HomeMy WebLinkAbout2017_11_01 Town Board Minutes November 1, 2017 MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON NOVEMBER 1, 2017, BEGINNING AT 5:00PM IN CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Nancy Seligson Councilman Ernest C. Odierna Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilman Thomas A. Murphy ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator Connie Green O’Donnell, Assistant Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER - WORK SESSION On motion of Councilwoman Elkind Eney, seconded by Councilman Odierna, the Work Session was unanimously opened at 5:00PM. Additionally Present: Tony Siligato Town Comptroller Departmental Budget Review – Office of Community Services Additionally Present: Anna Danoy, Director of Community Services, Senior Programs and Housing, The Town Board reviewed Ms. Danoy’s 2018 Budget Submission. There are two separate submissions, one for the Section 8 Housing Voucher Program and one for the Programs for the Aging. TAKEN OUT OF ORDER Departmental Budget Review – Ambulance District Additionally Present: Mike Liverzani Ambulance District Director The Town Board reviewed Mr. Liverzani’s 2018 Budget Submission. New Business Councilwoman Elkind Eney gave an update from the recent Housing Authority Meeting. In summary the Authority is functioning quite well. Supervisor Seligson suggested that they come to a future Town Board meeting for a presentation. Review of Proposed Vehicle and Traffic Code – Fines Schedule In preparation for the codification of the Town’s Vehicle and Traffic Laws, the Town Clerk requested the Town Board review and set parking fines for the violations within the Vehicle and Traffic Code. These new fines will go into effect when the Vehicle and Traffic Laws are codified, and will be part of the public hearing that will take place at that time. Continued Discussion – Washington Square Parking Study The Town Board received and reviewed documents from the rezoning of the Business and Service Business Districts in 2012. The rezoning created a residential component to the Business and Service Business Districts. 1 November 1, 2017 The documents reviewed were the Proposal for B-R and SB-R Zoning Text dated May 31, 2012 and the Draft Generic Environmental Impact Statement. On motion of Councilwoman Elkind Eney, seconded by Councilman Murphy, the Town Board entered a closed session in order to receive advice of Counsel. Advice of Counsel On motion of Councilwoman Katz, seconded by Councilman Murphy, the Town Board ended the closed session and resumed the Worksession. Mr. Altieri was asked to reach out to David Cooper, the Attorney for Gjoko Shkreli, to advise his client that the Town Board will not be entertaining the request for a zoning amendment. Discussion – School Traffic Master Plan Councilwoman Katz would like to make the area safer through traffic changes, and not through expending funds for infrastructure. The Board discussed involving the School and the PTA in any discussions about how to make the traffic flow and safety better in and around the school. Supervisor Seligson noted that she received a letter from the Murray Avenue School Principal advocating for a sidewalk on Colonial Avenue. CALL TO ORDER - REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Seligson at 8:20 PM, she then pointed out the location of the exits. Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this evening, adding this is an open meeting that all residents’ are welcomed to attend. SUPERVISOR’S SUMMARY REPORT The Town Board has started its budget review meetings. We reviewed two departments doing our work th session this evening. The next budget review meeting will be Monday November 6 from 5 to 8 in conference room D in the TC. Of course the meetings are open to the public. As Town Administrator Steve Altieri reported at our last TB meeting, the preliminary budget falls within the tax cap and calls for a 2.45% increase in tax levy. We’ve had a couple of campaign events in the Town. One was Candidates Day at the Senior Center where candidates for local and County-wide offices addressed the senior citizens. We also hosted the LWV’s Candidate Debate here in this room last Wednesday. Please remember to vote next Tuesday th November 7even thought there is no presidential election. Elections for local and county positions are very important and affect your everyday quality of life. th The TMFD held its annual Inspection Dinner October 20. It was a pleasure for the Town Council to attend, honor those who were given awards for exemplary service and celebrate the wonderful volunteers and department. Congratulations to Ben Pacewitz and John Philipson on their retirements from the highway department. th There are several upcoming events to commemorate Veterans Day, November 11. Please consider attending the events. I know it would mean a lot to the veterans and to the community. Finally, I plan to send the second mailed newsletter within the next two weeks. I hope you will take a look at it. 2 November 1, 2017 CITIZEN’S COMMENTS Supervisor Seligson asked if anyone in the audience would like to address the Board, and there was not. BOARD OF FIRE COMMISSIONERS The Meeting was called to order by Commissioner Seligson, and then on motion of Commissioner Murphy, seconded by Commissioner Katz, the Board of Fire Commissioners was unanimously declared open. There being no further business to come before the Commission, on motion of Commissioner Katz, seconded by Commissioner Elkind Eney, the Commission unanimously adjourned and the Town Board reconvened. 3 November 1, 2017 AFFAIRS OF THE TOWN 1.Set Public Hearing – Installation of Stop Sign – Highclere Court at Intersection with Durham Road On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, it was unanimously RESOLVED, that the Mamaroneck Town Board does hereby set the date for a Public Hearing on “Stop Sign on Highclere Court where Highclere Court terminates at Durham Road” Law, for December 6, 2017 at 8:00PM at the Town Center, 740 West Boston Post Road, and BE IT FURTHER, RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said hearing in a newspaper appointed as an official newspaper, and that said Notice, be posted. 2.Report of Bids – TA-17-08 Purchase of Refuse Collection Truck On motion of Councilwoman Elkind Eney, seconded by Councilman Murphy, the following was approved, WHEREAS, on October 18, 2017, the Town publically opened and read two (2) bids for Contract TA- 17-08 Furnish and Deliver (2) 20-Yard Refuse Collection Trucks. NOW, THEREFORE, BE IT RESOLVED, that the Mamaroneck Town Board does hereby accept the bid, for Contract TA-17-08 Furnish and Deliver (2) 20-Yard Refuse Collection Trucks, from Long Island Sanitation Equipment Company, of Farmingdale, New York, in the amount of $302,832.00, and BE IT, FURTHER RESOLVED, that the Town Administrator is hereby authorized to execute an agreement with Long Island Sanitation Equipment Company for the purchase of these vehicles. The above resolution was put to a roll call vote: Murphy Aye Elkind Eney Aye Katz Aye Odierna Aye Seligson Aye 4.Authorization – 2017 – 2018 Snow Removal Contract New York State On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, the following was approved, WHEREAS, the Town of Mamaroneck conducts snow and ice control on both the Boston Post Road and Weaver Street which are roadways owned by the State of New York, and WHEREAS, in consideration of the Town’s snow and ice control activity, the State reimburses the Town. NOW, THEREFORE, BE IT RESOLVED, that the Mamaroneck Town Board does hereby approve the amended reimbursement agreement for the 2017/2018 year, and BE IT FURTHER, RESOLVED, that the Town Administrator is hereby authorized to sign said amended agreements on behalf of the Town. The above resolution was put to a roll call vote: Murphy Aye Elkind Eney Aye Katz Aye Odierna Aye Seligson Aye 5 November 1, 2017 5.Salary Authorization – 2017 Management & Non Union Personnel On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, it was RESOLVED, that the Mamaroneck Town Board does hereby authorize a 2% salary increase for all Management and Non-Union employees retroactive for the fiscal year 2017 and for the upcoming fiscal year 2018, for the following job titles: Confidential Secretary to the Supervisor, Town Administrator, Secretary to the Town Administrator, Town Comptroller, Town Assessor, Assistant Town Administrator, Administrative Aide, Town Engineer, Building Superintendent, IT Director, Superintendent of Highway, Community Services Director, Assistant Superintendent of Recreation, Superintendent of Recreation, Ice Rink Manager, Environmental Coordinator, General Foreman, Garage Foreman, Ambulance Administrator.
