PRESENT: Supervisor Nancy Seligson Councilman Ernest C. Odierna Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilman Thomas A. Murphy ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator Connie Green O’Donnell, Assistant Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER - WORK SESSION On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, the Work Session was unanimously opened at 5:00PM. Special Permit Review – Cambium: Exterior Façade th The Town Board reviewed a memo from Mr. Altieri dated July 13. In Section 6D of the Special Permit for the Cambium, it states that before the façade for the store fronts is to renovated by the developer, proposed plans need to be referred to the Planning Board and the Board of Architectural Review (BAR) for advisory opinions. The Town Board reviewed the advisory opinion from the Planning Board as recapped by the Attorney for the Land Use Boards, which stated “they (the Planning Board) wish to retain the agreement for the façade required at the time of the original special permit approval because they believe it would be more harmonious with the surrounding built environment.” The Town Board reviewed a letter from the BAR Chair, Edward Jacobson, but it was not clear as to the opinion of the BAR with respect to the proposed changes to the façade. Supervisor Seligson will contact Edward Jacobson to receive clarification. Food Waste Composting/Recycling Program th Mr. Altieri prepared a memo dated July 10 detailing how the program would work in the Town. The Joint Garbage Commission will initiate the program in September. The program would essentially mirror the program in Scarsdale. That program was discussed with the Town Board at the previous worksession. The Town Board also reviewed a 2017/2018 Projected Budget for the program. Mr. Altieri stated that the Commission is working on a new website that will be more informative, hopefully this will reduce the number of calls received by the Administrative Office. Supervisor Seligson noted that this program was reviewed at the previous Town Village School (TVS) meeting, adding that Superintendent, Dr. Shaps would like to tie it in to a curriculum at the High School. Discussion – Fifth Avenue Corridor The Town Board received a correspondence from Ralph Engel regarding the “condition and aesthetics of the Fifth Avenue Corridor entrance to the Town.” The Town Board agreed to walk the corridor in early fall when there are less scheduling conflicts. It was also noted that Mr. Engel also asked the Town Board to review the Zoning Code with respect to the area. 2 July 17, 2017 New Business Supervisor Seligson noted the recent TVS meeting, noting the serious concerns the school is facing with respect to growing enrollment. On motion of Councilwoman Elkind Eney, seconded by Councilman Odierna, the Town Board unanimously agreed to enter into an Executive Session to discuss Litigation with respect to 84 Iselin Terrace. EXECUTIVE SESSION 84 Iselin Terrace On motion of Councilman Murphy, seconded by Councilwoman Katz, the Board unanimously agreed to resume the Regular Meeting. CALL TO ORDER - REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Seligson at 6:30 PM, she then pointed out the location of the exits. Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this evening, adding this is an open meeting that all residents’ are welcomed to attend. SUPERVISOR’S SUMMARY REPORT th The Town held a Fire District referendum on June 27 to query the voters about paying for repairs at the Fire House and new turnout gear. The results were overwhelmingly in favor of the projects, but there were only 47 votes cast in total. This vote allows the Town to move forward with repairing the apparatus bay floors and purchasing new turnout gear. The Larchmont Mamaroneck Joint Garbage Commission expects to move forward with a food waste composting program this fall. Residents will be able to bring their food scraps to the Maxwell Avenue Recycling Center which will then be picked up, hauled away and made into compost. The resulting compost will be available for residents to use in their gardens. The Village of Mamaroneck held their Annual Fire Department Parade that was its usual wonderful th community event. We were lucky to have great weather that night too. On July 4 the Kemper Memorial Park Preservation Fund held a bench dedication event to honor those veterans for whom the benches are named, those who funded them and the lovely improvement to the park. All of us th attended the blessing of the fleet hosted by the Coast Guard Auxiliary Post in Harbor Island on July 4 as well. th I hosted the quarterly TVS meeting July 11. TVS is the group comprised of the chief elected officials of the three municipalities and the administrators, as well as the superintendents and representatives of the two school districts. It is a great opportunity for us to discuss community issues. All of the Town camp programs are up and running and in full swing. Please remember that gasoline stth powered leaf blowers are prohibited from June 1 to September 30 in the Town of Mamaroneck and the Villages of Mamaroneck and Larchmont. Please inform your landscapers not to use leaf blowers during the summer. CITIZEN’S COMMENTS Supervisor Seligson asked if anyone in the audience would like to address the Board, and there was not. 3 July 17, 2017 BOARD OF FIRE COMMISSIONERS The Meeting was called to order by Commissioner Seligson, and then on motion of Councilwoman Elkind Eney, seconded by Councilman Odierna, the Board of Fire Commissioners was unanimously declared open. AFFAIRS OF THE TOWN 1. Consideration – Special Permit Requirements Deferred 2. Appointment – Coastal Zone Management Commission On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was unanimously RESOLVED, that Kanan Sheth be appointed as a Member of the Coastal Zone Management Commission, and BE IT FURTHER RESOLVED, that the foregoing appointments shall be effective immediately upon the appointees taking and subscribing the oath mandated by section 25 of the New York Town Law and shall expire on August 31, 2010. 3.
