HomeMy WebLinkAbout1975_06_11 Town Board Regular Minutes 85 6-11-75 MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK, HELD JUNE 11th, 1975, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK. CALL TO ORDER The Supervisor called the meeting to order at 8:15 P.M. in accordance with the Notice of Meeting and Waiver thereof as herewith presented and ordered received and filed as part of - the record of this meeting. ROLL CALL Present: Supervisor Helwig Deputy Supervisor Vandernoot Councilman Bloom Councilman White Councilman McMillan Absent: None Also Present: Mrs. Miller - Town Clerk Mr. Johnston - Town Attorney Mr. Elfreich - Town Engineer 1. Awarding of Bids Re Sheldrake River Retaining Wall A memorandum addressed to the Board by the Town Engineer, the Town Attorney, the Superintendent of Highways and the Comptroller under date of June 11, 1975, enumerating the bids and recommending award thereof was herewith presented and ordered received and filed as part of the record of this meeting. Thereupon, following the Supervisor's observation that the bids were quite a bit less than the estimated price, on motion by Councilman Bloom, seconded by Councilman McMillan, it was unanimously RESOLVED, that this Board hereby accepts the bid of the low bidder for the following: Contract No. 75-5 - Improvements to Sheldrake River - Bilotta Construction Co. , Inc. -$8,050.00. 2. Human Rights Commission - Reappointment - Peter Fousek Appointments - Felicia W. Gossman Stephen K. Carr Following a statement by the Supervisor regarding the vacancies and review of the qualifications of each of the proposed appoin- tees to the Human Rights Commission by Councilman Bloom, on his motion, which he offered with great pleasure, and which was seconded by Deputy Supervisor Vandernoot, it was unanimously _ 1 _ 86 6-11-75 RESOLVED, that this Board hereby reappoints Peter Fousek and appoints Mrs. Felicia W. Gossman and Stephen K. Carr as members of the Commission of Human Rights of the, Town of Mamaroneck, to serve for a three-year term of office effective immediately and terminating on May 19, 1978. and be it further RESOLVED, that the appointees be notified accordingly. The Supervisor, on behalf of the Board, expressed its thanks to Mr. Sidney Philip for the many contributions he made to the Town through his service as a member and former Chairman of this Commission. 3. Report on Street Lighting The Town Engineer displayed a map indicating where incandescent lighting is presently located and suggesting these locations for the installation of sodium vapor lighting, speaking to the advantages of utilizing this type of lighting. Councilman White referred to the discussion at the previous meeting and stated that the Board had taken into consideration suggestions regarding test areas for six months in order to gauge the effectiveness of the proposed lighting and thereupon on his motion, seconded by Deputy Supervisor Vandernoot, it was unanimously RESOLVED, that this Board hereby authorizes publi- cation in the official newspaper of the Town of Mamaroneck, The Daily Times, of a Notice of bids for the furnishing and installation of street lighting improvements, said bids to be returnable on June 30, 1975 and reported to the Board at its next meeting on July 2nd. 4. Salary Authorizations - Recreation Pursuant to memorandum addressed to the Town Board by the Superintendent of Recreation under date of June 6, 1975 here- with presented and ordered received and filed, on motion by Deputy Supervisor Vandernoot, seconded by Councilman White, it was unanimously RESOLVED, that this Board hereby authorizes that George Griffen, Recreation Attendant Memorial Park Tennis Courts, be compensated at the rate of $2.50 per hour, effective June 9, 1975. Pursuant to memorandum addressed to the Board by the Superin- tendent of Recreation, dated June 10, 1975 and herewith ordered received and filed, on motion by Councilman McMillan, seconded by Councilman Bloom, it was, by majority vote of the Board RESOLVED, that as recommended by the Superintendent of Recreation, this Board hereby authorizes the -- following salary expenditures to the persons named on the list herebelow inserted, for the terms of employment and at the rate of compensation for each as set forth thereon: (next page) 2 - PROGRAM DIRECTOR William Reilly Sr. Rec. Engineer's Request - Performance Bond - Subdivision Improvements Griffen Estates For the Board's information, the Town Engineer gave a brief oral report of the Performance Bond for the Subdivision improvements at Griffen Estates. 6. Engineer's Request - Drain Easement between Town of Mamaroneck and 186 Murray Avenue In accordance with the Engineer's request, on motion by Councilman Bloom, seconded by Councilman White, it was unanimously RESOLVED, that this Board hereby authorizes the Town Attorney and Town Engineer to draw up an Easement Agreement between the Town of Mamaroneck and the owner of the premises at 186 Murray Avenue for the proposed installation of drain improvements by the Westchester County Department of Public Works . 7. Engineer's Request - Bid Date for Sewer Improvements Be Changed Following the Engineer's explanation and pursuant to his memorandum addressed to the Board under date of June 11, 1975 herewith presented and ordered received and filed, on motion by Councilman Bloom, seconded by Councilman White, it was unanimously RESOLVED, that this Board hereby authorizes pub- lication in the official newspaper of the Town of Mamaroneck, The Daily Times, of a Notice for Bids for Sewer Improvements, said bids to be returnable on Monday, June 30, 1975, and reported to the Town Board on July 2, 1975. 8. Report on Water Improvements - Lafayette Road With reference to the water improvements on Lafayette Road and Madison Avenue as authorized at the June 4th meeting, the Engineer gave a brief oral report on Mr. Hock's and his review of these lines. He stated that a 12-inch line exists there which would serve the affected area; therefore clari- fying and emphasizing that there would be no problem in the event that an apartment building were to be located there at any future date, 3 - 88 6-11-75 - 9. Recommendations - Parking Committee, Tenants ' Advisory Council The Supervisor presented a letter addressed to her under date of June 6, 1975 by Mr. Nicholas P. Sparkman of the Tenants ' Advisory Council relative to the findings and recommendations by its Parking Committee, which was herewith ordered received and filed and reported for the Board's information. The Supervisor noted that copies thereof had been forwarded to the Police Chief and the Town Clerk for follow-up.
