CALL TO ORDER
The Supervisor called the meeting to order at 8:15 p.m.

APPROVAL OF MINUTES
The minutes of the regular meeting of December 2nd and the
special meeting of December 9th, 1970 were held for approval
at the next meeting since the members of the Board had not
had time to read them.
ORGANIZATION MATTERS
Upon presentation by the Supervisor the following resolutions
were adopted:
1. Authorization of Salaries as provided in 1971 budget for:
a) Elected Officials
On motion by Councilman Vandernoot, seconded by Council-
man Faiola, it was unanimously
RESOLVED, that the salaries of all elected officials
of the Town of Mamaroneck for the year 1971 are to
be the salaries stated and appropriated in the annual
budget or estimate for that year as follows:

RESOLVED, that the salaries of all appointed
officials of the Town of Mamaroneck for the
year 1971 are to be the salaries stated and
appropriated in the annual budget or estimate
for that year as follows:

Bloom, the following resolution was unanimously adopted:
RESOLVED, that the following positions in the
Competitive, Non-competitive and Exempt Classes
of the Civil Service shown in the budget or
estimate are hereby continued and the annual
compensation for the same in the year 1971 is
hereby fixed and shall be paid from the amounts
appropriated in the annual budget or estimate for
that year, or so much thereof as shall be sufficient
to pay such annual compensation, to be effective as
of January 1st, 1971:

RESOLVED, that the employment of the last named
persons to the aforesaid positions is in accord-
ance with the classifications made by the County
Personnel Officer under the provisions of the
Civil Service Law of the State, and any vacancies
which now exist, or which may occur in said positions
from time to time, are to be filled at the salaries
set in accordance with the provisions of the salary
scale adopted by the Town Board, and in conformity
with the Civil Service rules and amendments thereto
for towns, villages and special districts in West-
chester County, New York.
2. Appoint:
a) Assessor
Neal Doyle
Councilman Bloom, after noting that, as he was sure all were
aware, the Town's Assessor for many years, Tom Mc Evoy, had
retired as of December 31st, stated that the Town had been
fortunate enough to find the man, Neal Doyle, Assessor of the
Village of Larchmont, to follow him.

He said that Mr. Doyle, who was a resident of White Plains
had served the Village as its Assessor for the past five
years and that during these years the Village had indeed been
pleased with his discharge of the responsibilities of that
office and further, most cooperative in agreeing to share his
services in the newly combined Town-Village Assessment Office.
Therefore, he said, it was with the greatest pleasure that
he moved his appointment.
Councilman Vandernoot, in seconding the motion, stated that it
was indeed his pleasure and again emphasized how fortunate it
was for the Town to be able to share Mr. Doyle with the Village,
and thereupon it was unanimously
RESOLVED, that this Board hereby appoints Neal Doyle
as Assessor of the Town of Mamaroneck to fill the
unexpired term of Thomas J. McEvoy, said appoint-
ment to be effective as of January 1st, 1971, with
an annual compensation of $15,245. beginning as of
that date.
Councilman Faiola called to attention a previous news release
about Mr. Doyle's appointment in which the newly-combined
Assessing Office had been described as one small step in the
realization of the Joint Survey Committee's goals. He stated
that in his opinion, this was not a small but one of the largest
steps taken to date, and he highly congratulated Councilman
Nagel who had been working along with this Committee on this
accomplishment.
Councilman Nagel, in replying, stated that while he agreed
with everythingCouncilman Faiola had said, he could take no
credit since he had had nothing to do with this particular
endeavor for which all credit must be given to the Supervisor
and Mayor Goldsmith who were directly responsible for bring-
ing into being both the combined Office and the Assessor's
appointment, and he also noted for the record, the Board's
great gratification to the Village Board for its splendid
cooperation in this matter.
b) Exec. Ass 't. & Conf. Secretary
to the Supervisor
Lavenia Brewer
Pursuant to the Supervisor's request, on motion by Council-
man Vandernoot, seconded by the Supervisor as a special privilege,
it was unanimously
RESOLVED, that this Board hereby approves the
Supervisor's appointment of Lavenia Brewer as
Exec. Ass't. and Confidential Secretary to
the Supervisor, effective January 1st, 1971,
and to be compensated at the rate of $11,475.
per annum beginning as of that date.
c) Deputy Receiver of Taxes
Raymond Bingman
Pursuant to the recommendation of the Receiver of Taxes,
on motion by Councilman Faiola, seconded by Councilman Nagel,
it was unanimously

RESOLVED, that in accordance with the Tax
Receiver's request, this Board hereby
approves the appointment of Raymond C.
Bingman, Senior Account Clerk, as Deputy
Receiver of Taxes, authorized to receive
tax money, give proper receipt therefor
in his name, enter such payments upon the
records, and deposit tax money in the bank
for the year ending December 31st, 1971.
d) Assessment Clerk to
Receive 'Tax Monies
Charles Kane
Pursuant to the recommendation of the Receiver of
Taxes, on motion by Councilman Nagel, seconded by Council-
man Bloom, it was unanimously
RESOLVED, that in accordance with the Tax Re-
ceiver's request, this Board hereby approves
the appointment of Charles Kane, Assessment
Clerk, as a person authorized to receive tax
money, give proper receipt therefor in his
name, enter such payments upon the records, and
deposit tax money in the bank for the year end-
ing December 31st, 1971.
e) Deputy Town Clerks

Helen Kirvin
Pursuant to the recommendation of the Town Clerk, on
motion by Councilman Bloom, seconded by Councilman Vandernoot,
it was unanimously
RESOLVED, that in accordance with the Town
Clerk's certificates, the appointment of
Mrs. Lavenia Brewer and Mrs. Helen Kirvin as
Deputy Town Clerks of the Town of Mamaroneck
for the year 1971 be and it hereby is approved.
f) Trustee, Police Pension Fund
Supervisor Christine K. Helwig
The Supervisor stated that customarily the Supervisor served
as a Trustee of the Police Pension Fund and that if it were
the Board's pleasure, she would be happy to so serve again.
Whereupon on motion by Councilman Vandernoot, seconded by Council-
man Faiola, it was unanimously
RESOLVED, that Town Supervisor, Christine K. Helwig,
be and she hereby is appointed a member of the Board
of Trustees of the Police Pension Fund of the Town
of Mamaroneck, to serve for a term of one year be-
ginning January 1st, 1971 and terminating on De-
cember 31st of that year.

g) Park Commissioner
Mrs. James A. Donnelly, Jr.
For the Board's information the Supervisor reported that
Mrs. James A. Donnelly, Jr. 's term of office on the Park
Commission had expired on December 31st and that her
reappointment was highly desired by the Commission since
she had been an invaluable member thereof from the time of
her appointment.
She further stated that she had not been able to reach
Mrs. Donnelly but recommended her reappointment at this time
in the hope that she was willing to continue in this office,
and inquired the Board's pleasure.
Whereupon Councilman Faiola strongly urged and recommended
Mrs. Donnelly's reappointment which he thereupon so moved
with the suggestion that she be "drafted" in the event of
any disinclination to continue in this post, which suggestion
was heartily endorsed by all members of the Board.
The foregoing motion was then seconded by Councilman Nagel and
the following resolution thereupon unanimously adopted.
RESOLVED, that Mrs. James A. Donnelly, Jr. hereby
is reappointed a member of the Board of Park Com-
missioners for a five year term of office beginning
January 1st, 1971 and terminating on December 31st,
1975.
h) Conservation Advisory Committee
The Supervisor recommended to the Board the reappointment
of the Conservation Advisory Committee members reminding the
Board that Mr. Weeden, the Chairman, had resigned effective
as of December 31st at which time he was moving to Rye, and
that as yet the Town did not have anyone to replace him. She
further stated however that Mr. Weeden was still here and still
serving which she hoped he would continue to do until actually
moving.
She then inquired the Board's pleasure on the reappointment of
the other four members and thereupon on motion by Councilman
Nagel, seconded by Councilman Bloom, it was unanimously
RESOLVED, that the following persons be and
they hereby are reappointed members of the
Conservation Advisory Committee, to serve
for a term of one year, beginning January 1st,
1971 and terminating December 31st of that
year:

i) Civil Officers
The Supervisor called to the Board's attention that one
vacancy existed in the Civil Officers recommending however
the reappointment of Messrs. Comblo, Faillace and Reale for
1971 and thereupon on motion by Councilman Bloom, seconded

by Councilman Vandernoot, it was unanimously
RESOLVED, that the following persons be and they
hereby are reappointed Civil Officers of the Town
of Mamaroneck with the powers and duties of Con-
stables in civil actions and proceedings only as
provided in Section 20, 1 a) of the Town Law;
said persons to serve without salary for a term of
one year, starting January 1st, 1971 and terminating
December 31st, 1971:

j) Auditors for 1971
On motion by Councilman Vandernoot, seconded by
Councilman Faiola, it was unanimously
RESOLVED, that the firm of Glick-Freedman &
Meckler, C.P.A. , 271 North Avenue, New Rochelle,
New York, be and it hereby is appointed to
audit the records of the Town of Mamaroneck for
the year 1971; such service to be rendered for a
fee of $4,000. as appropriated in the annual budget
or estimate for the year 1971.
3. Approve Supervisor's Appointment
to Examining Board of Plumbers
The Supervisor informed the Board of her appointment of
Mr. Sam Paonessa to the Examining Board of Plumbers for a
term of office for one year stating that he had always
discharged his duties very efficiently as Councilman Faiola
would attest, and thereupon requested the Board's approval
of the appointment, if this were its pleasure.
Whereupon on motion by Councilman Nagel, seconded by
Councilman Bloom, it was unanimously
RESOLVED, that this Board hereby approves the
Supervisor's reappointment of Mr. Sam Paonessa
to the Examining Board of Plumbers, to serve
for a one-year term of office starting January 1st,
1971 and terminating December 31st, 1971.
4. Authorize Bonds for:
Appointed Officials and Employees
On motion by Councilman Bloom, seconded by Councilman
Vandernoot, it was unanimously
RESOLVED, that pursuant to Town Law, a bond is
required for the faithful performance of the
duties of each of the appointed officials and
employees listed below, and is authorized as
follows in the amount stated with sufficient
surety to be approved by this Board and the
form to be approved by the Town Attorney:

5. Authorize Bi-Weekly Payroll
On motion by Councilman Vandernoot, seconded by Councilman
Faiola, it was unanimously
RESOLVED, that the salaries of all officials
and employees of the Town of Mamaroneck be paid
on a bi-weekly basis, effective as of January 1st,
1971.
6. Designate:
a) Town Board Meeting Dates
On motion by Councilman Faiola, seconded by Councilman Nagel,
it was unanimously
RESOLVED, that regular meetings of this Board be
held at 8:15 p.m, in the Council Room or Auditorium
of the Weaver Street Firehouse, Weaver Street,
Town of Mamaroneck, on the first and third Wednes-
day of each month with the exception of the months of
June, July, August and September when the Board shall
sit only on the first Wednesday of the month.
b) Official Newspaper
Following the Supervisor's tribute to "The Daily Times"
for its excellent coverage of Town affairs during the past
year and high compliment to the reporters who had so ably
and faithfully covered the Town Board meetings, on motion
by Councilman Nagel, seconded by Councilman Bloom, it was
unanimously
RESOLVED, that "The Daily Times" be and it hereby
is designated as the official newspaper of the
Town of Mamaroneck for the purpose of publishing
notices.
c) Depositories of Funds
On motion by Councilman Bloom, seconded by Councilman Vander-
noot, it was unanimously

RESOLVED, that the following Banks and Trust
Companies are hereby designated as depositories
for funds of the Town of Mamaroneck for the year
1971, and that the escrow agreements between these
banks and the Town of Mamaroneck presently in effect
shall be continued:

RESOLVED, that all withdrawals from the herein-
above named accounts shall be upon the signature
of Christine K. Helwig, Supervisor of the Town of
Mamaroneck, and the counter-signature of Joseph
Altieri, Comptroller.
7. Authorize Membership in:
a) Association of Towns
On motion by Councilman Vandernoot, seconded by
Councilman Faiola, it was unanimously
RESOLVED, that the Town of Mamaroneck continue
its membership in the Association of Towns of
the State of New York for 1971, at the annual
dues of $250.
b) Municipal Finance Officers Association
On motion by Councilman Vandernoot, seconded by
Councilman Faiola, it was unanimously
RESOLVED, that the Town of Mamaroneck continue
its membership in the Municipal Finance Officers
Association for 1971 at the annual dues of $40.
8. Authorize Contracts with:
a) Westchester Shore Humane Society
(Regular and Dog Patrol)
On motion by Councilman Faiola, seconded by Councilman
Nagel, it was unanimously
RESOLVED, that the Supervisor be and she hereby
is authorized to execute two contracts between
the Westchester Shore Humane Society, Inc. and
the Town of Mamaroneck for the year 1971 total-

ing $9,739. , as provided in the 1971 annual
budget or estimate.
b) Larchmont Library
On motion by Councilman Nagel, seconded by Council-
man Bloom, it was unanimously
RESOLVED, that the Supervisor be and she hereby is
authorized to execute the contract for 1971 between
the Town of Mamaroneck, the Village of Larchmont,
and the Larchmont Public Library in the amount of
$68,320. , as provided in the 1971 budget.
Councilman Nagel stated that he certainly approved the appro-
priation but would like to recommend that the name of the
library be the Larchmont-Mamaroneck Library since the Town
carried 56% of the costs.
The Board was very much in accord with this suggestion and
directed that it be forwarded to the Library Board of Trustees
for consideration.
9. Amend Compensation Plan
On motion by Councilman Bloom, seconded by Councilman
Vandernoot, it was unanimously
RESOLVED, that the salary scale of Civil Service
employees of the Town of Mamaroneck adopted
January 1st, 1970 be and it hereby is amended
as follows:

NEW BUSINESS
1. Salary Authorizations
a) Police Department
Pursuant to memorandum of the Police Chief, dated January 5th,
1971, herewith presented and ordered received and filed, on
motion by Councilman Vandernoot, seconded by Councilman
Nagel, it was unanimously
RESOLVED, that this Board hereby approves the
assignment of Officer Ralph Perritano as a
Dectective on a permanent basis effective
January lst, 1971, and to be compensated at
the rate of $11,000. per annum.
Councilman Faiola remarked on the exceptionally fine job
performed by Patrolman Perritano as a Patrolman and
commented that the Commission and Chief should be commended
on the action taken in promoting Officer Perritano to the
Detective Force, to which he would indeed be a valuable
addition.
b) Recreation
Pursuant to memorandum of the Superintendent of Recreation
under date of December 16th, 1970, herewith presented and
ordered received and filed, on motion by Councilman Bloom,
seconded by Councilman Nagel, it was unanimously
RESOLVED, that as recommended by the Recreation
Commission, this Board hereby authorizes that
the following Recreation personnel be engaged and

Conservation Advisory Committee, this Board hereby
authorizes the engagement of John M. Eney and Paul
N. Giacomo as Park Attendants, effective January 4th,
1971, each to be compensated at the rate of $2.25
per hour.

2. Authorization to Deposit Surplus Funds
Pursuant to memorandum of the Comptroller under date of
January 4th, 1971, herewith presented and ordered received
and filed, on motion by Councilman Faiola, seconded by
Councilman Vandernoot, it was unanimously
RESOLVED, that the Supervisor be and she hereby
is authorized to invest Surplus Funds of the
Town of Mamaroneck in such amounts as available
in the four duly designated Town of Mamaroneck
depositories, in one-month, three-month, six-
month or twelve-month certificates of deposit,
beginning on or about Janury 4th, 1971 at the
highest interest rates obtainable.
3. Approval - Expenditure of
Highway Monies
Pursuant to memorandum of the Superintendent of Highways
under date of January 4th, 1971, herewith presented and
ordered received and filed for the record, on motion by
Councilman Bloom, seconded by Councilman Nagel, it was
unanimously
RESOLVED, that this Board hereby approves the
Agreement for the Expenditure of Highway monies
for the year 1971.
4. Approval - Annual Highway
Estimate for 1971

January 6th, 1971, herewith presented and ordered received
and filed, on motion by Councilman Nagel, seconded by
Councilman Bloom, it was unanimously
RESOLVED, that this Board hereby approves the
Annual Highway Estimate and Budget for the
year 1971.
5. Authorization to Advertise for Bids
Purchase of New Passenger Car
Pursuant to the Town Engineer's request, on motion by Council-
man Vandernoot, seconded by Councilman Bloom, it was unanimously
RESOLVED, that in accordance with law, this Board
hereby authorizes the Town Clerk to publish in the
official newspaper of the Town of Mamaroneck, "The
Daily Times", a Notice for Bids for a new 1971
passenger car, said bids to be returnable January 20th,
1971, to be opened and read aloud at a regular meeting
of this Board at 8:15 p.m. , in the Council Room or
Auditorium of the Weaver Street Firehouse, Town of
Mamaroneck, and to be in accordance with the specifi-
cations set forth in the said Notice.
5. Salary Authorization

Pursuant to memorandum of the Comptroller, dated January 5th,
1971, herewith presented and ordered received and filed, on

RESOLVED, that as recommended by the Justice Depart-
ment, Dolores Martin, be and she hereby is engaged
as Court Clerk, P.T. , to be effective as of January
4th, 1971 and to be compensated at the rate of
$3.00 per hour.
COMMUNICATIONS
1. Communication - Bonnie Briar Country Club
The Clerk presented a communication addressed to the
Board by Mario J. Cusati for the Bonnie Briar Country Club
under date of December 16th, 1970, which by order of the
Board pursuant to Section 432 of the Zoning Ordinance, was
referred to the Planning Board for study and report at the
next meeting of this Board.
2. Letter - Mamaroneck Health Center, Inc.
A letter addressed to the Town Council by the President of
the Mamaroneck Health Center under date of December 31st,
1970 was presented and herewith ordered received and filed
for the record with direction that the letter be acknowledged
with the Board's thanks and appreciation.
3. Association of Towns - Annual Meeting
(Attendance Authorization and Designation
of Delegate and Alternate)
The Clerk presented the announcement of the Annual Meeting of
the Association of Towns, to be held this year on February 81th,
9th and 10th, 1971, at the Hotel Commodore in New York City, and
thereupon pursuant to request for designation of the Delegate
and Alternate, on motion by Councilman Nagel, seconded by
Councilman Vandernoot, it was unanimously
RESOLVED, that Supervisor Helwig be and she hereby
is designated Delegate of the Town of Mamaroneck
to the 1971 Association of Towns Annual Meeting for
the purpose of voting, and that Councilman Faiola
be and he hereby is designated as Alternate.
The Supervisor also advised that a copy of the list of topics
upon which the 1971 Resolutions Committee might recommend
formal action by the Delegates at the Business Session which
was enclosed with the announcement would be forwarded to
each member of the Board so that she could have the benefit
of his advice and thinking thereon prior to attending the
Business meeting.
She then also recommended that all Department Heads and Town
Officials be encouraged to arrange to attend any of the sessions
that might be instructive and of value to their work at Town
expense, and thereupon on motion by Councilman Bloom, seconded
by Councilman Vandernoot, it was unanimously

RESOLVED, that all Town Officials and Heads of
Departments are hereby authorized to attend any
sessions of the Annual Meeting of the Association
of Towns, to be held at the Hotel Commodore in
New York City, February 8th, 9th and 10th, 1971
at Town expense;
and be it further
RESOLVED, that the Comptroller is hereby author-
ized to audit the claims for expenses of those
persons who attend the said Annual Meeting, said
expenses to be paid from the proper items in the
1971 budget.
Councilman Faiola then inquired whether the Town would have
a room or a suite at the Commodore which, he said, he felt
to be very necessary for the convenience and comfort of those
attending the sessions?
Councilman Nagel replied that he felt very strongly in the
interest of the economy which the Town was purportedly
practicing this year, that the amount of money expended
on this meeting should be cut, and further that since he
was again extending his invitation to the Town to use his
offices which were so convenient to the Hotel as head-
quarters, there was no need for the reservation of any
accommodations at the Hotel.
Whereupon by common consent of the Board, Mr. Nagel's gracious
invitation was accepted with all due thanks and sincere ap-
preciation.
4. Letter from H. Richmond Campbell
The Clerk read into the record the following letter addressed
to the Supervisor by H. Richmond Campbell under date of
December 14th, 1970:
"Please convey to the members of the Mamaroneck Town
Board my deep appreciation for the delightful citation
you so graciously presented to me at the Boston Post
Road Association's dinner the other night.
Although I am undeserving of such a beautifully ex-
pressed tribute, I am extremely proud that you hold
me in such high esteem.
This honor must be shared with a dedicated staff for
whose work I have been accorded altogether too much
of the credit. I am certain that this staff will
continue its conscientious and diligent coverage of
and interest in our town government.
I am particularly grateful that you honored me with
your presence at the testimonial dinner."
5. Letter - R. W. Crozier & Associates
The Clerk read into the record the following letter addressed
to the Town of-Mamaroneck by R. W. Crozier & Associates under
date of January 5th, 1971:

"Enclosed please find two copies of a schematic site
plan for a Daitch Shopwell supermarket, for which we
are the architects.
I have marked in color the area of concern. As you can
see, we will be paving Harrison Drive, and the town line
between Mamaroneck and the Village of Larchmont crosses
the proposed new paved area. We have secured approval
from the Village of Larchmont for paving and now we
will need approval from you.
I would appreciate your consideration and action at the
earliest possible date. If you have any questions,
please call me."
It was directed that a copy of this letter be forwarded to
the Planning Board for report to this Board.
Mr. Irving Scharf of 334 Richbell Road
At this time, upon recognition, Mr. Scharf stated that he
wished to inquire whether it was not possible for super-
market parking lots to be used for parking at least in
snow emergencies.
Councilman Bloom explained to Mr. Scharf that this particular
supermarket was located down at the end of the Village of
Larchmont on Palmer Avenue across from Harrison Drive and
that only a tiny part of the proposed parking lot was in
the Town with the consequence that the matter of the use
of the lot would be under the jurisdiction of the Village
of Larchmont rather than the Town.
Councilman Faiola however said that he felt this suggestion
about such usage of supermarket parking lots in general was
an excellent one and recommended that it be forwarded to the
Planning Board, which was thereupon so ordered.
6. P.S.C. - Case 25969
A Notice from the Public Service Commission relating to
Case 25969 was summarized by the Attorney and thereupon
ordered received and filed since it was for informational
purposes only and required no action.

1. Letter - County Park Conservation
and Recreation
The Supervisor informed the Board that she had received a
letter from the Deputy Commissioner of the Westchester County
Department of Parks, Recreation and Conservation under date
of December 30th, 1970 advising that the Department had every
intention of completing the updating of the 1961 report
which had been delayed due to the departure of Mr. Arles.
The Board expressed its pleasure that the survey would shortly
be underway and its appreciation for Mr. Foley's explanation.
2. Addendum to Report -
International Association of Chiefs of Police
The Supervisor reported the receipt of the Addendum to the
1969 Police Survey Report, which was herewith ordered received
and filed for the record.
She also furnished to each member of the Board a copy of the
report and noted that both the Commission, to which copies
had been forwarded, and the Board would need time to study
this Addendum.
3. Letter - County Personnel
Re: Position, Superintendent of Parks
Pursuant to the recommendations set forth in a communication
addressed to the Board by the County Personnel Department
under date of December 4th, 1970, which was herewith presented
and ordered received and filed for the record, on motion by
Councilman Nagel, seconded by Councilman Faiola, it was unani-
mously
RESOLVED, that the position of Superintendent of
Parks be and it hereby is abolished;
and be it further
RESOLVED, that the position of Assistant General
Foreman (Parks) be and it hereby is created and
that Thomas Aitchison is appointed thereto
effective as of January 1st, 1971, and to be
compensated at the rate of $11,475. per annum.

Mr. Faiola commended highly Mr. Aitchison and the Highway

Holidays this year.

Mr. Nagel
1. Joint Survey Committee
Councilman Nagel stated that he should report that with the
help of the Town Attorney, an extension of 120 days for
completion of the Joint Survey had been obtained from the
State.
He further stated that a meeting would be held this Friday
with Mr. Cresap and that the cutoff date for the Survey
was now March 31st.
He also advised that all three Boards would be brought together
in February and expressed his thanks to Mr. Altieri, Mr. Kellogg
and Mr. Gianunzio for their intensive work on this Survey.
Mr. Bloom
1. Proposed State Planning
and Zoning Law Revision
Mr. Bloom referred to the proposed State revisions regarding
planning and zoning stating that Mr. Maggini and he had been
making a study of the recommendations for legislative changes.
He further remarked that about one year ago bills had been
proposed which were disturbing in that they had provided the
State with over-riding authority and that while there still
may be some spate of this type of bill, he felt that the bills
now proposed did not provide an over-riding authority except
in special cases.
He spoke in some detail on the proposed zoning changes stating
that if the Town wished to and did adopt the proposed laws,
it would have greater flexibility in zoning, i.e. "cluster"
z oning in unit development. To have this the Town would
have to adopt a new format, in a sense moving backward to
when it did have one Board (Planning and Zoning) , rather
than the present Planning and Zoning Boards.
He also stated that, as he understood it, there was provision
for planning on a regional basis with the local municipalities
urged but not compelled to follow such a pattern.
The Chairman of the present Planning Board, Fred Maggini, he
went on to say, had attended several seminars devoted to this
and was very much on top of this situation and the Supervisor
added that Senator Gioffre was a member of this Committee.
OTHER BUSINESS
- Mr. Scharf again addressed the Board, upon recognition, stat-
ing that the last fire in New York City occurred in a build-
ing which was supposed to be fireproof and that he would
like to have this Board have a study of buildings made for
this municipality.

Councilman Faiola explained the role of the Board of Fire
Underwriters with regard to inspection of buildings but
stated that certainly this suggestion would be taken up
and discussed with the Fire Chief and Fire Council.
ADJOURNMENT
There being no further business to come before the meeting,
on motion duly made and seconded, it was declared adjourned
at 9:10 p.m. , to reconvene on January 20th, 1971.
BOARD OF FIRE COMMISSIONERS
The meeting of the Board of Fire Commissioners was convened
immediately upon the adjournment of the Town Board meeting.
The Supervisor, speaking on behalf of the Commission, welcomed
the new Chief and extended the Commission's thanks and appreci-
ation for his splendid service to Mr.Condro the retiring Chief.
