HomeMy WebLinkAbout2017_11_13 Town Board Minutes November 13, 2017 MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON NOVEMBER 13, 2017, BEGINNING AT 5:00PM IN CONFERENCE ROOM D AND CONTINUING AT 8:00 PM IN CONFERENCE ROOM C OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Nancy Seligson Councilman Ernest C. Odierna Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilman Thomas A. Murphy ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator Connie Green O’Donnell, Assistant Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER - WORK SESSION On motion of Councilwoman Elkind Eney, seconded by Councilman Odierna, the Work Session was unanimously opened at 5:00PM. 2018 Tentative Budget Review - IT Department, Highway Department, General Budget Review Additionally Present: Tony Siligato Comptroller, Roz Cimino IT Director and Lou Martirano Highway Superintendent In addition to meeting this evening with the IT Director and the Superintendent of Highways, the Town Board received the Budget submissions from the Court Clerk, the Assessor, the Town Clerk and the Environmental Planner. These Departments Heads will not meet directly with the Town Board. The IT Director presented her Budget to the Town Board and briefed them in detail on her submission. The Town Board asked, among other items, to detail the duties of the various IT levels, I through IV, and who performs those functions. Mr. Martirano presented the Highway Department Budget to the Town Board, and briefed them in detail on his submission. In closing Supervisor Seligson asked Mr. Martirano to cc her Office with updates and notices he posts to the website, so her Office can also share these with the public via Facebook. Supervisor Seligson asked Mr. Altieri to provide the Town Board with a quick sheet stating each Departments’ total expenditures. The Town Board asked Mr. Altieri for a detail of the not-for-profits that the Town contributes to, and whether any have asked for additional funding. Mr. Altieri responded that he can prepare that for the next budget meeting, adding that there have been no additional requests from these agencies. ADDED ITEMS Supervisor Seligson stated that she was contacted by Sally Cantwell, who wanted to notify the Town that the Mamaroneck Schools Foundation has applied for grant funding to enhance the outdoor play area at the Hommocks Middle School. th The Town Board viewed the invitation to Councilman Odierna retirement party on December 12. Vehicle & Traffic Code The Board reviewed an additional schedule of Vehicle and Traffic fines that were not set at the last meeting. The Town Board set the additional fines to be included in the draft Vehicle and Traffic Codification. 1 November 13, 2017 Proposed Study of Hommocks Pool The Town Board reviewed a memo from Mr. Altieri addressing a proposal from Weston and Sampson to complete a study of Hommocks Pool, including structural evaluation of the facility, an evaluation of the locker rooms and a review of an ingress and egress to the facility. Mr. Altieri had a brief discussion with the Superintendent of Schools who advised that he intended to submit the report to the School Board for their consideration. There was no action to be made by the Board at this time. Proposed Audit of LED Street Light System The Town Board reviewed the proposal from Celtic Energy to conduct additional work to investigate the previous finding which identified an energy shortfall for the streetlight energy conservation measures. Mr. Altieri noted that Celtic Energy has agreed to a fixed price of $16,300.00. The contract before the Board this evening will be amended to reflect this. This approval will be on the regular agenda for this evening. ADDED ITEM Update - LMC-TV Board of Control Meeting Councilman Murphy stated that at the recent Board of Control Meeting the subject of an Intermunicipal Agreement (IMA) between the Town and the two Villages was discussed. The IMA would be required for funds being transferred between the Municipalities’ with respect to the renovation of the Fire House. The Board of Control suggested that the three Attorneys’ meet to begin discussion of a draft IMA. On motion of Councilman Murphy, seconded by Councilwoman Katz, the Board unanimously agreed to a closed session in order to receive advice of counsel. ADVICE OF COUNSEL On motion of Councilwoman Katz, seconded by Councilman Murphy, the Board unanimously agreed to resume the Regular Meeting. CALL TO ORDER - REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Seligson at 8:15 PM, she then pointed out the location of the exits. Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this evening, adding this is an open meeting that all residents’ are welcomed to attend. SUPERVISOR’S SUMMARY REPORT Congratulations to my colleagues Jaine Elkind Eney for winning re-election as a Town Councilwoman and to Councilman Tom Murphy for being elected mayor of the Village of Mamaroneck. We will miss Tom on the Town Council, but look forward to working with him as the Village mayor. Congratulations to Sabrina Fiddelman for being elected for the first time to the Town Council. We look forward to welcoming her on the Town Council in January. Congratulations to Nora Lucas who won election to the position of Village Trustee in the Village of Mamaroneck. Congratulations to Catherine Parker for winning re-election to the County Legislature and to State Senator George Latimer for winning election to become the Westchester County Executive. Thank you to everyone who ran for office and who worked on the campaigns. Election Day is a great day in the United States when we get to exercise our right to vote and choose our leaders. The Town Board has been reviewing the proposed budget. This evening we reviewed budgets from several different departments including IT and Highway. The current proposed budget calls for a 2.45% increase in 2018. The LM JGC is launching a new website that will be user friendly and very helpful. You will be able to input your address and see all the dates of garbage and recycling pickups for the year. The Recyclopedia will be accessible to learn how to recycle, reuse, donate or throw out any item. 2 November 13, 2017 Veterans Day was Saturday and we had two lovely events in the community to honor and thank our veterans. Both AL’s 90 and 347 held ceremonies. Thank you again to our veterans for your service to our country and community. Congratulations to Town Clerk Christina Battalia who has been awarded the NYS Town Clerk’s Association certification as a Registered Municipal Clerk. The award recognizes professional competency in fulfilling the duties of Town Clerk and is only granted after the applicant demonstrates they have met the stringent education and experience requirements established by the Association. CITIZEN’S COMMENTS Supervisor Seligson asked if anyone in the audience would like to address the Board, and there was not. BOARD OF FIRE COMMISSIONERS The Meeting was called to order by Commissioner Seligson, and then on motion of Commissioner Elkind Eney, seconded by Commissioner Katz, the Board of Fire Commissioners was unanimously declared open. There being no further business to come before the Commission, on motion of Commissioner Odierna, seconded by Councilman Murphy, the Commission unanimously adjourned and the Town Board reconvened. AFFAIRS OF THE TOWN 1. Proposed Audit of LED Street Light System On motion of Councilwoman Elkind Eney, seconded by Councilman Murphy, it was RESOLVED, that the Mamaroneck Town Board does hereby authorize a street light audit to be conducted by Celtic Energy of Glastonbury Connecticut, at a fee of $16,300, and 4 November 13, 2017 BE IT, FURTHER RESOLVED, that the Town Administrator is hereby authorized to execute said agreement on behalf of the Town.
