The Supervisor called the meeting to order at 8:15 p.m.

APPROVAL OF MINUTES
The minutes of the regular meeting of December 7th, 1972 were
presented and on motion duly made and seconded, approved as
submitted.
ORGANIZATION MATTERS
The Supervisor presented the organization matters for 1973,
which on motion duly made and seconded were authorized by
unanimous adoption of the following resolutions :
1. Salaries of Elected Officials
RESOLVED, that the salaries of all elected
officials of the Town of Mamaroneck for the
year 1973 are to be the salaries stated and
appropriated in the annual budget or estimate
for that year as follows:

RESOLVED, that the salaries of all appointed
officials of the Town of Mamaroneck for the
year 1973 are to be the salaries stated and
appropriated in the annual budget or estimate for
that year as follows :

Civil Service Employees
RESOLVED, that the following positions in the
Competitive, Non-competitive and Exempt classes of
the Civil Service shown in the budget or estimate
are hereby continued and the annual compensation for
the same in the year 1973 is hereby fixed and shall
be paid from the amounts appropriated in the annual
budget or estimate for that year, or so much thereof as
shall be sufficient to pay such annual compensation, to

RESOLVED, that the employment of the last named
persons to the aforesaid positions is in accord-
ance with the classifications made by the County
Personnel Officer under the provisions of the
Civil Service Law of the State, and any vacancies
which now exist, or which may occur in said positions
from time to time, are to be filled at the salaries
set in accordance with the provisions of the salary
scale adopted by the Town Board, and in conformity
with the Civil Service rules and amendments thereto
for towns, villages and special districts in West-
chester County, New York,
4. Appointment of and Salaries as
Provided in 1973 Budget for:
a) Secretary to Supervisor
RESOLVED, that this Board hereby approves the Super-
visor's appointment of Lavenia Brewer as Executive
Assistant and Confidential Secretary to the Super-
visor, effective January 1st, 1973, and to be
compensated at the rate of $12,495. per annum begin-
ning as of that date.

RESOLVED, that this Board hereby appoints secretaries
to the following Commissions and Boards, said secretaries
to be compensated at the rate of $25. each per meeting:

5. Appointment of;
(non-salaried)
a) Deputy Receiver of Taxes
RESOLVED, that in accordance with the Tax Receiver's
request, this Board hereby approves the appointment
of Raymond C. Bingman, Senior Account Clerk, as
Deputy Receiver of Taxes, authorized to receive tax
money, give proper receipt therefor in his name,
enter such payments upon the records, and deposit
tax money in the bank for the year ending Decem-
ber 31st, 1973.
b) Person Authorized to
Collect Tax Monies

RESOLVED, that in accordance with the Tax Receiver's
request, this Board hereby approves the appointment
of Gerald Lynch, Junior Accountant, as a person
authorized to receive tax money, give proper receipt
therefor in his name, enter such payments upon the
records, and deposit tax money in the bank for the
year ending December 31st, 1973.
c) Trustees - Police Pension Fund
RESOLVED, that Town Supervisor, Christine K. Helwig,
and Councilman, Joseph F. Vandernoot, be and they
hereby are appointed members of the Board of Trustees
of the Police Pension Fund of the Town of Mamaroneck,
to serve for a term of one year beginning January 1st,
1973 and terminating on December 31st of that year.
d) Conservation Advisory Commnittee
Amendment of Resolution
to Enlarge Membership
The Supervisor explained that the resolution establishing this
Committee as adopted on August 5th, 1964 had specified a five-
member Committee and that the Board, by common consent, in view
of the new responsibilities of the said Committee which would
be more time consuming, had agreed that the membership be en-
larged to nine - with each member to serve for a term of three
years but in order to establish rotation, three members would
be appointed for three years, three for two years, and three
for a one-year term of office as of this date.
Accordingly, she said, it was necessary to amend the aforesaid

resolution and therupon on a motion by Councilman Bloom, seconded
by Councilman White, it was unanimously
RESOLVED, that the resolution adopted on August 5th,
1964 establishing the Conservation Advisory Committee
of the Town of Mamaroneck, be and the same hereby is
amended so as to read as follows :
That the membership of the said Committee`. is hereby
enlarged from five to nine members, each member to
-- be appointed to serve for a term of office of three
years with three members appointed each year.
Councilman Bloom then recommended the reappointment of Thomas
R. Amlicke, Mrs. Mary Anne Johnson and Mrs. Martha Munzer, and
after presenting a brief resume of the experience and background
particularly qualifying them to serve on this Committee, named
for appointment thereto Mrs. Sally Kennelley, Wallace Irwin, Jr. ,
George W. Brown, James R. Gunsalus and B. W. Nimkin Which he
thereupon so moved.
The motion was seconded by Councilman White and the following
resolution was adopted unanimously
RESOLVED, that the following persons be and they
hereby are reappointed members of the Conservation
Advisory Committee of the Town of Mamaroneck, to
serve for a term of office of three years, effective
January lst, 1973 and ending on December 31st, 1975 :

reappointed a member of the Board of Park Commissioners
for a five-year term of office beginning January 1st,
1973 and terminating on December 31st, 1977.

Examining Board of Plumbers
RESOLVED, that this Board hereby approves the
Supervisor's reappointment of Victor J. Kriss to
the Examining Board of Plumbers, to serve for a
one-year term of office starting January 1st,
1973 and terminating December 31st, 1973.
g) Civil Officers (2)
RESOLVED, that the following persons be and they
hereby are appointed Civil Officers of the Town of
Mamaroneck with- the powers and duties of Constables
in civil actions and proceedings only as provided in
Section 20, la) of the Town Law; said persons to serve
without salary for a term of one year, starting January 1st,
1973 and terminating December 31st, 1973:

7. Bi-weekly Payroll
RESOLVED, that the salaries of all officials and
employees of the Town of Mamaroneck be paid on a
bi-weekly basis, effective as of January lst, 1973.
8. Designation of:
a) Town Board Meeting Dates
RESOLVED, that regular meetings of this Board be held
at 8:15 p.m. , in the Council Room or Auditorium of the
Weaver Street Firehouse, Weaver Street, Town of Mamaro-
neck, on the first and third Wednesday of each month

with the exception of the months of June, July,
August and September when the Board shall sit only
on the first Wednesday of the month.
b) Official Newspaper
RESOLVED, that "The Daily Times" be and it hereby
is designated as the official newspaper of the Town
of Mamaroneck for the purpose of publishing notices.
The Supervisor stated that she would like to take this occasion
to thank in absentia the Town's devoted reporter, Mrs. Lynn Groh,
who had given a great amount of time to her accurate and factual
reporting of Town affairs during the entire year. She said she
would also like to thank Mary Jane McKay who was present this
evening in Mrs. Groh's place, who certainly was equally conversant
with Town affairs and who whenever substituting for Mrs. Groh,
covered Town matters with the same skill and competence displayed
by Lynn Groh at all times.
Mrs. Helwig also stated that she would like to commend WVOX for
broadcasting the "Mamaroneck Town Report" every Saturday morning
at 11:30 which was an outstanding public service to the residents
of the entire community. She remarked that she felt that the Town
was about to start over again at the beginning since the programs
had been running for the past two years.
Councilman Faiola moved that the Board's gratitude and thanks for the
public service performed by WVOX be noted in the minutes of this
meeting and its thanks and appreciation expressed to Mr. William
F. O'Shaughnessy, President of the Station, which was thereupon
so directed.
-- c) Depositories of Funds
RESOLVED, that the following Banks and Trust
Companies are hereby designated as depositories
for funds of the Town of Mamaroneck for the year
1973, and that the escrow agreements between these
banks and the Town of Mamaroneck presently in
effect shall be continued:

Mamaroneck, and the counter-signature of Joseph
Altieri, Comptroller.

d) Auditors for 1973
RESOLVED, that the firm of Glick-Freedman and Meckler,
C.P.A. , 271 North Avenue, New Rochelle, New York, be
and it hereby is appointed to audit the records of
the Town of Mamaroneck for the year 1973; such service
to be rendered for a fee of $4,750. as appropriated
in the annual budget or estimate for the year 1973.
- 9. Approval of Contracts with:
a) Westchester Shore Humane Society
RESOLVED, that the Supervisor be and she hereby is
authorized to execute the contract between the
Westchester Shore Humane Society, Inc. and the Town
of Mamaroneck for the year 1973 totalling $10,039. ,
as provided in the 1973 annual budget or estimate.
b) Larchmont Public Library
RESOLVED, that the Supervisor be and she hereby is
authorized to execute the contract for 1973 between
the Town of Mamaroneck, the Village of Larchmont, and
the Larchmont Public Library in the amount of $92,550.
as provided in the 1973 budget.
Councilman White expressed his pleasure at the renewal of the
Library Contract, commending the excellent library and wonder-
ful service it furnished and remarking that he felt this was
certainly one of the ways in which the Town spent its money
wisely.
10. Authorization of Payment of Dues for Membership in:
a) Association of Towns
RESOLVED, that the Town of Mamaroneck continue
its membership in the Association of Towns of
the State of New York for 1973, at the annual
dues of $400.
b) Municipal Finance Officers Association
RESOLVED, that the Town of Mamaroneck continue
its membership in the Municipal Finance Officers
Association for 1973 at the annual dues of $40.
Councilman Faiola remarked that the membership in the Municipal
Finance Officers Association was indeed worthwhile if it in any
way assisted the Town Comptroller whom he commended highly
on the amount of interest earned through investment of surplus
funds in Certificates of Deposit during the past year.
11. Amendment of Compensation Plan
RESOLVED, that the salary scale of Civil Service
employees of the Town of Mamaroneck adopted
January 1st, 1973 be and it hereby is amended
as follows:

OPENING OF BID - Automatic Voting Machines
The Clerk presented the Affidavit of Publication of the Notice
for Bids for the record and opened and read aloud the only bid
submitted, that of the Automatic Voting Machine Division of
AVM Corporation of Jamestown, New York, in the amount of $12,621.
less $2,100. rental for seven voting machines with the non-col-
lusive statement signed, and thereupon in accordance with his
recommendation, on motion by Councilman Bloom, seconded by Coun-
cilman Vandernoot, it was unanimously
RESOLVED, that pursuant to Rental Contract between
the Automatic Voting Machine Division of the AVM
Corporation of Jamestown, New York and the Town
of Mamaroneck (#4590), this Board hereby author-
izes the purchase of seven (7) Automatic Voting
Machines, serial numbers 150,452 - 150,457 inclusive
and 150,459 and presently in the possession of the
Town of Mamaroneck, at a total price of $12,621. less
rental of $2j,100. or a net cost of $10,521.
OLD BUSINESS
1. Report on Bid Award
Building Inspector's Car
A report addressed to the Town Board by the Engineer under
today's date was read as follows and ordered received and
filed as part of the record of this meeting:
"Pursuant to the Town Board Resolution the
undersigned have reviewed the specification bids
and due to the exceptions indicated by the low
bidder and that the low bidder did not conform
with the requirements of law for bids to munici-
palities, we find the second low bidder acceptable.
A notice of award will be forwarded to the second
low bidder, Village Ford, Inc."
Whereupon on a motion offered by Councilman Vandernoot, seconded
by Councilman Bloom, the following resolution was adopted unani-
mously
RESOLVED, that this Board hereby rescinds the reso-
lution adopted by this Board on December 20th, 1972
which read as follows:
"RESOLVED, that this Board hereby awards the
bid for the purchase of one (1) 1973 4-door
Sedan to the low bidder, to-wit that of Hory
Chevrolet, Inc. , in the amount of $3,013.00,
in accordance with the specifications set
forth in the Notice for Bids, subject to
confirmation by the Comptroller, Engineer
idnd Attorney following their examination
and report to this Board at the next meeting."
And pursuant to report hereinabove set forth adopted by unani-
mous vote the following resolution in place thereof:
RESOLVED, that this Board hereby awards the bid
for furnishing to the Town of Mamaroneck one (1)

1. General Code Contract
Pursuant to communication addressed by General Code Publishers
Corporation to the Town Clerk in November 1972 herewith presented
and ordered received and filed and following his report and ex-
planations, in accordance with his recommendation, on motion by
Councilman Bloom, seconded by Councilman White, it was unani-
mously
RESOLVED, that this Board hereby authorizes execution
of the contract between the Town of Mamaroneck and
General Code Publishers Corporation for the supplement-
ation of the Code of the Town of Mamaroneck for a period
of 36 months beginning January 1st, 1973.
2. Authorization of Payment
Fire Emergency Overtime
Pursuant to memorandum of the Fire Chief under date of January 3rd,
1973 herewith presented and ordered received and filed for the
record, on motion by Councilman Faiola, seconded by Councilman
Vandernoot, it was unanimously
RESOLVED, that as approved by the Fire Chief, this
- Board hereby authorizes payment of Emergency Over-

Following the Supervisor's explanation and pursuant to memorandum
of the Comptroller under date of January 3rd, 1973 herewith
presented and ordered received and filed, on motion by Councilman
Bloom, seconded by Councilman Faiola, it was unanimously
RESOLVED, that pursuant to recommendation of P. T.
Leddy, John Eney, Michael Dolen and Kevin Cassin
be and they hereby are engaged as Park Attendants,
effective December 26th, 1972 and each to be compen-
sated at the rate of $2.80 per hour.

4. Request for Release of Maintenance Bond
Joseph Mazzela Excavating Corp.
Pursuant to the request of the Joseph Mazzella Excavating
Corporation under date of December 15th, 1972 and memorandum
addressed to the Board by the Town Engineer under date of
December 27th, 1972 herewith presented and ordered received
and filed for the record, on motion by Councilman Faiola,
seconded by Councilman Bloom, it was unanimously
-- RESOLVED, that this Board hereby authorizes the
release of the cash retainer in the sum of
$970, and its replacement by a Maintenance
Bond 160-16-01A, dated December 27th, 1972,
upon which the Peerless Insurance Company is
Surety and Joseph Mazzella Excavating Corp.,
15 Emerson Avenue, New Rochelle, New York is
Principal.
5. Association of Towns Annual Meeting
February 5th, 6th and 7th, 1973
(Designation of Delegate, Alternate and
Persons to Attend)
Pursuant to announcement of the Association of Towns Annual
Meeting February 5th, 6th and 7th, 1973 at the New York Hilton
and Americana Hotels in New York City, upon the Supervisor's
query as to the Board's pleasure in designating the Delegate and
Alternate and authorizing the expenses of those attending, on
motion by Councilman,Faiola, seconded by Councilman Bloom, it
was unanimously
RESOLVED, that Supervisor Helwig be and she
hereby is designated Delegate of the Town of
Mamaroneck to the 1973 Annual Meeting of the
Association of Towns for the purpose of voting,
and Joseph Altieri be and he hereby is designated
Alternate;
and be it further
RESOLVED, that the Comptroller be and he hereby
is authorized to audit the claims for expenses
of all Town Officials and members of the Town
Staff attending any sessions of the aforesaid
Annual Meeting, said claims to be paid from the
proper items of the 1973 budget.
Councilman Faiola suggested that brief written reports be sub-
mitted by those attending any sessions of the business meeting
which was so directed by the Board unanimously.
The Supervisor congratulated the Town Attorney on his appoint-
ment to serve on the Resolutions Committee again this year,
inquiring whether he had received any resolutions as yet. He
replied that he had not but that he believed State Aid for
Towns was one of the foremost issues under consideration this
year and suggested that the Supervisor as Delegate see what
she could do regarding this item.
6. Authorization of Agreement for
Expenditure Highway Monies
Pursuant to memorandum of the Superintendent of Highways under

date of January 3rd, 1973, herewith presented and ordered received
and filed for the record, on motion by Councilman Bloom, seconded
by Councilman Vandernoot, it was unanimously
RESOLVED, that this Board hereby approves the
Agreement for the Expenditure of Highway monies
for the year 1973.

1. Letter, Governor Nelson A. Rockefeller
The Clerk read a letter addressed to him by the Hon. Nelson A.
Rockefeller, Governor of the State of New York, acknowledging
the receipt of a copy of the resolution regarding State Aid to
local governments adopted by the Town Board on December 7th,
1972 , which was herewith ordered received and filed.
2. Notice of Public Hearing - Board of Appeals
Village of Mamaroneck
Upon the Town Attorney's report that no action was required by
this Board, the Notice of Hearing before the Village of Mamaro-
neck Board of Appeals on Thursday, January 4th, 1973 was here-
with ordered received and filed.

THE SUPERVISOR
The Supervisor spoke of the passing of former President Harry S.
Truman and thereupon the following resolution was adopted by
acclamations to be spread upon the minutes of this meeting in
respect to his memory:
In Memoriam
WHEREAS, the death of Harry S. Truman has taken from
us a leader whose moral strength and compassionate
humanity have made him a beloved first citizen of the
world for millions of people everywhere;
and

WHEREAS, as the 33rd President of these United States he
led this nation steadfastly in restoring and keeping
peace and promoting mutual trust and understanding among
the peoples of the world;
and
WHEREAS, his extraordinary life of service, his love of
country, his courage and humility have inspired genera-
tions of Americans to admire and respect Harry S. Truman
- as a symbol of all that is good and great in the human
spirit,
NOW, THEREFORE, BE IT
RESOLVED, that this Board, on behalf of all of the
residents of the Town of Mamaroneck, joins all of
the people of our Nation and of the World in paying
tribute to the late
HARRY S. TRUMAN
33rd President of the United States
and adopts this resolution to be spread upon the minutes
of this meeting in honor of his memory;
and be it further
RESOLVED, that a copy be forwarded to his widow, Mrs. Harry
S. Truman, and her family with deepest sympathy and condo-
lences to them at this time of their great loss.

subject to confirmation by Commissioner Faiola,

And pursuant to report hereinab6ve set forth, adopted by unani-
mous vote the following resolution in place thereof:
RESOLVED, that this Commission hereby awards the
bid for furnishing to the Town of Mamaroneck one
(1) 1973 4-door Sedan to be used for the Town of
Mamaroneck Fire Department in accordance with the
specifications set forth in the Notice for Bids to
the second low bidder, to-wit that of Village Ford,
Inc. in the amount of $3,588.00.
3. Other Business
Commissioner Faiola welcomed the newly elected Fire Chief
Joseph E. Santoro inquiring of him whether he had any matters
to report to the Commission. Mr. Santoro said he had no official
report at this time having just assumed his duties, but that he
would like to present his First Deputy Chief, Mr. Vincent J.
Ciardullo, and the Baby Chief, Michael A. Acocella, Jr. , whom::
the Commission congratulated on their election.
Commissioner Faiola reported that he had had a call from former
Chief Forti who was unable to be here this evening, requesting
him to extend his thanks and appreciation to the Commission

many courtesies extended to him during his entire term of office.
