Local Law No. 6 - 2014
This local law shall be known as the “Addition of Certain Titles to the List of Constables” Law.
BE IT ENACTED by the Town Board of the Town of Mamaroneck
Section 1 – Purpose:
The Town Board enacted new parking regulations for the Washington Square area that go into
effect on January 1, 2015. To enforce that law as well as the laws regarding parking in the Town-
owned parking lots and on Lester Place. The Town Board may create the position of Parking
Enforcement Officer.
Chapter 34 of the Code of the Town of Mamaroneck is entitled “Quality of Life Laws;
Enforcement”. Section 34-2 grants to persons serving in certain positions the additional title of
“Constable” and empowers Constables to enforce those quality of life laws that are listed in
section 34-2. The purpose of this local law is to add the title of Parking Enforcement Officer to the
list of Constables in section 34-2 and to add the chapter of the Code that contains the rules for
Town-owned parking lots to the quality of life laws listed in section 34-2.
In addition, the person who formerly possessed the title of Environmental Coordinator has been
promoted to Environmental Planner. A person serving as Environmental Coordinator is a
Constable. Accordingly, it is appropriate to add the title of Environmental Planner to list of
Constables. This local law does so.
Section 2 – Amendment of a current section of the Mamaroneck Code:
The definition of “Constables” in section 34-2 of the Code of the Town of Mamaroneck hereby is
amended as follows:
(a) the title “Environmental Planner” is added between the words “Coordinator, Fire”, and
(b) the title “Parking Enforcement Officer” is added between the words “Inspector, police”.
Section 3 – Amendment of a current section of the Mamaroneck Code:
The definition of “Quality of Life Laws” in section 34-2 of the Code of the Town of Mamaroneck
hereby is amended as follows:
(a) subparagraphs (7) through (14) of paragraph A are renumbered (8) through (15),
respectively and a new subparagraph (7) reading as follows: “Chapter 147, Parking Lots, Town-
Owned” is added and will appear immediately after subparagraph (6) of paragraph A.
(b) a new paragraph C is added to paragraph A that will read as follows:
C. Local Laws.
(1) Local Law No. 2-2010, Residential parking system for Lester Place.
(2) Local Law No. 4-2014, Residential parking system for (a) Washington Square,
(b) a section of North Chatsworth Avenue, (c) New
Jefferson Street, and (d) Murray Avenue between
Myrtle Boulevard and Leafy Lane.
Section 4-Reaffirmation of the balance of the law:
Except as amended by sections 2 and 3 hereof, section 34-2 of the Code of the Town of
Mamaroneck shall remain the same.
Section 5 – Severability:
Should any provision of this Local Law be declared invalid or unconstitutional by any court of
competent jurisdiction, such declaration of unconstitutionality or invalidity shall not affect any
other provisions of this Local Law, which may be implemented without the invalid or
unconstitutional provisions.
Section 6 – Effective Date:
This Local Law shall become effective upon filing with the Secretary of State.
