MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON MARCH 1, 2017, BEGINNING AT 5:00PM IN
CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE
TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK

CALL TO ORDER - WORK SESSION
On motion of Councilman Murphy, seconded by Councilwoman Katz, the Work Session was unanimously
opened at 5:00PM.
Review 2017 Parking Fees
The Town Board reviewed schedules of current fees, as well as previous year’s. The Board reiterated their
desire to continue to bring parking fees in line with other communities, as well bringing the senior rate in
Lot #3, more in line with the non-senior rate. The Board agreed to an increase, and added the approval to
this evening’s Regular Agenda.
Review of Proposal - Power Interruption Program

Review of Land Use Legislation
The Town Board reviewed a memo from Mr. Altieri dated February 24, 2017, reviewing the Town’s Land
Use Regulations. Mr. Altieri suggests establishing a better coordination of the review process for land use
applications. Mr. Altieri’s memo listed the Town’s current eight pieces of land use legislation, noting that
these laws are all important for the review and determinations with respect to land use applications, but
at times the laws create a duplication of efforts during the review processes. Mr. Altieri suggests that the
Town consider hiring a consultant to work with the Town Board and staff to look for ways to improve the
coordination of the land use review process. The Town Attorney also suggests that all the land use
legislation be incorporated into one chapter of the Town Code. Mr. Altieri will move forward with
gathering consultant quotes and will report back to the Town Board in April.
Update – LMC-TV
Councilman Murphy informed the Board that it has been determined by the Attorney hired by LMC-TV,
that any renovations to the Fire House on Mamaroneck Avenue, proposed as the new home for LMC-TV,
will in fact have to be done with prevailing wages. This will dramatically increase the estimated cost of the
project, so much so, that LMC-TV may need to rethink this proposal. LMC-TV has met with the Town to

discuss revisiting the plan of renovating the third floor of the Town Center as the consolidated home for
LMC-TV.
Update - Early Morning Swim Program Review
Councilwoman Elkind Eney reported that at the last Recreation Commission Meeting the Commission
discussed the Early Morning Swim Program. The meeting was attended by members of the two swimming
groups that participate in the early morning swim program. Representatives from the School District did
not attend the meeting. At the meeting it was discussed how the budget deficit in the program would be
handled. Proposals were discussed and the Commission will determine how to move forward so that the
program will be self-sufficient. The program participants were happy that the program will continue.
ADDED ITEM
Update - Coastal Zone Management Commission Meeting
Councilwoman Katz, the Town Board liaison to the Commission, gave an update on an application from 5
Valley Stream Road. The Commission will send a memo to the Planning Board with their
recommendations as to how to make the building more consistent with the Local Waterfront
Revitalization Program. The Town Board noted that this should receive a thorough review by the Town’s
Consulting Engineer.
Boards and Commissions
At the request of the Housing Authority Chair, the Town Board discussed whether to increase the number
of members to the Housing Authority. The Chair has noted that at times there may only be three or four
members who can regularly attend meetings, and with the recent resignation of a member, the Chair
suggests an increase in the number of members. The Town and the Authority will review the by-laws to
determine if an increase in the number of members can be accomplished.
Proposed Housing Development – Myrtle Blvd
Supervisor Seligson recapped the discussion and presentation by Gjoko Shkreli, and his representatives, at
the last Town Board Meeting. Mr. Shkreli proposes a nine unit residential addition to his existing building,
of which three would be affordable. This development would require a zoning amendment. Any zoning
change would apply to the entire district. Supervisor Seligson noted that the Town should be looking at
opportunities for affordable housing, which makes this proposal worth review. The Town Board discussed
the proposal in terms of its effect on parking now, and the long term effects on parking if future
development were to take place. Mr. Altieri will let Mr. Shkreli, and his representatives know that the
Town Board is uncertain as to how the developer can solve the parking situation. If the developer has a
plan for this, and would like to take the next step and give the Board a conceptual presentation of how the
effects on parking might be mitigated for the entire district, then the Board would be willing to hear that
presentation.
New Business
On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, the Board unanimously
agreed to enter into an Executive Session to discuss collective bargaining with the CSEA, sale of land –
Mohegan Road.

On motion of Councilman Odierna, seconded by Councilman Murphy, the Board unanimously agreed to
resume the Regular Meeting.
CALL TO ORDER - REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:20 PM, she then pointed out the location of the exits.
Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this
evening, adding this is an open meeting that all residents’ are welcomed to attend.
SUPERVISOR’S SUMMARY REPORT
Welcome to March everyone! It’s hard to believe that the calendar is moving as swiftly as it is. The
weather also seems to be moving faster than usual. Recently, we have experienced some very
warm temperatures for the end of February and beginning of March. Please remember that the
Town does not pick up organic waste, meaning grass clippings and tree branches, until the first

Thursday in April. This year the date is Thursday April 6. You can bring those organic items to the
Maxwell Avenue Town yard, but they will not be picked up until the first week in April. Organics
are picked up on the second day of your trash pickup.
Registration for summer recreation programs begins this Monday. Please remember that you can
register for programs online! The Town Center parking lot is currently under renovation so the
parking is somewhat restricted. We hope it will be more convenient for you to register online. The

Town Recreation Department will hold its Annual Bunny Hop race on Sunday April 23. You can
register for that online too!
WJWW began monthly billing for residents of the Unincorporated Town in February. Bills were
previously issued on a quarterly basis. Please note that $20 late fees will be assessed after each
month. On a staffing note, the Town of Mamaroneck is looking to hire a new Town engineer. If
you are interested, or know someone who is, please contact Deputy Administrator Connie Green
O’Donnell at 381-7812. We are looking for new members for the Coastal Zone Management
Commission also.
Finally, I would like to remind residents that the Town is in the process of analyzing its sanitary
sewers lines in order to repair them. According to County, State and Federal law, the Town is not
allowed to pollute local waterways with sewage. The Town is working in a consortium with the
City of New Rochelle, and the Villages of Larchmont and Pelham Manor as we are all in the New
Rochelle sewer district. The Town is in the Mamaroneck Valley Sewer District also. I mention all
this because there are National Water crews smoke testing and televising sewer lines in the Town
and because it is very expensive. The evaluation alone costs $4 million dollars of which the Town’s
portion is $440,000. The repairs will cost much more. We plan to apply for a State grant in June to
help pay for the repairs. We will present more information as it becomes available.

On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, the following was approved:
WHEREAS, on February 6, 2017, the Mamaroneck Town Board met with the Larchmont Library
Board, the Village of Larchmont Trustee, at a public meeting, to review the Library Budget.

services for the years 2017 and 2018 for the amount of $784.00 per day for street sweeping
services and $90.00 per cubic yard for disposal, and

Landscaping Maintenance Services, to the only bidder meeting all of the Town’s
specifications, Acocella Contracting, to provide landscape maintenance services to various
locations in the Town for $22,200 for 2017 and $23,200 for 2018.

5. Set Public Hearing - Assignment of Certain Duties to the Environmental Planner and Amendment
of Appellate Procedure Law – Trees
On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, it was unanimously
RESOLVED, that the Mamaroneck Town Board does hereby set the date for a Public
Hearing on an “Assignment of Certain Duties to the Environmental Planner and
Amendment of Appellate Procedure” Law, for March 15, 2017 at 8:00PM at the Town
Center, 740 West Boston Post Road, and
BE IT FURTHER,
RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said
hearing in a newspaper appointed as an official newspaper, and that said Notice, be
posted.
