the question.
Whereupon since there were no questions, on motion by
Councilman Quadrine, seconded by Councilman Chalif, the
following resolution was adopted by unanimous vote of
the Board all members being present and voting aye:
AN ORDINANCE RELATING TO REGULATING THE USE OF
OVERNIGHT PARKING LOTS IN THE TOWN OF MAMARO-
NECK: CREATING AND NUMBERING OF OVERNIGHT PARK-
ING LOTS IN SAID TOWN; PRESCRIBING PARKING TIME
LIMITS FOR EACH LOT; PROVIDING FOR THE ENFORCE-
MENT THEREOF; DEFINING OFFENSES AND PRESCRIBING
PENALTIES, AND PROVIDING THAT INVALIDITY OF PART
SHALL NOT AFFECT THE VALIDITY OF THE REMAINDER.
WHEREAS, certain overnight parking problems exist
in the area in and around the area generally known
as the Town Square; and
WHEREAS, the Town Board of the Town of Mamaroneck
has found that the best method by which the above
mentioned condition may be remedied is by the
designation of overnight parking lots in the area
and by restricting overnight parking in each
separate lot to reasonable intervals of time and
by compelling the operators of vehicles who enjoy
the use of the parking lots so designated to pay
a portion of the cost of establishing, maintaining
and regulating the use of said parking lots by the
purchase of permits further evidenced by decals
for each car.
NOW, THEREFORE, BE IT
RESOLVED, that the General Ordinances of the Town
of Mamaroneck adopted February 17, 1937, be amend-
ed so as to insert a new chapter to be known as
Chapter IX F.

OVERNIGHT PARKING IN TOWN PARKING LOTS
Section 1 - Definitions. For the purposes of
this ordinance, the following terms, phrases,
words and their derivations shall have the
meaning given herein. When not inconsistent
with the context, words used in the present
tense include the future, words in the plural
number include the singular number, and words
in the singular number include the plural num-
ber. The word "shall" is always mandatory and
not merely directory.
(1) "Town" is the unincorporated section of
the Town of Mamaroneck.
(2) "Person" is a person, firm, partnership,
association, corporation, company or
organization of any kind.
(3) "Parking Lot" shall mean any Town adminis-
tered outdoor space, or uncovered plot,
place, lot, parcel, yard or enclosure,or
any portion thereof, where automobiles may
be parked or kept overnight for which a
charge is made.
(4) "Usage" shall mean that these lots can be
used by both residents and non-residents
of the Town.
Section 2-Application of Regulations. The provi-
sions of this ordinance shall apply to all persona
using any of the designated Parking Lots for over-
night parking.
Section 3-Desi2nation and Numbering of Parking Lots
to be used for Overnight Parking.
Lot #1 - Parking Lot situate at Myrtle
Boulevard and Vine Street,Town
of Mamaroneck.
Lot #2 - Parking Lot situate at Maxwell
Street, Town of Mamaroneck.
Lot #3 - Parking Lot situate at Myrtle
Boulevard and Chatsworth Avenue,
Town of Mamaroneck.
Section 4-Hours of Permitted Use for Overnight
Parking in Each of the Respective Lots.
Lot #1 - 7:00 p, m, to 7:00 a. M.
Lot #2 - 8:30 p, m, to 8:30 a. m.
Lot #3 - 8:30 p, m. to 8:30 a. m.
From time to time, and as they deem necessary,
the Police Commission of the Town of Mamaroneck

may change said hours so as to provide for an
orderly control of overnight parking in the
area.
Section 5-Permit Requirements. No person shall
park an automobile in any overnight public park-
ing lot set aside for the exclusive use of auto-
mobiles unless the owner or operator of said
vehicle has obtained a permit allowing such park-
ing and has a decal attached to said automobile
as provided herein.
Section 6-License Application. Application for
an automobile permit and decal sticker shall be
made upon a form provided by the Town and shall
be made to the Town Clerk. An Annual fee of $30.
per year or $15. per six months shall be paid to
the Town before each permit or renewal thereof
is granted. Any permit used for a period of less
than six months shall be pro-rated on a monthly
basis. Yearly permits are valid from January lst
to December 31st for the year issued. Six months
permits will be valid from either January lst to
June 30th or from July 1st to December 31st, depend-
ing on their date of issuance.
Section 7 - Issuance of Permits. The Town Clerk
shall not issue a license for any automobile when
he knows or has reasonable grounds to believe that
the applicant is not the owner of or entitled to
the possession of such automobile.
The Town Clerk shall keep a record of the number
of each permit, the date issued, the name and ad-
dress of the person to whom issued, the registra-
tion number of the automobile to which issued,
and the number of designation of the particular
parking lot for which said permit is issued. A
record of all automobile permit fees collected by
him shall also be maintained by said Clerk.
Section 8 - Attachment of Decal. The Town Clerk,
upon issuing a permit, shall also issue a decal
such as may be affixed to an automobile window
bearing the permit number assigned, the name of
the Town, the lot number for which it is issued,
the expiration date thereof.
The decal so issued shall be firmly attached to
the right rear window of the automobile for which
issued in such position as to be plainly visible.
Section 9-Removal of Permit. Upon the expiration
of any automobile permit, the same may be renewed
upon application and payment of the required fee
as hereinbefore set forth. The Town Clerk may
refuse to issue a permit to any person whose prior
usage of any permit has been deemed to be an abuse
by the Board of Police Commissioners of the Town
of Mamaroneck of the privileges granted by said
permit.

Section 10 - Transfer of Ownership. Upon the
sale or other transfer of a decaled automobile,
the permittee shall remove the decal and may,
upon proper application, but without payment
of additional fee, have a replacement assigned
for the unexpired term of the original decal.
Under no circumstances shall the fee for the un-
expired term be refunded.
Section 11 - Parking. All automobiles using any
of the lots herein designated shall, at all times,
be parked front end to the barrier.
Section 12 - Enforcement. Every police officer
of the Town shall enforce the provisions of this
Ordinance. The Police Commission of the Town of
Mamaroneck is hereby authorized to delegate to
persons other than Police Officers the enforce-
ment of the provisions of this Ordinance.
Section 13 - Penalties. Any person violating any
of the provisions of this Ordinance shall be deem-
ed guilty of an offense, and upon conviction there-
of, shall be fined in an amount not exceeding Two
($2.00) Dollars. Each day such violation is com-
mitted or permitted to continue, shall constitute
a separate offense and shall be punishable as such
hereunder.
Section 14 - Separability. If any section, sub-
section, sentence, clause, phrase or portion of
this Ordinance is for any reason held invalid or
unconstitutional by any court of competent juris-
diction, such portion shall be deemed a separate,
distinct and independent provision and such hold-
ing shall not affect the validity of the remain-
ing portions hereof.
Section 15. This Ordinance shall be in full force
and effect from and after its passage and publica-
tion as required by law.
NEW BUSINESS
1. Authorization - Sale of Typewriter
Pursuant to memorandum of the Comptroller dated Decem-
ber 18, 1967 herewith presented and ordered received
and filed, on motion by Councilman Faicla, seconded by
Councilman Quadrine, it was unanimously
RESOLVED, that this Board hereby authorizes
the sale of I.B.M. electric typewriter,
serial #0312899 to Mrs. Edyth Miller at the
I. B. M. trade-in price of $60.00.
2. Authorization - Deposit Surplus Funds
Pursuant to memorandum of the Comptroller dated Decem-
ber 18, 1967 herewith presented and filed for the record,

on motion by Councilwoman Helwig, seconded by Councilman
Faiola, it was unanimously
RESOLVED, that the Supervisor be and he here-
by is authorized to invest Surplus Funds of
the Town of Mamaroneck in such amounts as avail-
able in the duly designated Town depositories
(3) in one-month, three-months, six-months and/or
twelve-months Certificates of Deposit beginning
on or about February 1, 1968, at the highest in-
terest rates obtainable.
3. Authorization - Extension 8% Take-Home Pay
Pursuant to memorandum of the Comptroller under date of
December 18, 1967 herewith presented and ordered receiv-
ed and filed as part of the record of this meeting, on
motion by Councilwoman Helwig, seconded by Councilman
Quadrine, it was unanimously
RESOLVED, that the Town Board of the Town of
Mamaroneck does hereby elect to come under
the provisions of Chapter 339 of the Laws of
1960, entitled 'An act to amend the Retirement
and Social Security Law, in relation to author-
izing the provision of added pensions-providing-
for-increased-take-home-pay and death benefits
for officers and employees of participating
employers in the New York State Employees' Re-
tirement System', as presently or hereafter
amended; and be it further
RESOLVED, that the percentum of the member's
compensation by which contributions shall be
reduced, shall be EIGHT percentum, and that
the effective date shall be the payroll begin-
ning on the first day of January 1968.
4. Authorization - Advertise for Bids, New Car
and New Station Wagon
The Clerk presented a memorandum addressed to the Board
by the Comptroller under date of December 20, 1967 re-
questing authorization to advertise for a new passenger
car for the Assessor's Department and a new station
wagon for the Recreation Department, which was herewith
ordered received and filed for the record.
Upon recognition, Mr. Peter Mosher of 17 North Chatsworth
Avenue addressed the Board from the floor to inquire
whether the specifications had been written to permit
bidding on compact cars. He pointed out that the use
of compact cars by municipalities afforded one means of
saving taxpayers' money and called to the Board's atten-
tion the present use of Volkswagons by the Village of
Mamaroneck Police Department.

The Engineer advised that the specifications had been
written for standard size cars only, and in reply to
Mr. Mosher's question it was stated that -the Town had
formerly used compact cars and found that they did not
stand up, and so therefore had now returned to standard
size cars.
After some further discussion during which Councilmen
Chalif and Faiola called attention to the fact that the
use of Volkswagons by the Village of Mamaroneck Police
Department was experimental and had not yet been proven
satisfactory for this work, the Supervisor stated that
the Recreation Commission had definitely requested a
standard size station wagon in order to meet its needs.
With respect to the passenger car, however, he suggest-
ed that there might be some merit in Mr. Mosher's think-
ing and suggested that the specifications be re-written
so as to allow bidding on the small cars with the view
that if it were the Board's pleasure, the use of such
cars could again be given consideration.
Thereupon since there were no further questions, on
motion by Councilman Faiola, seconded by Councilman
Chalif, it was unanimously
RESOLVED, that this Board hereby authorizes
the Town Clerk, in accordance with law, to
publish in the official newspaper of the Town
of Mamaroneck, "The Daily Times", Notice for
Bids for a new passenger car for the Assessor's
Department and a new station wagon for the Re-
creation Department, said bids to be return-
able January 17, 1968 in accordance with the
specifications stated in the Notice for Bids.
COMMUNICATIONS
1. Notice of Meeting - Zoning Board, Larchmont
The Clerk presented Notice of Meeting, Larchmont Vil-
lage Zoning Board which, upon the Attorney's advice
that no action was required since the Town was not ad-
versely affected, was ordered received and filed for
the record.
2. Letters (2) - Owen A. Mandeville
The Clerk presented two letters addressed to the Board
by Mr. Owen A. Mandeville under date of December 12,
1967 which, upon the Supervisor's advice that copies
had been sent to all members of the Board and persons
concerned, were ordered received and filed for the
record.
3. Letter - A. Rigano - Swimming Pool
The Clerk presented a letter addressed to the Board by
Mr. Agatino Rigano concerning difficulty in fulfilling

one of the conditions set forth in his permit for the
pool.
After some discussion this was tabled for further study
by the Board and the Building Inspector.

were herewith ordered received and filed for the record:

Affidavit of Posting - Notice of Resolution
amending the General Ordinance, authorizing
Full Stop Signs.
The Supervisor - -
1. Letter, Westchester County Department of Planning
The Supervisor referred to a letter from the Westchester
County Department of Planning dated December 15, 1967,
offering certain assistance to selected Planning Board
Chairmen, with copies to their respective mayors/Town
Supervisors, which was herewith ordered received and
- filed, copies having been forwarded to each member of
the Board.
2. Letter, Joseph A. Kanehann
The Supervisor called attention to a letter addressed
to him by Mr. Joseph A. Kanehann dated December 12,
1967 the administration for its effective presentation
of the budget at the Larchmont Gardens Civic Associa-
tion meeting, which was herewith ordered received and
filed for the record.
3. Letter, Ronald G. Keelan
The Supervisor called attention to a letter addressed
to him by Mr. Ronald G. Keelan, Vice President, Larch-
mont Gardens Civic Association under date of December
8, 1967 expressing appreciation for work done by the
Highway Department and also for the review of the Town
Budget at the meeting of the Association, which was
ordered received and filed for the record.
4. Letter, Dr. Bernard Haake
The Supervisor presented a letter addressed to him by
Dr. Haake which recited the School Board's decision in

the matter of the proposed Central School sidewalk as an
alternative to the sidewalk along Weaver Street since
Weaver Street, in addition to being a State highway, was
very narrow and extremely dangerous. He advised that he
had in concurrence with the Board's thinking requested
that a joint meeting of the two Boards be arranged at as
early a date as possible for the purpose of discussing
this very serious problem.
Councilman Faiola called to attention the meeting which
had been held in the Supervisor's Office on Saturday
morning, November 18th, remarking on the favorable recep-
tion those who were present at that time had given to the
proposed Central School sidewalk.
Mrs. Harry Clark, upon recognition by the Chair, stated
that it was her impression that all of the parents from
the Murray Avenue School who had attended the said meet-
ing had been very much in favor of the alternative side-
walk as proposed rather than having any sidewalk along
Weaver Street itself. She said that she and all of the
other parents, as far as she knew, had strongly favored
the alternate sidewalk in the interest of protecting the
safety of all the children whether enroute to the new
Middle School or Sts. John & Paul School.
Councilwoman Helwig advised Mrs. Clark that provision has
been made for the requested installation of the sidewalk
between Myrtle Boulevard and Laurel Avenue.
After some further discussion this matter was tabled pend-
ing the joint meeting with the Board of Education.
Councilman Chalif - -
Councilman Chalif stated that he had no report to submit
at this time.
Councilwoman Helwig - -
1. Authorization to Advertise for Bids - Wood Chipper
Councilwoman Helwig presented a memorandum addressed to
the Board by the Comptroller under date of December 18,
1967 requesting authorization to advertise for bids for
a wood Chipper which was herewith ordered received and
filed for the record, and on her motion, seconded by
Councilman Faiola, it was unanimously
RESOLVED, that this Board hereby authorizes
the Town Clerk, in accordance with law, to
publish in the official newspaper of the Town
of Mamaroneck, "The Daily Times", Notice for
Bids for a Wood Chipper, said bids to be re-
turnable January 17, 1968, in accordance with
the specifications stated in the Notice for
Bids.

Councilman Quadrine - -
l. Town Hall Study Committee Report
Councilman Quadrine before presenting the Report stated
that he would like to thank the Committee as a whole and
especially Woody Dayton who is a Registered Architect and
who was responsible almost singly for the Report in its
final form. He then thanked each of the members indivi-
dually for his contributions to the thinking and material
which constitute this report. He also expressed the Com-
mittee's thanks and appreciation to Robert Chin, Regis-
tered Architect, for the Graphics; Empire State Blue
Print Company for the Graphic Reproduction; and the Town
Hall Staff for typing and reproduction.
Councilman Quadrine further said that he would make no
attempt to review the Report in detail but that he would
call attention to site recommendations and the reasoning
leading thereto.
The Supervisor expressed the Board's thanks and appre-
ciation to Councilman Quadrine who had served as Liaison
to the Committee and to the Committee itself. He intro-
duced Mr. Dayton who was present, seconding the remarks
already so well stated by Councilman Quadrine.
Mr. Dayton thanked the Board for its kindness,assuring
the members that it had been his pleasure to serve as a
member of this Committee and reiterated that each member
had made major contributions to the findings set forth
in the Report. He said that he wanted only to say,
prior to release of the Report, that there simply was
not any available land around the town on which to put
a Town Hall and Police Headquarters.
The report was thereupon presented and ordered received
and filed for the record.
2. Authorization - Bids for Traffic Signal Maintenance
Pursuant to memorandum of the Engineer dated December
14, 1967, herewith presented by Councilman Quadrine
and ordered received and filed for the record, on his
motion, seconded by Councilman Chalif, it was unani-
mously
RESOLVED, that this Board hereby authorizes
the Town Clerk, in accordance with law, to
publish in the official newspaper of the
Town of Mamaroneck, "The Daily Times", Notice
for Bids for Traffic Signal Maintenance, said
bids to be returnable January 17, 1968, in
accordance with the specifications stated in
the Notice for Bids.

3. Authorization - Transfer of Funds
Pursuant to memorandum of the Comptroller under date
of December 18, 1967 presented by Councilman Quadrine
and ordered received and filed for the record, on his
motion, seconded by Councilman Faiola, it was unani-
mously
RESOLVED, that this Board hereby authorizes
transfer of the following funds within the
1967 Highway Budget:

4. Annual Highway Estimate & Budget 1968
Pursuant to memorandum of the Comptroller dated Decem-
ber 18, 1967 herewith presented by Councilman Quadrine
and ordered received and filed for the record, on his
motion, seconded by Councilman Faiola, it was unanimous-
ly
RESOLVED, that this Board hereby approves
the Annual Highway Estimate and Budget for
the year 1968 to be filed with the Commis-
sioner of Public Works, County of Westches-
ter, by the Town Clerk.
5. Authorization - Expenditure Highway Moneys Agreement
Pursuant to memorandum of the Comptroller dated Decem-
ber 18, 1967 herewith presented by Councilman Quadrine
and ordered received and filed for the record, on his
motion, seconded by Councilwoman Helwig, it was unani-
mously
RESOLVED, that this Board hereby approves the
"Agreement for the Expenditure of Highway
Moneys" for 1968 in accordance with Sec. 284
of the Highway Law, said Agreement to be filed
with the Commissioner of Public Works, County
of Westchester.

Councilman Faiola stated that he had no report to sub-
mit at this time.
The Town Attorney - -
The Attorney stated that he had no report to submit at
this time.

OTHER BUSINESS
1. Mr. Peter Mosher
Mr. Mosher addressed the Board to inquire about the
availability of the Uniform Code.
Mr. Johnston recited in detail the present status of
the Code, advising that he had just been working with
Mr. Kitt, President of General Code Publishers Corp.,
and that he could give no definite date at this time
as to the Code's completion.
ADJOURNMENT
Before adjourning the meeting the Supervisor paid tri-
bute to Councilman Quadrine who was attending his last
meeting as Town Councilman, stating that he had served
the Town during the past four years with loyalty and
dedication and extending to him every good wish for the
future.
Councilwoman Helwig then paid tribute to Councilman
Quadrine stating, "We owe Mr. Quadrine a tremendous
debt. In the examples he has set, in the policies he
has helped form, he has left us a large legacy".
The other members of the Board each expressed personally
his endorsement of the sentiments recorded and Council-
man Quadrine in reply to the Board said that he had en-
joyed working with the Board and with the former Super-
visor, George D. Burchell, and that he wished all well
in the future.
Whereupon on motion unanimously made and seconded, the
following resolution was adopted to be spread upon the
minutes of this meeting as a public tribute to Council-
man Anthony G. Quadrine:
Whereas, Anthony G. Quadrine is retiring
from the office of Town Council-
man of the Town of Mamaroneck on
December 31, 1967;
and
whereas, during his tenure of office, Mr.
Quadrine has served the Town with
diligence and rare perception,
contributing his valuable knowledge
of engineering and excellent under-
standing of business procedures to
all aspects of Town administration;
and
Whereas, he has shown himself to be an able
leader, always mindful of the wel-
fare of the residents of the Town
and acting at all times in their
best interests

Now, Therefore, Be It
Resolved, that this Board, the Town Board
of the Town of Mamaroneck, hearti-
ly congratulates Mr. Quadrine on
his distinguished service to this
Board and the Town of Mamaroneck,
and expresses its deep appreciation
to him;
and be it further
Resolved, that this resolution be spread upon
the minutes of this meeting as a
public record in tribute to - -
Anthony G. Quadrine
and that a copy thereof be presented
to him as a memento of this Board's
esteem and an expression of grati-
tude from the entire community.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was con-
vened immediately upon the adjournment of the Town
Board meeting.
1. Claims
Upon presentation by Commissioner Faicla and on his
motion, seconded by Councilman Chalif, it was unani-
mously
RESOLVED, that the following Fire Depart-
ment claims be and they hereby are approv-
ed, and the Supervisor and Comptroller
authorized to pay the same out of the 1967
Fire Department budget:

4. Other Business
a) Compliment on Decorations
Commissioner Faiola on behalf of the Fire Commission ex-
pressed high compliments to the Fire Department on the
Christmas decorations and also on the wonderful job they
did in repairing and cleaning used toys and wrapping new
toys donated by residents for the Cardinal McCloskey
Children's Home in White Plains.
- b) Fire Chief
The Chief expressed the Department's thanks to Commis-
sioner Quadrine for his assistance during the past four
years he had been a Commissioner and its regret that he
would no longer serve as a Commissioner.
Adjournment
There being no further business to come before the meet-
ing, on motion duly made and seconded, it was declared
adjourned at 9:30 p. m., to reconvene on January 3, 1968.
